With Iran and the United States engaged in talks over Tehran's nuclear programme since April, Washington's proposal for a deal came after a leaked UN report said Iran had stepped up production of highly enriched uranium. Iran's top diplomat and lead nuclear negotiator was due to meet the head of the UN's International Atomic Energy Agency (IAEA) in Cairo on Monday, a day after the report was leaked. Iran has rejected the report, warning it would retaliate if European powers that have threatened to reimpose nuclear sanctions "exploit" the report. The US and western countries have accused Iran of seeking nuclear weapons, a charge Tehran has repeatedly denied, insisting it needs uranium for civilian power production. Iranian foreign minister Abbas Araghchi said on Saturday that he had received "elements" of a US proposal for a nuclear deal following five rounds of talks mediated by Oman. (Image: AP) LONDON: The United Kingdom will build new nuclear-powered attack submarines and create an army ready to fight a war in Europe as part of a boost to military spending designed to send a message to Moscow - and Washington. Prime Minister Keir Starmer said Britain "cannot ignore the threat that Russia poses" as he pledged to undertake the most sweeping changes to Britain's defenses since the end of the Cold War more than three decades ago. "We have to recognize the world has changed," Starmer told the BBC. "With greater instability than there has been for many, many years, and greater threats." What's happening on Monday? Defense Secretary John Healey said the changes would send "a message to Moscow, and transform the country's military following decades of retrenchment, though he said he does not expect the number of soldiers - currently at a historic low - to rise until the early 2030s. Healey said plans for defense spending to hit 2.5% of national income by 2027 a year are "on track" and that there's "no doubt" it will hit 3% before 2034. The government also says it will invest 15 billion in Britain's nuclear arsenal, which consists of missiles carried on a handful of submarines. Details of those plans are likely to be scarce. The government will also increase conventional Britain's weapons stockpiles with up to 7,000 UK-built long-range weapons. Starmer said rearming would create a "defense dividend" of well-paid jobs - a contrast to the post-Cold War "peace dividend" that saw Western nations channel money away from defense into other areas. Like other Nato members, the UK has been reassessing its defense spending since Russia's full-scale invasion of Ukraine in February 2022. Healey said Russia is "attacking the UK daily," with 90,000 cyberattacks from state-linked sources directed at the UK's defense over the last two years. A cyber command to counter such threats is expected to be set up as part of the review. "This is a message to Moscow," Healey told the BBC. Bolstering Europe's defenses It's also a message to Trump that Europe is heeding his demand for Nato members to spend more on their own defense. European countries, led by the UK and France, have scrambled to coordinate their defense posture as Trump transforms American foreign policy, seemingly sidelining Europe as he looks to end the war in Ukraine. Trump has long questioned the value of Nato and complained that the US provides security to European countries that don't pull their weight. Samsung is in talks with Perplexity to have the AI search startup's app and AI assistant preloaded on devices manufactured by the South Korean giant. It has also discussed integrating Perplexity's search features with the Samsung web browser as well as Bixby, its virtual assistant. The deal enabling Perplexity-integrated Samsung devices is expected to be announced within this year, according to a report by Bloomberg. The Samsung Galaxy S26, which is slated to be launched in the first half of 2026, will also reportedly include Perplexity as an option to be the default AI assistant on the high-end smartphone. With this partnership, Samsung appears to be taking a leaf out of Apple's book and working with a mix of AI developers in order to reduce its dependence on Google. Perplexity, meanwhile, is well-positioned to scale its mobile partnerships such as the recent integration deal with Motorola. Samsung and Perplexity have also reportedly talked about developing an AI-powered operating system as well as AI agents. Beyond on-device AI capabilities, Samsung is further expected to invest in Perplexity as part of a new funding round, with the Jeff Bezos-backed startup reportedly aiming to raise $500 million at a $14 billion valuation. The purported deal comes months after it was revealed that Google pays Samsung an 'enormous sum' of money for default placement of its Gemini AI assistant. The details emerged during the Google search antitrust remedies case, where a US federal court heard arguments about what are the potential penalties owed by Google for having an illegal monopoly of the online search market. A US Department of Justice (DOJ) lawyer had also said that Google shares Gemini subscription revenue with Samsung as part of the deal. Apple has previously expressed interest in working with Perplexity too. 'We've been pretty impressed with what Perplexity has done, so we've started some discussions with them about what they're doing,' Eddy Cue, Apple's senior vice president of services, said in his testimony at the Google search antitrust remedies trial. The iPhone-maker has already announced that its Siri voice assistant will be integrated with OpenAI's ChatGPT.
