Iraqi Minister sounds alarm on "serious challenges"
Shafaq News – New York Iraq's Deputy Prime Minister and Minister of Planning, Mohammed Ali Tamim, said on Monday that the country continues to face major challenges, particularly those related to climate change and the worsening water shortage. Representing Iraq at the opening session of the 2025 High-Level Political Forum on Sustainable Development—held by the United Nations in New York from July 21 to 24 to assess global progress on the Sustainable Development Goals (SDGs)—Tamim stressed that the water crisis remains one of Iraq's most urgent challenges. He expressed gratitude for the UN's continued support to developing countries and acknowledged the meaningful cooperation of international partners in addressing this critical issue. Earlier, Iraq's Green Observatory estimated the country's annual groundwater reserves at 3.4 billion cubic meters, with sustainable yields potentially exceeding 5 billion cubic meters per year. Official Iraqi data indicate the country could face a 20% decline in surface water availability by 2035, driven by upstream flow reductions and the escalating impacts of climate change.

The Ministry of Planning announced that Iraq will chair meetings of both the Group of 77 and China and the Arab Group—two key coalitions driving efforts to advance the 2030 Sustainable Development Goals (SDGs) and address shared challenges among developing nations. The delegation, headed by Deputy Prime Minister and Planning Minister Mohammed Ali Tamim, will also hold bilateral meetings with UN officials, international partners, and member states to expand cooperation and elevate Iraq's influence in global development efforts.

The meeting, chaired by Deputy Prime Minister and Minister of Planning Mohammed Ali Tamim, brought together federal and Kurdistan Regional Government (KRG) representatives to address stalled budget transfers and oil obligations, according to a planning ministry statement. 'A review of the two papers submitted by the federal government and the [Kurdistan] Region, where both papers addressed a number of vital topics, foremost among them the oil export file and its regulatory mechanisms, the volume of local consumption of oil products, as well as the region's delivery of the federal treasury's share of non-oil revenues, in addition to discussing the localization of Kurdistan Region employees' salaries' were discussed, the statement said. On Monday, a senior KRG delegation arrived in Baghdad to resume talks with federal officials over the prolonged financial dispute, which has led to repeated salary delays in the Kurdistan Region. The committee was established on Tuesday following the visit, per a directive by Iraqi Prime Minister Mohammed Shia' al-Sudani. The planning ministry said the committee stressed 'the importance of continuing technical and administrative discussions regarding these files with the aim of reaching quick, fair, and realistic solutions and treatments that guarantee the rights of Kurdistan Region employees, similar to their colleagues in the rest of the Iraqi provinces, within the framework of the state's unified financial policy.' Tensions between Erbil and Baghdad flared in late May when Iraq's federal finance ministry halted all budget transfers to the KRG, including payments for public employee salaries. The ministry claimed the KRG had exceeded its 12.67 percent share of the 2025 federal budget and failed to deliver its designated share of oil to SOMO. The situation has been exacerbated by the ongoing suspension of oil exports through the Iraq-Turkey pipeline, which has remained offline since March 2023 following an international arbitration ruling. The committee is tasked with aligning both sides' demands and drafts to pave the way for a formal agreement. Hastyar Qadir contributed to this report.

Kurds unite against Baghdad's border redraw
Shafaq News – Diyala On Tuesday, Kurdish parties in Diyala province held a meeting to oppose the Iraqi government's decision to upgrade Qara Tappa to a district and annex nearby areas, including parts of Khanaqin. A source who attended the meeting at the Patriotic Union of Kurdistan's (PUK) Khanaqin headquarters told Shafaq News that participants called the decision a political move aimed at undermining the Kurdish presence and weakening Khanaqin's administrative cohesion. The parties agreed to pursue all available legal, constitutional, and public avenues to prevent its implementation. The attendees described the decision as a clear violation of Iraq's constitution, particularly Article 140, the source said. 'Take Koks, for instance—it has been administratively part of the Garmian administration and the Kurdistan Regional Government (KRG) since 2003. Yet the Iraqi Ministry of Planning now seeks to annex it to the newly formed Qara Tappa district.' Article 140 classifies Khanaqin, Qara Tappa, and Koks as disputed territories, requiring a legal and constitutional process before any change to their administrative status. On July 2, the Ministry of Planning announced that Deputy Prime Minister and Planning Minister Mohammed Ali Tamim had approved the establishment of the district. The Garmian administration voiced its rejection of the federal government's plan, calling it 'political and unconstitutional'.

KRG pushes back against Qara Tapa upgrade
Shafaq News - Diyala The federal plan to upgrade Qara Tapa from a sub-district to a district and include Koks within its boundaries is political and unconstitutional, the Kurdistan Region's Garmian Administration stated on Monday. 'Koks is part of the Kurdistan Region and was formally integrated after 2003 through official regional procedures,' the administration stated. 'Any attempt to detach it from Garmian constitutes a legal violation and will not be accepted.' Residents of Koks, regardless of ethnic or sectarian background, reject the proposal and insist on remaining under Kurdistan's administrative and political jurisdiction, the statement added. The Garmian Administration affirmed it will pursue all legal and political measures to block the plan and preserve Koks' current status. Earlier, Iraqi lawmaker Karwan Yarwais described the Planning Ministry's move as a direct breach of Article 140 of the Iraqi Constitution, which governs the resolution of disputed territories between Baghdad and Erbil. 'Altering administrative boundaries without resolving Article 140 reflects a return to the Arabization tactics of former regimes," he told Shafaq News. On July 2, Iraq's Ministry of Planning confirmed that Deputy Prime Minister and Planning Minister Mohammed Ali Tamim had approved the creation of the Qara Tapa district, encompassing the Jabara (21092) and Koks (21093) sub-districts under a new national administrative designation.
