Iraq joins UN-Habitat executive board for the first time

Shafaq News/ On Friday, Iraq secured a seat on the Executive Board of the United Nations Human Settlements Programme (UN-Habitat) for the first time since the body's establishment in 2018. The Iraqi Minister of Planning, Mohammed Ali Tamim, announced in a statement that Iraq will retain its seat until 2029. 'This membership will enhance Iraq's international standing in this field and enable it to help formulate global policies that support sustainable urban development,' he said. Tamim met with the Director-General of the United Nations Office in Nairobi, Zainab Hawa Bangura, to discuss several issues, including bilateral relations between Iraq and the UN, and explored ways to expand cooperation across development and humanitarian fields in support of the Sustainable Development Goals and regional stability. The UN-Habitat Assembly serves as the highest legislative body of the agency and includes all United Nations member states. It sets general policy directions and formulates the global urban agenda on sustainable development and improved living conditions in smart cities and human settlements worldwide.

The summit is scheduled to take place in Baghdad on May 17.

A statement from the Ministry of Planning, received by the Iraqi News Agency (INA), stated that "Deputy Prime Minister and Minister of Planning, Mohammed Ali Tamim, received the US-Iraq Business Council delegation, which included a number of businessmen, investors, and representatives of American companies." During the meeting, the Minister reviewed "the investment opportunities available in Iraq, particularly in the energy, housing, communications, tourism and hotels, agriculture and water resources, infrastructure, and the localization of the pharmaceutical industry, as well as investment in climate change." The Minister called on American companies to "take advantage of available investments as strong competitors to other international companies that are showing a strong desire and willingness to invest in Iraq, in light of the significant facilities provided by the Iraqi investment law, as well as the government's support for investment in various fields." According to the statement, the delegation members affirmed "the existence of a genuine desire among American investment companies to invest in Iraq," noting that "these companies have the capabilities that qualify them to operate and invest in advanced forms and methods in the fields of education, housing, the pharmaceutical industry, and other development and investment sectors."

Minister Mohammed Ali Tamim held a meeting with the parliament's finance committee to discuss non-oil revenues and investment projects. 'The planning minister clarified that the 2025 investment budget schedules do not include any new projects, but rather include funding for ongoing projects only,' said a statement from the finance committee. During the meeting, the committee's chairman 'expressed his concern about the halt in project listings and the delay in funding ongoing projects, noting that these reasons are a prelude to a return to the problem of stalled projects,' the statement added. The committee also addressed the issue of project listing suspensions, delay of funding for ongoing projects, the financial entitlements of provinces, and the delay in announcing the population census results. "The reason for not adding new projects to the 2025 budget chart is that the money for 2023 and 2024 projects has not yet been fully spent." Jamal Kocher, a member of the finance committee who was present at the meeting, told Rudaw. In the first 11 months of 2024, out of more than 55 trillion dinars of investment budget in Iraq, 22.8 trillion has been spent, according to the finance ministry. Mohammed Al-Mukhtar, Director of the Quality Management and Institutional Development Department, said the policy, approved by Deputy Prime Minister and Minister of Planning Mohammed Ali Tamim, aligns with internationally recognized ISO 9001 and ISO 50001 standards. 'This policy commits the ministry to optimizing operations, complying with local and international regulations, and ensuring transparency in energy management,' Al-Mukhtar stated, emphasizing the leadership's commitment to achieving strategic goals by providing necessary resources and adhering to global best practices in energy efficiency. He underscored the government's broader sustainability agenda, highlighting governance, transparency, and efficiency as key priorities. The initiative is designed to enhance energy performance, lower costs, and cut emissions. Iraq has long struggled with high carbon emissions, largely due to gas flaring —the burning of excess natural gas extracted alongside oil. This practice not only wastes valuable energy but also significantly contributes to air pollution and greenhouse gas emissions. The World Bank's 2023 Global Gas Flaring Tracker Report ranked Iraq among the world's top gas-flaring nations, urging the country to accelerate efforts to curb this environmentally harmful practice. In response, Iraq has ramped up efforts to reduce flaring and harness its gas resources for energy production. Prime Minister Mohammed Shia Al-Sudani announced during the Iraq Energy 2025 Conference that the country has cut associated gas flaring by 70%, calling it a 'major step' toward lowering carbon emissions and minimizing energy waste.
