Pune: The state urban development department has asked the Pune Municipal Corporation to submit a proposal recommending the quashing of its standing committee's controversial resolution to widen 323 six-metre roads to nine metres. The quashing of the resolution is expected to give relief to many bungalow owners and housing societies from several areas in the city, including Sahakarnagar, Kothrud, Prabhat Road, Deccan Gymkhana and Aundh, who had raised concerns over the possible increase in high-rises in narrow lanes fronting their properties and the resulting pressure on the service lines and traffic. Yet, the Pune Municipal Corporation (PMC)'s standing committee and the civic officials had sent the proposal to the state urban development department (UDD) for its approval. BJP members Ujjwal Keskar and Suhas Kulkarni, both former chairman of PMC's standing committee, and undivided Shiv Sena's Prashant Badhe moved Bombay High Court accusing the PMC panel of not following the due legal process as stipulated under Section 210 (1) [B] of the 1949 Maharashtra Municipal Corporation Act while bulldozing the road widening proposal. The high court had asked the state UDD to give a hearing to both the parties and work out a solution. Accordingly, the state urban development principal secretary K H Govindraj held a joint meeting with Keskar, Kulkarni, Badhe, and PMC commissioner Rajendra Bhosale and city engineer Prashant Waghmare on April 11 this year. The UDD on Monday published the minutes of the meeting, in which it has asked the PMC to resubmit a proposal recommending quashing of its earlier standing committee's resolution. Pune municipal commissioner Rajendra Bhosale said he was yet to receive the minutes, but added "further steps will be taken based on instructions issued by the UDD". A senior PMC engineer said, "We will study the UDD's instructions." He argued that the PMC had followed the necessary steps while tabling the road-widening proposal and had given a hearing to residents before sending it to the UDD. BJP's Kasba Peth MLA Hemant Rasne was the standing committee chairman when the resolution was passed in 2020. He said he would seek more details on the instructions issued by the UDD. "I also plan to discuss the issue with chief minister Devendra Fadnavis and the state urban development minister," Rasane said, arguing that the proposal to widen the six-metre roads to nine meters was aimed at allowing redevelopment of old societies Petitioner Ujjwal Keskar said, "The standing committee's resolution was not in favour of citizens. We have successfully explained how the proposal was approved by PMC in an abrupt manner and in a haste. The due process was not followed. We appeal to the PMC to hold a survey of all six-metre roads to check the status of the construction activities and then prepare a fresh report." Shiv Sena (UBT)'s Sanjay More and Prashant Badhe said, "The BJP-led govt in 2015 banned the use of TDR on six-metre-wide roads and hence, they were forced to push such a controversial proposal. Also, if the city has over 2,000 such six-metre roads, why only 323 were selected for widening? Congress leader Aba Bagul, who opposed the proposal, said BJP pushed the proposal based on a "clear majority" it had in the general body. "Their leaders did not explain why only 323 roads were identified. Also, they did not consider the huge burden the high-rise buildings on these smaller roads would put on the drainage, water supply, and other infrastructure," Bagul said.

Pune civic body forms panel for Phule couple memorial expansion

The Pune Municipal Corporation (PMC) has constituted a 14-member committee to oversee the land acquisition for the proposed integration and expansion of the Mahatma Phule Wada and Kranti Jyoti Savitribai Phule Memorial in the Mahatma Phule Peth area. On Friday, PMC municipal commissioner Rajendra Bhosale issued an order regarding the same. Apart from forming a committee, the Pune Municipal Corporation (PMC) has also set up a special squad to survey properties spread over 5,310 square meters of land located between and around the Mahatma Phule Wada and Savitribai Phule Memorial. These properties will be acquired for the expansion and integration of the two historic sites, said officials. The squad includes 31 officials, with the assistant municipal commissioner of Bhavani Peth ward, Kisan Dagadkhair, appointed as the in-charge of the team. The Maharashtra government has cleared the proposal through an official notification issued on February 7, paving the way for the ambitious heritage project. As per the plan, approximately 5,310 sq m of land will be acquired under provisions of the Maharashtra Regional and Town Planning (MRTP) Act, while an additional 298 sq m is earmarked under Section 205 for road infrastructure development. The area slated for acquisition lies adjacent to the memorials and will be reserved exclusively for the expansion and redevelopment of the historical premises associated with social reformers Mahatma Jyotiba Phule and Savitribai Phule. The distance between the two memorials is around 300 meters. Most of the land in this stretch has existing structures that need to be acquired for building a road. This road is part of the development plan (DP) for Pune city. The committee will be chaired by Avinash Sakpal, deputy commissioner of Zone 2, and will include representatives from PMC's departments of land acquisition, building construction, solid waste management, and property management, among others. As part of its mandate, the panel will carry out ground-level surveys and inspections, hold consultations with affected residents, and provide guidance regarding the acquisition process. The committee will also collect inputs from residents on their preferred form of compensation—whether via Floor Space Index (FSI), cash settlement, or Transferable Development Rights (TDR). Based on these consultations, the committee will prepare a detailed proposal and seek approvals from the municipal commissioner, the standing committee, and the general body before moving ahead with implementation.

The much awaited flyover on Sinhagad road is all set to open for public soon as the Pune Municipal Corporation (PMC) has almost completed work of its 2.2 km long lane from Vithalwadi to Funtime theatre while the work on the opposite lane of 1.54 km from Indian Hume Pipe to Inamdar chowk will be completed in June. The PMC completed Phase-1 of the project which is a 520 metre long flyover on Sinhagad road at Rajaram bridge chowk in August last year, after the opposition criticised the civic administration for delaying its inauguration due to unavailability of ministers. The focus had then shifted to complete the largest part of the flyover in Phase-2 that will allow commuters to avoid five traffic signals on the congested road. The project is pegged at Rs 118.37 crore and additional Rs 27 crore for the metro pillars. The second phase includes a 2.12-km flyover on one side from Vithalwadi to Fun Time theatre and a 1.54-km flyover from Indian Hume Pipe to Inamdar chowk. 'The work of the 2.12 km lane is complete except for signages and other small things. It can be opened by next week. However, the work of the opposite 1.54 km stretch will be complete only in June,' said Yuvraj Deshmukh, Chief Engineer of PMC. Municipal Commissioner Rajendra Bhosale inspected the 2.12 km long flyover to check its completion. The flyover project will help motorists avoid traffic signals at Vitthalwadi, Hingne Khurd, Anandnagar, Bramha hotel and Goel Ganga chowk while going from Vithalwadi to Funtime theatre on Sinhagad road. The other lane of the flyover will help avoid traffic signals at Bramha hotel, Anandnagar and Hingne Khurd. The objective of the flyover is to address the traffic chaos at Rajaram bridge junction and ease the traffic flow on Sinhagad road, making it easier for pedestrians to cross the road. It will make travel to Swargate much easier and also help in fuel consumption for vehicles that otherwise get stuck in traffic jams. The flyover work was delayed after it was decided to make provision for constructing pillars for metro stations on the proposed metro route from Khadakwasla to Hadapsar via Swargate. 'The foundation for pillars of the proposed metro station for elevated routes at Manik Baug and Hingane Khurd has been done. It has increased the project cost by additional Rs 27 crore,' he said. There was a controversy over the project as it falls on Pune Metro's planned route. Union minister Nitin Gadkari, who laid the foundation stone for the project three years ago, had urged officials to explore the possibility of a two-storey bridge with Metro on top and a bridge for vehicles on the first floor, similar to Karve road in the city and a few places in Nagpur. The Metro work is likely to start after the flyover is complete as it is awaiting approval of the state government.
