City also have a buyback clause for the 22-year-old midfielder and a 30 percent sell-on clause for when he leaves the Italian club.
The fee they will receive for Perrone in effect offsets the transfer fee they paid for Sverre Nypan, the 18-year-old Norwegian midfielder who completed his £12.5m move to the Etihad Stadium on Thursday.
Perrone impressed Como manager Cesc Fabregas while on loan there last season, helping the promoted club finish 10th in Serie A.
The Argentinian, who was bought from Velez Sarsfield in January 2023, only made two senior appearances for City, both as a substitute, amounting to 25 minutes on the pitch.
He came on for the last 18 minutes of a 4-1 win at Bournemouth in 2023 and the final two minutes of a 3-0 FA Cup victory over Bristol City.
Guardiola has said he thinks he has 'too many players' and wants to work with a smaller group and Perrone could be followed by further departures.
City have parted company with two former captains with Kevin de Bruyne joining Napoli after his contract expired and Kyle Walker going to Burnley for a fee that could rise to £5m.
City are also willing to sell Jack Grealish and James McAtee, with the England Under-21 captain attracting plenty of interest.

I didn't hit it particularly close on many holes,' he added. 'I missed the green with a lob wedge into 14, which after a perfect tee shot was frustrating and obviously ended up making bogey. That was a bit of a shame, but it's been a solid couple of days. 'I'm happy with a few parts of my game. I'd like to be in the fairway more this weekend and hitting it a bit closer, but we'll see how we go.'

Witnesses have Felix Baumgartner's final moments before his death. Beachgoers heard a loud boom ring out as the paraglider spun out of control and crashed next to a swimming pool in Italy. A 30-year-old mother watched the deadly descent unfold Thursday afternoon from nearby with her two young children, who were entranced by the constant traffic of paragliders above the beach town of Porto Sant'Elipido in central Italy's Marche region. 'Everything was normal, then it started to spin like a top,'' Mirella Ivanov said Friday. 'It went down and we heard a roar. In fact, I turned around because I thought it crashed on the rocks. Then I saw two lifeguards running, people who were running toward the crash site.' When she saw people trying to revive the occupant, she scurried her two children away. The city's mayor confirmed the death of 56-year-old Baumgartner, who was renowned as the first skydiver to fall faster than the speed of sound. The cause of the paragliding accident was under investigation. Police did not return calls for comment. 'Our community is deeply affected by the tragic disappearance of Felix Baumgartner, a figure of global prominence, a symbol of courage and passion for extreme flight,' Mayor Massimiliano Ciarpella said. The Clube de Sole Le Mimose beachside resort where the crash occurred said in a statement that an employee who was 'slightly injured' in the accident was in good condition. No guests were injured, and the pool has been reopened. Baumgartner, known as 'Fearless Felix,' became the first human to break the sound barrier with only his body in 2012. Inter Kashi crowned champions of India's second division after CAS ruling
BENGALURU, July 18 (Reuters) - Inter Kashi have been named champions of India's I-League after the Court of Arbitration for Sport ruled in favour of the club in their dispute with the All India Football Federation. In May, the AIFF named Churchill Brothers winners of the country's second division, after the governing body's appeals committee ruled against Inter Kashi for fielding an 'ineligible player' in Mario Barco. According to reports in Indian media, Inter Kashi registered Barco twice, signing the Spaniard before the season and then replacing him when he suffered an injury, only to bring him back into their squad two months later. The AIFF's appeals committee said all matches played by Barco since his return from injury would be forfeited by Inter Kashi, leaving Churchill Brothers at the top of the standings. Inter Kashi, which was established in 2023 in collaboration with Spanish giants Atletico Madrid and Andorran club Inter Escaldes, filed an appeal with CAS last month. "I still don't understand what is the mistake we have made," Inter Kashi president Prithiijit Das told Reuters. "A player got injured, the club spent money, looked after his rehabilitation, he became fit and then his right to play football (was) not being allowed... what is his fault? "We are all grateful that truth has won." In its statement on Friday, sport's highest court CAS said it had "ruled that the AIFF shall declare Inter Kashi FC as winner of the I-League 2024-25." Following the ruling, the AIFF congratulated Inter Kashi on becoming champions. Churchill Brothers did not immediately respond to an emailed request for comment. Das said he was hopeful that as the I-League champions, Inter Kashi would meet the necessary criteria to play in the top division. The top-tier Indian Super League (ISL), however, is on hold after contract renewal talks between the federation and their commercial partners, Reliance-led Football Sports Development Limited, stalled over a case to implement a new constitution for the AIFF ongoing at the Indian Supreme Court. "It's a very worrying situation, because there are so many people involved in the ISL. So many players, livelihoods," Das said. Inter Kashi are also in talks with the Uttar Pradesh state government to upgrade a stadium at their home city of Varanasi, 900 kilometres east of the capital New Delhi, and play there as soon as 2026, he added.
