Pune civic body forms panel for Phule couple memorial expansion

Hindustan Times26-04-2025
The Pune Municipal Corporation (PMC) has constituted a 14-member committee to oversee the land acquisition for the proposed integration and expansion of the Mahatma Phule Wada and Kranti Jyoti Savitribai Phule Memorial in the Mahatma Phule Peth area.
On Friday, PMC municipal commissioner Rajendra Bhosale issued an order regarding the same.
Apart from forming a committee, the Pune Municipal Corporation (PMC) has also set up a special squad to survey properties spread over 5,310 square meters of land located between and around the Mahatma Phule Wada and Savitribai Phule Memorial. These properties will be acquired for the expansion and integration of the two historic sites, said officials.
The squad includes 31 officials, with the assistant municipal commissioner of Bhavani Peth ward, Kisan Dagadkhair, appointed as the in-charge of the team.
The Maharashtra government has cleared the proposal through an official notification issued on February 7, paving the way for the ambitious heritage project.
As per the plan, approximately 5,310 sq m of land will be acquired under provisions of the Maharashtra Regional and Town Planning (MRTP) Act, while an additional 298 sq m is earmarked under Section 205 for road infrastructure development.
The area slated for acquisition lies adjacent to the memorials and will be reserved exclusively for the expansion and redevelopment of the historical premises associated with social reformers Mahatma Jyotiba Phule and Savitribai Phule.
The distance between the two memorials is around 300 meters. Most of the land in this stretch has existing structures that need to be acquired for building a road. This road is part of the development plan (DP) for Pune city.
The committee will be chaired by Avinash Sakpal, deputy commissioner of Zone 2, and will include representatives from PMC's departments of land acquisition, building construction, solid waste management, and property management, among others.
As part of its mandate, the panel will carry out ground-level surveys and inspections, hold consultations with affected residents, and provide guidance regarding the acquisition process. The committee will also collect inputs from residents on their preferred form of compensation—whether via Floor Space Index (FSI), cash settlement, or Transferable Development Rights (TDR).
Based on these consultations, the committee will prepare a detailed proposal and seek approvals from the municipal commissioner, the standing committee, and the general body before moving ahead with implementation.

Lok Sabha passes Mines and Minerals Amendment Bill, 2025

The Lok Sabha on Tuesday passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2025, by a voice vote, despite ongoing protests from Opposition members over the Election Commission's revision of Bihar's electoral rolls. Union Minister for Coal and Mines G Kishan Reddy , during the brief discussion, noted the Bill's importance for the mining sector and India's economic development, particularly in the context of critical and strategic minerals. The new legislation, which seeks to amend the Mines and Minerals (Development and Regulation) Act, 1957, introduces several key changes aimed at boosting mineral exploration and production in the country. A major provision is the expansion of the National Mineral Exploration Trust (NMET) under which funds can be used for the exploration and development of mines and minerals both within India (including offshore areas) and outside the country. This move is seen as a strategic step to secure critical mineral assets abroad. The Bill also mandates an increase in the amount paid to the Trust by lessees. The payment will rise from the current 2 per cent of the royalty payable to 3 per cent. The trust will also be renamed as the National Mineral Exploration and Development Trust, reflecting its widened scope.

Laws can be used to protect SC/ST people from atrocities: Legal Services Authority

People belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST) communities can protect themselves from atrocities by effectively using relevant laws, said K. Ratna Prasadu, Secretary of the erstwhile West Godavari District Legal Services Authority. An awareness programme focusing on Protection of Civil Rights Act, 1955 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 was held on Tuesday (August 12, 2025) at the District Legal Services Authority office here. Speaking on the occasion, Mr. Prasadu said that if police stations fail to register a complaint, private complaints can be filed directly in the courts. Under the provisions of the SC/ST Act, a vigilance and monitoring committee headed by the District Collector must be constituted in every district, meeting once every three months to review the progress of cases related to SCs and STs. The governments are responsible for protecting witnesses and ensuring compensation to victims. In case of difficulties in obtaining compensation, victims are advised to approach the District Legal Services Authority, he said. Quoting the Protection of Civil Rights Act, Mr. Prasadu stressed that it is the government's duty to safeguard the rights of every citizen and ensure their freedom to live with dignity. If these basic rights are violated, individuals can seek assistance from the District Legal Services Authority. Eluru DSP Sravan Kumar, advocate P. Ratna Raju, social worker Methar Ajay Babu, and others were present.

26 RTI activists blacklisted, says H.K. Patil

Law and Parliamentary Affairs Minister H.K. Patil informed the Legislative Assembly that 26 Right to Information (RTI) activists have been blacklisted for 'misusing the Act'. BJP MLAs V. Sunil Kumar, and S. Suresh Kumar, and, expelled BJP MLA Basanagouda Patil Yatnal claimed that many RTI activists had been misusing the Act and targeting government officials, contractors and engineers for personal gain. Mr. Sunil Kumar maintained that activists had not been allowing the public works to be completed, seeking one or the other information related to development work. Mr. Yatnal said activists have been 'blackmailing' officials and elected representatives and delaying public works. Claiming that RTI activists had been the root cause of corruption, he demanded a probe into disproportionate sources of income and assets owned by them. In a reply to K. Manantesh Shivanand (Congress) during the question hour on Tuesday, Mr. Patil said the government sacked State Information Commissioner Ravindra Gurunath Dhakappa, posted in the Kalaburagi Bench, after he was arrested by the Lokayukta Police as he allegedly received ₹1 lakh bribe through an online transfer for delivering a favourable order to an applicant. Mr. Suresh Kumar said the Act was a powerful weapon for ensuring transparency in administration, but the activists have been 'misusing it and harassing officials' seeking building plans and other documents.
