
Rs1trn set aside for PSDP
ISLAMABAD: The budget 2025-26 allocated Rs1,000 billion for federal Public Sector Development Programme while provincial Annual Development Plans earmarked 2,869 billion. A separate allocation has been envisaged for state-owned entities, ie, Rs355 billion against Rs196.839 billion last fiscal year.
The budgeted allocation for 2024-25 was Rs1,400 billion and the current year is lower allocation which indicates a decline of 28.5 percent next fiscal year. During the year the government reduced it to Rs1.1 trillion due to narrow fiscal space.
The highest allocation under the PSDP has been earmarked for transport at Ra 225 billion with roads (Quetta-Karachi dualisation, Sukkur Hyderabad motorway, Eastbay Expressway accounting for a total cost of 501 billion rupees), water resources 184 billion rupees in spite of Pakistan being a water stressed country and climate allocated a mere 5.26 billion rupees though Pakistan is a major climate stressed country.

Climate resilience projects include urban flood strategy and spatial planning 106 million rupees, green Pakistan 2.25 billion rupees, green skills and innovation 450 million rupees and biosafety and SDG reporting 300 million rupees.
Three ongoing dams have been allocated the following amounts: Bhasha dam 60 billion rupees, Dasu 20 billion rupees, Mohmand 15 billion rupees while K-IV electric water supply has been budgeted 12 billion rupees and rural electrification and solarisation 10 billion rupees.
Merged districts have been allocated a budget of 70 billion rupees and special areas (AJK and GB) 74.5 billion rupees. Health services which witnessed a major inflationary impact last fiscal year are budgeted at 24.7 billion rupees while IT and telecom, with potential to emerge as a major source of foreign exchange earnings budgeted at 23 billion rupees.
The government has budgeted 61 billion rupees for Higher Education Commission, 4.7 billion rupees for NAVTTC Skill programme, 14 billion rupees for Pakistan Education Endowment, 5 billion rupees for cancer hospital Islamabad and 10 billion rupees for hepatitis and diabetes control.
The PSDP handout states that Uraan Pakistan, a vision for the future, is our pledge, with no region ignored, no citizen forgotten, no potential wasted.

Late profit-taking wipes out gains at PSX
Pakistan Stock Exchange (PSX) saw continuous fluctuations on Thursday as the benchmark KSE-100 index ended with a loss of over 250 points after experiencing some volatility. The index began the day on a positive note, reaching its intra-day high of 126,718.28. However, in the latter part of the session, bears took over, dragging it to an intra-day low of 123,846.55. At close, the benchmark index settled at 124,093.12 level, a decrease of 259.56 points or 0.21%. Addressing the post-budget conference, Finance Minister Muhammad Aurangzeb on Wednesday warned that additional revenue measures of up to Rs500 billion would be taken next fiscal year, if enabling amendments and legislation on enforcement were not passed by parliament, adding that all the budget figures were locked with the International Monetary Fund (IMF). Aurangzeb presented the federal budget 2025-26 to the parliament on Tuesday, with a total outlay of Rs17.573 trillion, targeting a GDP growth rate of 4.2% against 2.7 per cent in the outgoing year. On Wednesday, the PSX extended its rally as key indices posted strong gains, fueled by robust investor participation and improved sentiment following the positive announcements in the federal budget. The benchmark KSE-100 Index rose by 2,328 points, or 1.91%, to close at 124,352.68 points, up from 122,024.44 points in the previous session. Internationally, global stocks and the dollar slipped on Thursday as investors assessed a benign U.S. inflation report and the fragile trade truce between Washington and Beijing, while rising tensions in the Middle East and lingering tariff anxiety dampened risk sentiment. Attention in financial markets this week has been focused on the US-China trade talks, which culminated in a framework agreement that would remove Chinese export restrictions on rare earth minerals and allow Chinese students to access US universities. MSCI's broadest index of Asia-Pacific shares outside Japan was 0.3% lower in early trading after hitting a three-year high on Wednesday. Japan's Nikkei slipped 0.7%, while U.S. and European stock futures fell. China's blue-chip stock index fell 0.37%, moving off the near three-week top it touched in the previous session. Hong Kong's Hang Seng index was down 0.74%, also inching away from Wednesday's three-month high. Trump's erratic tariff policies have roiled global markets this year, prompting hordes of investors to exit US assets, especially the dollar, as they worried about rising prices and slowing economic growth.

Gold prices per tola gains Rs4,000 in Pakistan
Gold prices in Pakistan increased on Thursday in line with their surge in the international market. In the local market, gold price per tola reached Rs356,900 after it gained Rs4,000 during the day. As per the rates shared by the All-Pakistan Gems and Jewellers Sarafa Association (APGJSA),10-gram gold was sold at Rs305,984 after it gained Rs3,430. On Wednesday, gold price per tola reached Rs352,900 after it gained Rs600 during the day. The international rate of gold also surged on Thursday. The rate was at $3,375 per ounce (with a premium of $20), an increase of $30, as per APGJSA. Meanwhile, silver price per tola remained stable at Rs3,745.
