Kurds unite against Baghdad's border redraw
On Tuesday, Kurdish parties in Diyala province held a meeting to oppose the Iraqi government's decision to upgrade Qara Tappa to a district and annex nearby areas, including parts of Khanaqin.
A source who attended the meeting at the Patriotic Union of Kurdistan's (PUK) Khanaqin headquarters told Shafaq News that participants called the decision a political move aimed at undermining the Kurdish presence and weakening Khanaqin's administrative cohesion. The parties agreed to pursue all available legal, constitutional, and public avenues to prevent its implementation.
The attendees described the decision as a clear violation of Iraq's constitution, particularly Article 140, the source said. 'Take Koks, for instance—it has been administratively part of the Garmian administration and the Kurdistan Regional Government (KRG) since 2003. Yet the Iraqi Ministry of Planning now seeks to annex it to the newly formed Qara Tappa district.'
Article 140 classifies Khanaqin, Qara Tappa, and Koks as disputed territories, requiring a legal and constitutional process before any change to their administrative status.
On July 2, the Ministry of Planning announced that Deputy Prime Minister and Planning Minister Mohammed Ali Tamim had approved the establishment of the district.
The Garmian administration voiced its rejection of the federal government's plan, calling it 'political and unconstitutional'.

'Iran has been acting very badly. They were decimated. Their nuclear capability - which could have happened within three or four weeks - was decimated. It's been obliterated. The Atomic Energy Commission said the place is just decimated,' Trump told Rudaw during a press briefing. US strikes hit Iran's three main nuclear sites last month. Trump has repeatedly said that the attacks 'obliterated' the sites but Iranian Supreme Leader Ayatollah Ali Khamenei has claimed that Trump has exaggerated the destruction. The Turkish parliament last Friday announced the establishment of the 51-member peace process commission on Friday. Its mandate is to provide the necessary legal and political frameworks for the disarmament of the PKK - a key step in the ongoing peace talks between the group and the Turkish state. "The commission must take on a historic responsibility. Why do I call it historic? Because we are currently talking about Turkey's democratic deficiency,' Aysegul Dogan, DEM Party spokesperson, told Rudaw. The multiparty commission is expected to include 21 members from the ruling Justice and Development Party (AKP), ten from the main opposition Republican People's Party (CHP), and four each from the DEM Party and the far-right Nationalist Movement Party (MHP). Smaller parties will occupy the remaining seats. The DEM Party spokesperson noted that the commission cannot make decisions but recommend them to the parliament. "This commission cannot legislate on its own, because the Turkish parliament would not [allow that]. But the commission can make legal recommendations and refer them to the relevant parliamentary bodies. After those recommendations are made, they can be discussed in Turkey's general assembly, debated, and potentially passed into law. That is our hope,' she stated.
