National Digital Department launches RAI Portal to streamline services for non-citizens

SEPANG, June 17 — In line with its commitment to spearheading digital transformation, the National Digital Department (JDN) today launched the RAI Portal, a dedicated section under the MyGovernment Portal aimed at meeting the needs of non-citizens.
The RAI Portal is developed as a digital one-stop centre, aligning information and services with the specific purposes of its users.
Digital Minister Gobind Singh Deo said the portal symbolised the country's commitment to positioning digitalisation as a catalyst for inclusive development.
'As a digital one-stop centre, the portal was developed for non-citizens intending to deal with the Malaysian government, whether for travel, education or investment purposes,' he said during the launch of the portal here today.
The portal, accessible via www.rai.gov.my, compiles information from various government agencies, including those related to immigration, transport and health.
Therefore, Gobind expressed hope that all relevant agencies would continue to enhance the portal's content and strengthen cooperation based on feedback received from users.
Information and services on the portal are organised into six main clusters, namely: Enter (entry information to Malaysia), Visit (tourist guides and visas), Study (educational opportunities), Work (employment and permit information), Live (daily services and life in Malaysia), and Invest (investment opportunities and government incentives).
Meanwhile, JDN director-general Nik Zalbiha Nik Mat said the portal's launch reflected the government's continued commitment to mainstreaming digitalisation in the public sector, in line with the Malaysia Digital Economy Blueprint (RTEDM) and the Fourth Industrial Revolution Policy (D4IRN).
'Under the RTEDM, one of the key thrusts is to establish a digital government that prioritises efficiency, reliability and inclusiveness. This portal represents a tangible step towards ensuring the government is not only responsive to public needs but also proactive in driving innovation and promoting data openness,' she said.
Nik Zalbiha said D4IRN, on the other hand, emphasised the adoption of disruptive technologies such as artificial intelligence, big data analytics and the Internet of Things (IoT).
She added that the portal has been developed in line with IR4.0 principles, including system integration across agencies, smart technology adoption and a customer-centric design.
Nik Zalbiha said the portal would also serve as a key platform to promote Malaysia on the global stage and strengthen the country's position as a preferred destination for international tourists, investors and talent. — Bernama

KUALA LUMPUR: Hong Leong Investment Bank Bhd (HLIB) has maintained expectations for Bank Negara Malaysia (BNM) to lower the overnight policy rate (OPR) by 25 basis points (bps) to 2.75 per cent in the second quarter of 2025 (2H 2025), if economic conditions warrant. Key factors to be monitored include the United States (US) upcoming economic data releases such as May inflation on June 27, US June nonfarm payroll (July 3) and Malaysia's May trade release (June 20). "Malaysia-US tariff negotiation developments, set to conclude by July 9, and geopolitical tension escalation in the Middle East also must be monitored," it said in a research note. It was reported that the US Federal Reserve (Fed) has maintained its interest rate at 4.25 to 4.50 per cent for the fourth consecutive meeting. The Fed reiterated that it is awaiting further information on the extent of tariff pass-through, while noting that the labour market remains relatively stable. HLIB said while the Fed has downgraded its growth forecast, it has raised its inflation projection. "Reflecting these mixed signals, the median forecast for two cuts (50 bps) was unchanged. "However, a closer look at the individual dot plot reveals a more cautious stance," it said. Citing data from the Federal Open Market Committee (FOMC), HLIB said the FOMC has observed recent indicators pointing to continued solid growth in US economic activity. Unemployment remains low, labour market conditions remain solid, but inflation stays somewhat elevated, HLIB said. "The committee seeks to achieve maximum employment and inflation at the 2.0 per cent rate over the longer run. "In considering the extent and timing of additional adjustments to the target range for the Fed funds rate, the committee will carefully assess incoming data, the evolving outlook, and the balance of risks, and will continue to reduce its holdings of treasury securities and agency debt and agency mortgage-backed securities," it said.

PUTRAJAYA, June 19 — The Malaysian Communications and Multimedia Commission (MCMC) has filed civil action against two channels on the Telegram platform, namely 'Edisi Siasat' and 'Edisi Khas'. Both channels were identified as spreading content that violated provisions under the Communications and Multimedia Act 1998, which has the potential to erode trust in public institutions and affect public order. MCMC in a statement today said the action was the first of its kind taken against a social media platform provider, especially since Telegram is an Application Service Provider (Class) [ASP(C)] licensee. 'This follows Telegram's serious failure to address the content that has been repeatedly reported to them, despite various efforts of negotiation and cooperation made by MCMC,' it said. Given the unsatisfactory level of compliance, MCMC said it had applied for and successfully obtained an interim injunction order from the High Court as a last resort to stop the dissemination of the harmful content and prevent the re-publication of such content. This action is taken to ensure that the rule of law is upheld and public interests continue to be protected. According to MCMC, Telegram will be given due space to present its defence in line with the principles of justice and fundamental rights. 'MCMC as a regulatory body would like to remind that all social media platform providers are responsible for the content published in their respective digital spaces,' the commission said. — Bernama

KUALA LUMPUR, June 19 — The Institute of Risk Management (IRM) and the Malaysian Association of Risk and Insurance Management (MARIM) signed a Memorandum of Understanding (MoU) yesterday to enhance collaboration and advance risk management practices in Malaysia. This MoU was established with the aim of generating mutual benefit for both organisations signalling a shared interest in advancing risk management for the benefit of businesses and societies in Malaysia and beyond. 'The MoU sets the foundation for closer ways of working and focuses on joint face-to-face and virtual events, thought leadership initiatives and wider promotional activities with the IRM's global network of regional and special interest groups,' chair of IRM Stephen Sidebottom said at the signing ceremony here. Explaining further, Sidebottom said the IRM is a learning organisation committed to advancing the science and art of risk management. 'Our charitable purpose is to advance good, organisational and community resilience by building knowledge capital and social capital in risk management. 'We are looking at supporting individuals and institutions in developing their capabilities, confidence and connections needed to anticipate, navigate and prepare for natural and organisational (human) risks,' he said. The IRM is rooted in the belief that professional risk competence leads to more resilient societies, more sustainable organisations, and improved outcomes for people, economies and the environment, Sidebottom added. In addition to that, he said the MoU and commitment of goodwill marks a significant milestone in IRM's commitment to supporting risk professionals in Malaysia. 'By working together with MARIM, we can drive innovation, share expertise and elevate risk management standards across industries,' he said. The MoU signing ceremony was also attended by George Freeman, MP, UK Trade Envoy to Malaysia. 'I was pleased to join this event in my capacity as the UK Prime Minister's Trade Envoy to Malaysia, a role focused on strengthening trade and investment ties between our two countries. 'Risk is no longer an isolated concern—it is now embedded in every layer of business, policy, and strategy. 'Organisations like the IRM play a vital role in maintaining those high standards and exporting best practice internationally,' Freeman said.
