Revamped version of Form 13
In a major step towards improving convenience for
EPF
members and minimising procedural delays, EPFO has rolled out an updated version of
Form 13
, which further simplifies the process of transferring PF accounts when employees change jobs. The updated Form 13 (Transfer-out) enhances the features of the previously improved Form 19 and adds several new functionalities to streamline the transfer process.
"With a view to further simplify the transfer claim process, the Form 13 (Transfer-out) functionality has since been revamped duly incorporating the bifurcation of taxable and non-taxable components of PF accumulations as stipulated," the EPFO said in a circular on April 25, 2025.
Taxable and non-taxable EPF interest clarification
The improved functionality of Form 13 on its official portal now clearly distinguishes between taxable and non-taxable components of Provident Fund (PF) accumulations. This enhancement facilitates the precise calculation of Tax Deducted at Source (
TDS
) on taxable PF interest, thereby promoting smoother tax compliance for both EPFO and its members. The update also improves transparency, providing members with greater insight into the details of their PF interest breakdown.

Bulk UAN generation without Aadhaar
For specific cases, EPFO has launched a facility that allows employers to generate Universal Account Numbers (UANs) in bulk, even without linking Aadhaar. This change is particularly relevant for members associated with Exempted Provident Fund Trusts that have surrendered or had exemptions cancelled. It is also applicable in scenarios involving recovery or quasi-judicial proceedings. Employers can now generate UANs using the existing Member IDs and other available data, ensuring that past contributions are credited to the correct accounts without delays.

"With a view to ensure proper accounting of the past accumulations that had been remitted to EPFO by the Exempted PF Trusts consequent to the surrender/cancellation of exemption and also in other cases involving remittance of past period contributions consequent to quasi-judicial/recovery proceedings, it has been decided to relax the requirement of Aadhaar for generation of UAN/credit of Past Accumulations for such members and also provide a facility for bulk generation of UANs based on the Member Id & other member information available on record as to enable prompt crediting of funds in the accounts of such members," the EPF said in its April 25, 2025, circular.
Now generate, activate UAN instantly with Face ID on UMANG App
EPFO has recently streamlined the process of allotting and activating the Universal Account Number (UAN) further. As per a circular issued by the retirement fund body, Face Authentication Technology (FAT) linked to Aadhaar has been incorporated into the UMANG (Unified Mobile Application for New-age Governance) app. This integration introduces three new features, aimed at delivering a more seamless and user-friendly experience for EPF members and employees.
"In order to simplify and to make the entire process of allotment and activation of
UAN
more robust, the following three facilities for employees/members have been introduced in the UMANG APP leveraging the Face Authentication Technology (FAT). 1. Direct UAN Allotment and Activation 2. UAN Activation for Existing UANs 3. Face Authentication Service for Existing Activated UANs," said the circular issued on April 8, 2025.

EPF due payment via demand draft
The Employees' Provident Fund Organisation (EPFO) has issued a clarification addressing concerns raised by various field offices regarding situations where employers are unable to remit past dues through the standard Electronic Challan-cum-Return (ECR) system. In such cases, employers have expressed willingness to settle these dues using demand drafts.
"It is therefore clarified that where the officer-in-charge of the region is satisfied that such request is for a one-time payment of past dues and the employer is not seeking a mode other than the internet banking for the payment of future remittances, he may collect the dues in the manner as is practiced for recovery of any demand in arrears, i.e., through a demand draft in the name of RPFC-in-charge of the region and payable at the bank branch where the regional office concerned holds a bank account," said a Ministry of Labour and Employment circular issued on April 4, 2025.

No need to upload cheque leaf or passbook image
In a major relief for EPF members, EPFO has eliminated the requirement of uploading a cheque leaf or an attested bank passbook while filing online claims.
The removal of this step will immediately benefit around 60 million EPF members. It eliminates claim rejections due to unreadable or poor-quality uploads. It will also reduce grievances and make online claim settlement faster and hassle-free.
According to a Ministry of Labour and Employment circular on April 3, 2025, "In continuation of earlier efforts to facilitate the speedy settlement of claims filed online and to reduce the rejection of claims due to the reason of non-uploading of the image of cheque leaf/attested bank passbook while filing claims online, it has been decided that the members shall not be required to upload the image of cheque leaf/ attested bank passbook at the time of filing a claim provided the bank account seeded with UAN is validated by concerned bank/NPCI, with effect from the date of this circular."
No employer approval needed for bank account seeding
To further streamline the process, EPFO has removed the need for employer approval after bank verification for seeding bank account details with UAN.
Currently, every member is required to seed his/her bank account with UAN to get their PF withdrawals seamlessly credited to such an account.
According to a Ministry of Labour and Employment circular on April 3, 2025, "It has also been decided that there shall be no requirement of approval of the employer in the bank account seeding process henceforth. Further, all requests pending for bank KYC seeding at the employer level will be auto-approved following the verification process from the bank/NPCI."

GURUGRAM : Govt's online portal for drawing of lots in affordable housing schemes will directly cross-check and verify applicant details with information in the Aadhaar card to make the process more transparent and eliminate chances of duplication or manipulation. Officials of the department of town and country planning (DTCP) said on Friday that the updated portal – called TCP Haryana – will fetch applicant details such as name, address and mobile number from the Aadhaar card. This will prevent manual data entry errors and manipulation while ensuring that only eligible candidates are considered for allotments. The move comes in response to irregularities uncovered in the 2023 housing draw of Aster Avenue 36 in Sector 36, Sohna. During the draw of lots for 702 flats at the society, those with addresses given as 'Sohna City' were considered eligible for the scheme, limiting the pool to 2,200 entries out of 51,000 applicants. This was blamed on a technical error. Cross-checking with Aadhaar would do away with chances of such errors, officials said. The Aster Avenue draw was cancelled after an internal probe, and a fresh draw was conducted. But 26 applicants were found to have been repeated in both the shortlists, raising more concerns about fairness and the integrity of the system. "Going forward, the Aadhaar-linked system will automatically populate the applicant's details and verify if they have previously been allotted flats under any affordable housing scheme. If found ineligible, their application will be auto-rejected by the system," said Renuka Singh, senior town planner, DTCP. "All past applicant data from earlier schemes is now being integrated into this upgraded software," Singh said. Additionally, the system will prevent any duplicate entries and ensure that no one can bypass eligibility rules. The new mechanism is expected to significantly reduce the administrative burden and potential biases associated with manual data handling. The Aster Avenue 36 matter is currently pending before the Punjab and Haryana high court, and the next hearing is scheduled for July 9. Applicants who were declared successful in the original draw have yet to receive refunds, while allotment letters for 702 flats drawn in the second round remain on hold because of ongoing legal proceedings.

What started as a few hundreds has exploded over the years. A survey conducted by the civic body earlier recorded around 1,000 vendors, but officials say the actual count is more than double the number, severely affecting the commercial landscape. 'These vendors have formed unions and call themselves shopkeepers, alleging that anyone who objects is silenced through collective intimidation. Even councillors admit that some shopkeepers are renting out space in front of their shops to these vendors, complicating the problem.' Residents and traders argue that most vendors are not even from Mohali but commute daily from Chandigarh and Punjab, and do not pay any local taxes. 'Our own legal businesses pay taxes to run day-to-day operations while these vendors sell underpriced counterfeit goods,' a Phase 3B2 shopowner disclosed. Reeling from pressure, a public meeting was held under the chairmanship of Joint Commissioner Parminder Pal Singh to demand swift action. 'The Mayor and MC Commissioner are also collecting Aadhaar and Voter IDs of illegal vendors,' said an official. Mumbai: A magistrate's court on Thursday convicted and sentenced two men, Raza Naqvi (38) and Varun Rana (41), to five years of rigorous imprisonment for their involvement in a sophisticated financial fraud amounting to Rs 68.22 crore against Shinhan Bank in 2020. Naqvi and Rana were found guilty of flouting norms by sending Rs 68 crore in two months to companies in the US and Singapore. The fraudulent scheme involved crediting significant amounts into accounts in Mumbai (M/s ID Technologies Private Limited) and Delhi (M/s Liqus Tradex Private Limited). Instructions were then given to immediately remit equivalent sums in foreign currency, primarily to Singapore and the US. The fraud, which took place between Sept and Dec 2020, came to light after Shinhan Bank's New Delhi branch received a notice from the Cyber Cell, Odisha Police, regarding suspicious activities in M/s Liqus Tradex Pvt Ltd's account. This prompted an internal inquiry by the bank's Compliance Department, which uncovered high-volume, high-value domestic transactions inconsistent with the account holder's profile. While another accused, Sumit Verma, was acquitted, two others, Anuj Kumar Chand and Sunita Devi, remain absconding. Public prosecutor Pravina Patil argued that it is a white-collar crime and had a significant effect on society. In a 60-page judgment, the magistrate stated that evidence from prosecution witnesses established that Raza Naqvi appeared before Shinhan Bank officials and participated in the account opening process of M/s ID Technologies Pvt Ltd by falsely identifying himself as Santosh Kumar. "Subsequently, this account was used to carry out large-scale foreign remittances amounting to Rs 68 crore, based on documents and representation believed to be genuine by bank officials. ..," additional chief judicial magistrate RD Chavan said. The magistrate said that prosecution evidence proved that accused Varun Rana posed as Jogendrasingh and represented himself as a director of M/s ID Technologies Pvt Ltd to Shinhan Bank. "Real Jogendra Singh has categorically denied having opened any such account…," the magistrate said.
