Long-term power sale pact: KSERC rejects KSEB's plea
Thiruvananthapuram: The Kerala state electricity regulatory commission (KSERC) rejected KSEB's plea to direct power-generating agencies to comply with the commission's order to honour the long-term power sale agreements, to which the regulator initially denied permission but revised its decision later following state govt intervention.

KSEB was the first power utility in the country to tap into the 25-year-long power purchase scheme introduced by the Union power ministry in 2013. A year after KSEB signed the pacts, the commission pointed out some deviations in the conditions set by the central govt for the power purchase agreement. It said KSEB should have obtained prior permission from the commission and wanted KSEB to obtain clearance from the Centre.
The Centre, however, recommended appropriate steps as deemed fit by the Kerala govt, regulatory commission, and KSEB. Since the agreements were already signed, there was no point in the Centre suggesting how to proceed, it said. The LDF govt also developed some scepticism about the deviations pointed out by the regulatory commission for the 465 MW power purchase agreements signed when the UDF was in power. Subsequently, the commission in March 2023 rejected KSEB's approval for the power purchase.
However, following the acute power crisis and mounting criticism against the commission for annulling the power purchase agreements on technical grounds, the state govt was forced to exercise section 109 (2) of the Electricity Act and ask the commission to let KSEB draw power from the agreements cancelled by the commission.
Though the commission complied and gave KSEB permission to draw power, most of the companies refused to reinstate the agreements which the commission earlier annulled.

Eventually, all companies stopped supplying power to KSEB as the cost of power increased significantly by then. It was in this context that KSEB approached the commission, seeking directives to two power generators who refused to honour the agreement, which the commission once cancelled and later gave conditional approval following govt intervention.
KSEB said in its petition that it was in talks with one of the generating companies and hence the directive should be passed against the other two. However, the commission, in its order on June 12, said the petition filed by KSEB was defective in pleading and not legally sustainable.

Leaders of the ruling Aam Aadmi Party (AAP) and the Opposition Congress on Saturday found themselves on one platform as they opposed the BJP-led central government's 'One Nation, One Election' proposal. As illness kept Punjab Chief Minister Bhagwant Mann away from a party meeting convened by the Joint Parliamentary Committee under chairmanship of PP Choudhary in Chandigarh on Saturday, his Cabinet colleague and Finance Minister Harpal Cheema and party's state president Aman Arora registered the Punjab government's strong objection to the Centre's proposal, describing it as 'a direct assault on the fundamental structure and spirit of the Constitution of India as framed by Babasaheb Dr Bhim Rao Ambedkar'. However, Mann, later in the evening, virtually addressed a rally in Ludhiana ahead of the by-election on June 19. A Punjab Congress delegation led by PCC president Amrinder Singh Raja Warring, Leader of the Opposition Partap Singh Bajwa and PCC general secretary (organisation) Capt Sandeep Sandhu presented the party's case before the committee. 'We tell the committee that the idea of 'One Nation, One Election' goes against the basic concept of federalism that has been guaranteed by the Constitution of India. Besides, it also goes against the basic structure of the constitution,' Warring told reporters after the meeting. Noting that the parliamentary and Assembly elections are held on entirely different issues, Warring said, 'The idea of imposing simultaneous elections to the Lok Sabha and the state Assemblies will mean imposing dictatorship by default.' Warring said regional and local issues which get prominence during the Assembly elections would be ignored and crushed and that regional and local aspirations would get muzzled down. Cheema told The Indian Express, 'We have told the committee today this proposal is unacceptable. We have lodged a strong protest. This proposal is akin to leaving the state at the mercy of the Centre, led by a certain political party while federal structure allows the state to have its own government and have a control on all its situations.' Reaffirming the 'unwavering commitment' of the Punjab government and the AAP to upholding the Constitution, Cheema said the state government and the AAP would oppose the bill in writing to protect the rights of the states against centralised overreach. Addressing the media, flanked by Arora, Cheema said, 'This proposal is a hidden agenda designed to destroy the federal structure of the nation as enshrined in the Constitution of India, meticulously architected by Baba Saheb Dr Bhim Rao Ambedkar.' Referring to the amendments in the proposed Bill, Cheema said the suggested amendments would effectively render the tenures of state assemblies subject to the discretion of the Union government, an alarming overreach incompatible with the federal framework enshrined in the Constitution. He said this bill would further encourage the misuse of Articles 356 and 360 by the Union government. 'As per section 5 of part 2, If the Election Commission is of the opinion that the elections to any Legislative Assembly cannot be conducted along with the general election to the House of the People, it may make a recommendation to the President, to declare by an order, that the election to that Legislative Assembly may be conducted at a later date. Citing this amendment, Cheema said, 'The BJP's proposal will ultimately backfire, as it enables the Union government to conduct state elections at its convenience a year or two after general elections, rather than fulfilling the purpose of the proposal as being publicised.' The PCC president said, 'Different reasons cited in favour of 'One Nation One Election' are also baseless. The argument that imposition of Model Code of Conduct hurts welfare schemes or development works is also baseless.' He pointed out that the pre-existing schemes and projects continue during elections and in any case the Election Commission can always approve any disbursements of pre-existing schemes. 'One issue about synchronising the various states and the parliamentary election is that it will require either cutting short the terms of various state Assemblies or prolonging some others,' he said. Warring said to meet the objectives of simultaneous elections, tenures of some state assemblies, including Tamil Nadu and Kerala, will be curtailed by more than two years, and tenure of state assemblies like Uttar Pradesh and Uttarakhand be extended by more than two years. He said the Constitution nowhere authorises the Union government to dissolve the state Assemblies or to suspend the state governments, except under the emergency clauses.

PM has energy for foreign tours, but no empathy to visit Manipur: Congress
Taking a swipe at Prime Minister Narendra Modi over his three-nation tour, the Congress on Sunday said he has all the energy, excitement, and enthusiasm -- '3 Es' -- for such visits and asked can he not summon up a 4th E -- empathy -- for going to Manipur "where the people's suffering continues unabated". The opposition party also said this is Modi's 35th trip abroad since May 2023 and it was "pathetic of the PM to treat Manipur in this awful manner". "The Prime Minister leaves for Cyprus, Canada, and Croatia this morning. There was a time when he boasted about his knowledge of algebra by spouting the (a+b)^2 equation as applicable to India and Canada. But things went horribly wrong thereafter," Congress general secretary in-charge communications Jairam Ramesh said in a post on X. "When it appeared that Canada was dragging its feet on the invite to India, Mr. Modi's drum beaters proclaimed that he would not go even if like always, he stands exposed," Ramesh claimed. The Canadian prime minister has said that India has been invited to the G7 Summit along with a number of other non-G7 countries because India is the fifth largest economy in the world, Ramesh pointed out. "Perhaps Mr. Modi can remind him that according to the Niti Aayog CEO, India became the world's third largest economy on May 24, 2025," the Congress leader said. The Congress leader also shared a video clip of the PM from 2015 in which he is heard giving a mathematical analogy to demonstrate the relationship between the two countries. The Congress has been attacking the prime minister for not visiting Manipur besides slamming the Centre for its handling of the situation in the ethnic strife-torn northeastern state. More than 220 people have been killed and thousands rendered homeless in ethnic violence between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May 2023. The Congress last week had accused Prime Minister Modi of "insensitivity" to the suffering of people in the state. Ramesh had said the suffering of the people of Manipur is not only of the state and the northeastern region but of the entire country. The Centre had on February 13 imposed President's rule in the northeastern state after Chief Minister N Biren Singh resigned. The state assembly, which had a tenure till 2027, has been put under suspended animation. Prime Minister Modi on Sunday morning embarked on a three-nation tour during which he will take part in the G7 Summit in Canada, and visit Cyprus and Croatia to shore up India's bilateral cooperation with these two countries. Modi will first be in Cyprus at the invitation of the country's president, Nikos Christodoulides. In the second leg of his visit, Prime Minister Modi will travel to Kananaskis in Canada on June 16-17 to participate in the G7 Summit at the invitation of Canada Prime Minister Mark Carney. In the final leg of his tour, Modi will undertake an official visit to Croatia on June 18 at the invitation of the prime minister of the European country, Andrej Plenkovic.
