₹1,000 cr down the drain, as Chennai's public toilets still stink
Now, Greater Chennai Corporation (GCC) plans to pump in another 1,000 crore for the same failed cause.
In order to clean, maintain and build 10,000 public toilet seats in the city across 1,260 locations, the GCC spent 620 crore under the
Swachh Bharat Mission
(SBM) in the last five years, and another 430 crore was spent to privatise toilets in two zones -- Royapuram, Thiru Vi Ka Nagar — and partly Marina in a nine-year privatisation deal. This apart, they spent around 50 crore to build and maintain mobile toilets, e-toilets, and Singara Chennai's 'Oppanai Araai's toilets.
A field visit by TOI, however, showed the money has gone down the drain.

In Anna Nagar, a 10-storey SBM toilet that once existed, and still shows on Google Maps, is now missing. Another toilet in Tower Park has no door on the women's side, just a pink curtain, and it reeks of urine. At the SBM toilet outside Rajarathinam Stadium in Egmore, the floor is filthy and no staff was present to monitor the seats. None of these facilities had CCTV, although it is required under GCC's tender rules.

In the Adyar zone alone, the GCC spent about 1.6 crore within six months from Feb to maintain toilets. Yet, the toilets remained shut and the commode was plastered with cement. In a nearby location, on Indira Nagar fourth main road, the e-toilet marked on Google Maps was removed five months ago.
At Apparao Gardens in Aminjikarai, a two-decade-old public toilet stands crumbling with its floor lined with water-filled holes, and a stray dog resting on a toilet seat.
One of the walls is cracked and looks ready to fall. "This toilet has been such as this for as long as I can remember," says Padmini, a resident living nearby. "Using a restroom should be a peaceful experiance, not something where you worry if something will fall on your head.
"
The GCC has not enforced any of its key-performance indicators such as cleanliness, CCTVs, water supply, presence of staff, ramps, and proper sewage outfalls.
Not has it blacklisted any of its contractors, including Dr RSB Infra who handles privatisation in Royapuram and Thiru Vi Ka Nagar zones.
In these zones, the GCC inflated maintenance costs per seat from 3.18 per seat to 364, which was 300-times the cost of toilets maintained in popular private firms. DMK councillors too have flagged GCC's poor maintenance of toilets. In the council, accounts committee chairman K Dhanasekaran admitted that the corporation lacked both adequate funds and technical expertise to design and maintain toilets.
While existing toilets are poor, there are no toilets at all in popular public spaces like Guindy and Koyambedu. The mobile toilet buses launched by mayor R Priya last year are nowhere to be seen. Ignoring the glaring scams, lack of enforcement on the six-month shorter contracts and nine-year contracts as well, officials continue to bank on nine-year contracts as a permanent solution. "The nine-year privatisation is one of the first corporation-funded toilet privatisation models in India," said PV Srinivasan, superintending engineer of special projects.
Yet, GCC is sitting on this 1,243 crore privatisation deal for 13 zones for nearly two years now. On the delay, mayor Priya said that bringing in high-quality private toilets is a tedious approval process. "The special projects team first identifies the sites. These are then inspected for structural stability, and finally sent to the council for approval. This takes time," she said.
She said the corporation is speeding up approvals and implementation. "Work is underway for the rest of the 13 zones and when these toilets are operational, they will be of a good quality," she said. Though tenders have been awarded to three contractors, work is yet to start anywhere and the six-month contracts continue to be in place. Officials promise works will be finished by Dec 2026.

Bageshwar mining poses grave danger, govt panel says in alarming report
1 2 3 Dehradun: Unregulated mining in Bageshwar has triggered slope instability, spring depletion and land subsidence, creating conditions that mirror those seen in Jyotirmath (earlier named Joshimath) before its collapse, a technical committee told National Green Tribunal (NGT) on July 30 in an alarming report. The expert panel, constituted by the govt, warned that the region faced an impending disaster unless immediate corrective measures were taken to prevent further ecological and geological damage. The committee included experts from the Geological Survey of India, the Uttarakhand Landslide Mitigation and Management Centre, the Department of Geology and Mining, and the Indian Institute of Remote Sensing. It surveyed 61 soapstone mines across Bageshwar, Kanda and Dugnakuri tehsils, and found unsafe excavation practices such as vertical cutting without benches, direct dumping of mining debris into natural drainage, and encroachment near homes, fields and springs. The report flagged that these activities had made the terrain extremely prone to landslides and rockfalls, especially with the district falling under seismic zone V — the highest risk zone for earthquakes. The panel's report drew comparisons with the Jan 2023 Jyotirmath subsidence, where over 800 homes developed cracks due to poor drainage and construction in a geologically fragile zone. The committee said, "A Jyotirmath-type crisis is in the making if the current practices continue." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Access all TV channels anywhere, anytime Techno Mag Learn More Undo The report also noted that there was inadequate documentation of slope modifications and no mapping of water resources, making regulation difficult and ineffective. Residents of Kanda-Kanyal valley, where a concentration of mines operates, had reported recurring landslides, cracks in houses, declining crop yields and drying of water sources. The team observed ground deformation and found that several springs had either deteriorated in quality or stopped flowing altogether. Satellite data confirmed ground shifts near mining sites. In some locations, mining activity extended within metres of houses and farmlands, violating environmental norms and compounding the risk of slope failure during monsoon. The panel recommended mandatory slope stability assessments, scientific monitoring using local seismic networks and satellite data, digitisation of mining leases, and mapping of local water sources. It also suggested enforcement of buffer zones between mines and human settlements, and holding leaseholders accountable for violations. NGT, which is hearing the matter, directed that mining must not resume in geotectonically sensitive areas unless a seismic study is completed and reviewed by a competent body. In Dec 2024, a court-appointed inspection team had flagged "official obstruction" during its visit to Bageshwar. The commissioners informed Uttarakhand high court that officers on site attempted to interfere with their inquiry, offered bribes, and discouraged villagers from speaking. Following this, HC stayed all mining activity in Bageshwar and later summoned DG of mines safety in Feb to explain why heavy machinery had been permitted despite existing court orders. Police later seized 124 excavators, and the state pollution control board suspended clearances for over 100 mines while issuing notices to 54 operators. During a hearing on June 9, HC directed GSI and the Central Ground Water Board to conduct a field inspection after villagers reported water accumulation in abandoned mine pits ahead of monsoon. The court noted that these artificial ponds, combined with choked natural drains, were increasing slope instability and could lead to widespread damage if not addressed before heavy rains. It also pointed out that many low-income families remained in affected areas, while those who could afford it had already moved out.

Kabutarkhanas in Mumbai shut on court orders: CM; closure triggers protests; BMC fines 142 people for feeding pigeons
Mumbai: Chief minister Devendra Fadnavis called a meeting on Tuesday to discuss the issue of shutting down kabutarkhanas in Mumbai. Fadnavis said the kabutarkhanas are being shut on court orders and it has nothing to do with the state govt. "Taking into consideration the sentiments of the people, I have called a meeting tomorrow (Tuesday) for which a few prominent citizens will be present to discuss the issue. We will make all efforts to resolve the issue," he said. The BMC has not only stopped the feeding of pigeons but has also covered the kabutarkhanas, which has been met with strong protests from the Jain community. Mumbai suburban guardian minister Mangal Prabhat Lodha has asked for temporary feeding zones to be set up at BKC, Mahalaxmi Racecourse, Aarey Colony, and Sanjay Gandhi National Park under supervision. The civic body charges each person Rs 500 for feeding of pigeons. Further, police cases have also been registered over the past few days. At Dadar's iconic Kabutarkhana alone, 61 people have been penalised Rs 27,200. When TOI visited the site on Monday, the kabutarkhana continued to be entirely covered but the action had triggered protests from the local Jain community, with some citizens accusing the BMC of abruptly shutting the feeding zone and endangering the birds. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like They Were So Beautiful Before; Now Look At Them; Number 10 Will Shock You Reportingly Undo Some members of the Jain community said they have also organised a maha pooja at the Dadar Jain temple on Tuesday afternoon, to invoke blessings to aid the community in dealing with the move to ban feeding pigeons. A few local shopkeepers, on the other hand, said that they were "happy". Sunil Shah, a resident of Shivaji Park, who operates a store near Plaza Cinema, said, "Overall, we are happy and feel that if people want to feed they should do so at their own homes and not in public places as such as it only leads to larger public inconvenience," said Shah. Former Colaba corporator Puran Doshi said, "These kabutarkhanas have been erected about a century ago and it's now that there is suddenly a hue and cry over it. If the courts do not give a favourable order in the coming days, we have again planned a protest over the coming weekend," said Doshi. Meanwhile, Lodha met with the BMC commissioner to express his concerns over the situation. Lodha said, "There is a need for a balanced middle path to be taken by the authorities. Alternative arrangements should be made for feeding of pigeons." The BMC also plans to cover the other kabutarkhanas in the city, said officials.
