Local authorities are keen for the stadium to maintain its community roots however, stressing the importance for architectural consistency.
That means Como will be restricted in the changes they make as they have been told to respect the landscape.
That includes maintaining views of Lake Como, situated directly next to the ground, and keeping the war memorial.
New stands must not exceed 16 metres - a reduction from the previously planned height of 22 metres.
Rules stipulate the north and south stands must have a uniform roofline, with the structures symmetrical and smaller in scale.
The project has received the backing of fans and an online petition has been launched showing support.
However a residents' committee oppose the plans, as do a group of architects.
Como have enjoyed a resurgence since being taken over by Indonesian company Djarum Group in 2019.
They have gone from being semi-professional in Serie D to Serie A, where they finished 10th last season, managed by Cesc Fabregas.
The former Arsenal and Barcelona star is also a minority stakeholder in the club, alongside his ex-team-mate Thierry Henry.

Zion Suzuki was heavily linked with a move to Manchester United earlier this summer, and the 22-year-old has now opened up on his future amid recent transfer links Parma goalkeeper Zion Suzuki has said he is totally focused on his current club, despite links with Manchester United. Earlier this year, talkSPORT reported that the Red Devils were stepping up their scouting of the £40million-rated stopper. The Japan international impressed for a team fighting against the drop in Italy's Serie A last term. He featured 37 times in all competitions for Parma and was instrumental in their battle to avoid relegation. United had reached an agreement with Urawa Red Diamonds to secure Suzuki's permanent signature in summer of 2023, reports the Manchester Evening News. But he turned down the switch and instead moved to Belgian outfit Sint-Truiden on a temporary deal. The keeper has now addressed the previous 'rumours' as United continue to struggle between the sticks, with Andre Onana and Altay Bayindir both enduring difficult spells at Old Trafford. The goalkeeping situation at Old Trafford was back under the microscope on the opening weekend of the season, after Amorim decided to not use first-choice Onana against Arsenal. Instead, Bayindir was named in the starting XI and was at fault for the set-piece goal which cost them a point after an encouraging performance. The United boss had the perfect opportunity to quash any potential headlines, considering Onana had missed much of the pre-season with injury. But he went out of his way to confirm the Cameroonian was fit to play and simply not selected. He said: "We try to choose the best players for each game, so next week is a different life. This week, we chose these players. No (he is not injured), he's recovered but the other guys did so well during pre-season, so I need to balance that."

Ethan Ampadu injury blow for Leeds
Head coach Daniel Farke confirmed Ampadu has damaged a medial collateral ligament in a knee and will miss Saturday's Premier League game at Arsenal and the following two matches. Ampadu was outstanding in Leeds' opening win against Everton at Elland Road on Monday before being hurt in a second-half challenge from Tim Iroegbunam, which later forced the Wales midfielder off. Farke said: 'It's bad news with him sadly. The next (few) games we have to play without him. 'MCL injury, he will definitely be out until at least the international break. I hope to have him back the other side of the international break. He's pretty quick after injury back on the training pitch. 'He's a tough boy. Farke added: 'He has really good pace, he's a really good dribbler, really good on the offensive one-on-one. 'A strong player as well. I don't want to pressure him too much because he's not played one game, so I'll let him deliver before, but from his skills, he has more or less everything to impress, and it's up to him.' Okafor's arrival is expected to end Leeds' interest in Tottenham winger Manor Solomon, who played a starring role for Daniel Farke's Championship-winning side on loan last season. Leeds have now spent around £92million in total on new players since ending their two-year top-flight absence. Farke, who also wants to add a full-back to his squad, said he was still hoping to further boost his attacking options before the transfer window closes on September 1. Okafor, who began his professional career at Basel, scored 34 goals and made 23 assists in 110 appearances for Salzburg before joining AC Milan in a £13.4m deal in July 2023. He scored seven goals and made five assists in two seasons at the Serie A club, which included his four-month loan spell at Napoli, and has 24 caps for Switzerland.
