A Libyan accused of war crimes has been arrested in Germany, ICC says

THE HAGUE, Netherlands (AP) — A Libyan accused by the International Criminal Court of crimes against humanity and war crimes has been arrested in Germany on a sealed arrest warrant, the court announced Friday.
Khaled Mohamed Ali El Hishri was allegedly one of the most senior officials at Miriga Prison in Tripoli where thousands of people were detained. He was arrested Wednesday based on a warrant issued by the court on July 10.
'He is suspected of having committed directly himself, ordered or overseen crimes against humanity and war crimes, including murder, torture, rape and sexual violence, allegedly committed in Libya from February 2015 to early 2020,' the ICC said in a statement.
El Hishri will remain in custody in Germany until legal proceedings to have him transported to The Hague are completed.
The court relies on other countries to execute its arrest warrants. It paid tribute to German authorities for detaining El Hishri.
'I thank the national authorities for their strong and consistent cooperation with the Court, including leading to this recent arrest,' ICC Registrar Osvaldo Zavala Giler said in a statement.
The United Nations Security Council called on the ICC to open an investigation in Libya in 2011 amid violence that led to the toppling of Moammar Gadhafi and morphed into a crippling civil war. The court issued a warrant for the longtime Libyan strongman, but he was killed by rebels before he could be detained.
The court has arrest warrants out for eight other Libyan suspects, including one of Gadhafi's sons. Earlier this year, authorities in Libya accepted the court's jurisdiction over the country from 2011 through to the end of 2027.

German regional train derails, killing at least three people

A regional passenger train derailed in southern Germany, killing at least three people and seriously injuring others on Sunday, authorities said. Federal and local police said the cause of the crash near Riedlingen, 158 kilometres west of Munich, remains under investigation. Photos from the scene showed parts of the train on its side as rescuers climbed atop the carriages. It was not immediately clear how many people were injured. Roughly 100 people were onboard the train when at least two carriages derailed in a forested area around 6:10 pm. Storms passed through the area before the crash, and investigators were seeking to determine if the rain was a factor. German Chancellor Friedrich Merz said in a post on social platform X that he mourned the victims and gave his condolences to their families. Deutsche Bahn, Germany's main national railway operator, said in a statement that it was cooperating with investigators. The company also offered its condolences.

Sources: Several deaths as train derails in south-western Germany

Several people were killed and many others injured after a passenger train derailed in south-western Germany on Sunday, security sources told dpa. According to initial findings by the federal police in Stuttgart, the capital of the state of Baden-Württemberg, some 100 people were on the derailed train. So far, the police are assuming at least three people have been injured, said a spokesman. At least two carriages of a regional express train derailed at around 6:10 pm (1610 GMT) near the town of Riedlingen in Baden-Württemberg. There had been a storm there beforehand. Video footage from the scene showed emergency services from the fire brigade and rescue service working on the derailed carriages to gain access to the passengers. Loud shouting could also be heard. The footage showed several derailed carriages, with at least one overturned. Fallen trees are also visible at the accident site. The Reutlingen control centre reported a so-called "mass casualty incident," a term used by emergency services to describe a situation where a large number of injured people need to be treated. Baden-Württemberg's Interior Minister Thomas Strobl was making his way to the accident site on Sunday evening to gain an impression of the rescue operations, his spokesman said. The federal police spokesman could not initially provide any information on the cause of the accident. The train was on its way from the town of Sigmaringen to city of Ulm, both in Baden-Württemberg.
