President Museveni's Leadership Praised in the House
Hon. Faith Nakut (NRM, Napak district) who moved the motion during the House sitting on Thursday, 31 July 2025, highlighted the President's achievements, including support for small businesses and increased national revenue. Legislators including Hon. Dicksons Kateshumbwa (NRM, Sheema Municipality) and Hon. Jane Avur (NRM, Pakwach district), seconded the motion, citing economic growth, job creation, and macroeconomic stability.
Annually, Parliament debates and passes a motion appreciating the President for the clear and precise exposition of government policy as contained in the address.
The members praised the government's initiatives, such as the Parish Development Model and Emyooga, for transforming lives and boosting the economy. The MPs also commended the President's efforts in promoting women's leadership and stabilizing fuel prices.
'These interventions increased Ugandan participation in production and trade. More Ugandans are into business now,' Nakut said.
She added that national revenue has grown from Shs5 billion in 1986 to Shs31.9 trillion, while electricity generation has increased from 156 to 2,052 megawatts. She also praised the stabilisation of fuel prices and investment in mineral processing, which she said had created jobs and boosted the economy.
Hon. Dicksons Kateshumbwa (NRM, Sheema Municipality), highlighted the country's economic growth.
'In 1986, our economy was US$3.92 million. It is now projected to hit US$ 60.4 billion,' he said, noting that Uganda is expected to grow at 7 percent in the coming financial year.
He credited the government's wealth creation programmes such as the Parish Development Model, Emyooga, and the Youth Livelihood Project for transforming lives.
'Some people have touched a million shillings for the first time in their lives,' he said. On tourism, he cited growth in receipts from US$ 562 million in 2020 to US$ 1.4 billion in 2024, attributing the improvement to peace, infrastructure, and Uganda Airlines' new international routes.
Hon. Jane Avur (NRM, Pakwach District Woman Representative) also seconded the motion, commending the President for maintaining macroeconomic stability.
'The Ugandan shilling has appreciated by 6.1 percent over the past year, and inflation is under control. Uganda has Africa's second-lowest inflation rate over the past decade,' she said.
Avur emphasised the importance of price stability, calling it a 'crucial enabler of investment and economic predictability.'
She also applauded export growth, noting a 26 percent increase to US$ 9.3 billion, and highlighted the impact on sectors like cosmetics, which employ over two million Ugandans, mostly women and youth.
Speaker Anita Among welcomed the contributions, saying, 'We have a stable economy. We have peace. And when you look at the development that is coming up, it is out of the exports and services that are creating jobs.'
Hon. Hope Grania Nakazibwe (NRM, Mubende District) thanked the President for his role in promoting women's leadership, noting that many women now hold key positions in government. 'That came as a result of affirmative action,' she said, prompting applause from female MPs.
Speaker Anita Among welcomed the contributions, emphasizing the importance of a stable economy and peace in driving development.
The debate on the motion was deferred pending a statement in response to the President's address from the Leader of Opposition, Hon. Joel Ssenyonyi.

Uganda: Parliament Mourns Rhoda Kalema, Pioneer of Women's Emancipation
Parliament has mourned the passing of Hon. Rhoda Nsibirwa Kalema, a trailblazer in Uganda's political history and a champion of women's rights, who passed away on 3 August 2025. She was 96. Speaker of Parliament Anita Among, while opening the plenary sitting on Tuesday, 5 August 2025 described Kalema as 'a remarkable leader whose legacy will live after her demise.' Hon. Rhoda Nsibirwa Kalema was one of the first two female members of the National Consultative Council (NCC), the third Parliament of Uganda, serving from 1979 to 1980, and later represented Kiboga district in the Constituent Assembly that drafted Uganda's 1995 Constitution. 'She served in several cabinet positions, notably as Minister of Culture and Community Development and Deputy Minister for Public Service. On behalf of Parliament and myself, we extend our deepest condolences to the bereaved family, the people of Kiboga, and all the women of Uganda,' Among said, before leading the House in a moment of silence. AUDIO: Speaker Among Hon. Christine Kaaya (NUP, Kiboga District) said the people of Kiboga had lost a mother, mentor and strategist. 'She was a woman activist who always offered guidance. When I was elected, she told me she would push for three more years and I thank God she lived to see them,' Kaaya said. Hon. Gorreth Namugga (NUP, Mawogola South), speaking on behalf of the Uganda Women Parliamentary Association (UWOPA), described Kalema as a commendable figure who served with distinction as a public servant, politician, and cultural leader in Buganda. She urged Parliament to use the tribute sessions to highlight issues of human rights, including the pending bill on labour externalisation. 'As women, we have lost a hero. Her work in human rights should inspire us to pass legislation that protects migrant workers and vulnerable citizens,' Namugga said. State Minister for Trade, David Bahati, said that government will release the official burial programme on Wednesday. Speaker Among also directed the government to ensure that local leaders from Kiboga district are incorporated in all funeral arrangements. Born in 1929, Kalema was the daughter of former Buganda Katikkiro Martin Luther Nsibirwa. She studied social work in the United Kingdom before returning to Uganda, where she rose to prominence in 1979 as a member of the NCC and went on to shape Uganda's democratic journey during turbulent times. Tulfo Claims at Least 10 Lawmakers Linked to Government Projects as Contractors
Senator Erwin Tulfo revealed that at least ten congressmen in the current 20th Congress are reportedly acting as contractors for government-funded projects. UAE: India's Titan to open 75 Tanishq, Damas stores across GCC, create 675 jobs
Titan Company, the parent firm of renowned jewellery brand Tanishq and the new majority stakeholder in Dubai-based luxury retailer Damas, plans to open up to 75 additional outlets across the Gulf Cooperation Council (GCC) over the next five years. This expansion is expected to generate approximately 675 new jobs in the region. Currently, Titan owns and operates over 100 Damas outlets and 15 Tanishq stores throughout the GCC. 'We foresee opening 40-50 more Damas stores over the next five years, with significant focus on Saudi Arabia, which is underrepresented,' said CK Venkataraman, managing director of Titan Company. "For Tanishq, we have 15 stores in the GCC and plan to scale up to 40. Until now, our focus has primarily been on the UAE, so there's a limited presence outside the Emirates. Our next targets are Kuwait, Bahrain, Qatar, and Saudi Arabia." Venkataraman emphasised the importance of understanding the unique staffing requirements in Saudi Arabia, where only nationals can be employed in retail roles. 'With Damas' local expertise, we'll be better positioned to recruit skilled staff familiar with the jewellery sector,' he noted. 'Saudi Arabia is an exciting market. Cities like Jeddah have a strong Arab consumer base, while places like Dammam are more Indian-oriented – allowing room for both Tanishq and Damas to grow.' Job creation by Titan This announcement marks Titan's first media briefing in the UAE since acquiring a 67 per cent stake in the century-old Damas brand from Mannai Corporation for Dh1 billion on July 21. The Indian conglomerate, Tata Group, owns Titan. The acquisition is expected to be finalised by January 31, 2026. Titan will also have the option to purchase the remaining 33 per cent stake after December 31, 2029. Damas currently employs just over 1,000 people. In contrast, Tanishq operates on a franchise model. 'If we open 25 new Tanishq outlets, and each employs around 15 people, that would result in about 375 jobs. Damas stores, which operate on a smaller format with 5–6 employees each, could add another 300 jobs if we open 50 more locations,' he said. This brings the total estimated job creation across both brands to 675 positions over five years. Venkataraman also confirmed that no job cuts are planned at Damas following the merger. 'We're here to grow the business. This is not a distressed acquisition. Layoffs are not part of the strategy,' he stated, adding that Damas will continue operating under its existing brand identity. 'With Titan's support, we gain access to global retail expertise and a forward-looking vision,' said Alekh Grewal, Group CEO of Mannai Corporation. 'This partnership allows us to invest in our people, innovate our offerings, and enhance customer experience across the board.'
