The winger made some crucial goal contributions after coming off the bench for the Lionesses.
She assisted Bronze's goal to kick off England's comeback against Sweden in the quarter-finals.
Kelly also scored the winner for the nation in last week's semi-final against Italy.
And she netted the decisive penalty in the shootout against Spain.
At full-time, the Arsenal star said: "I was adamant I wasn't missing two on the bounce.
"I was cool, I was composed. I knew I was going to hit the back of the net. I don't miss penalties twice."
Spain stars Aitana Bonmati, Alexia Putellas, Patri Guijarro and Irene Paredes also made the team of the tournament, as did Germany duo Franziska Kett and Jule Brand.
Italy centre-back Elena Linari completed the squad.
