
Iraqi PM announces $57m to finance Youth Projects
Prime Minister Mohammed Shia Al-Sudani has chaired the periodic meeting of the Supreme Council of Youth , coinciding with World Youth Day and the second anniversary of the Council's establishment. The meeting was attended by several ministers and senior advisers.
The Council approved reallocating IQD 75 billion [$57 million] recovered from Agricultural Initiative loans to finance youth projects in agriculture, food security, and climate action under the Charity Initiative. Plans were also agreed to develop a "Residential Youth City" offering affordable housing, and to establish a "Youth Tower for Entrepreneurship" in Baghdad as a hub for start-ups.
To boost skills, initiatives include a National Programming Competition, a National Language Competition, and professional programming courses at the American University of Baghdad in partnership with Al-Ahli Iraqi Bank. Employment measures include the Youth Entrepreneurs Program, training 500-1,000 young people in oil-producing provinces, and the launch of the "Knowledge Eyes" platform.
Other approved projects include the Youth Ideas Program linking trained entrepreneurs to oil-sector companies, the Documentation initiative to distribute 1,000 wheelchairs to people with disabilities, the National Network of Youth Coaches to train 500 coaches nationwide, and a Virtual Centre for Addiction Treatment and Psychological Support.

Supporting Displaced Iraqis with Loans and Training

Central Bank of Iraq (CBI), in cooperation with the International Labour Organization (ILO), the Iraqi Company for Bank Guarantees (ICBG), and several Iraqi banks, has provided significant financial and training support to displaced persons and host communities in Nineveh and Duhok governorates under the Afaaq programme. The initiative has since been replicated in Basra and Muthanna under the "Green Business Promotion" programme. Through this partnership, loans totalling approximately 3.8 billion Iraqi dinars were extended to 284 borrowers, 27% of whom were women. The ILO guaranteed $1 million (35% of the total funding), with the Iraqi Company for Bank Guarantees covering the remaining 65%. The loans were provided through three participating banks: Al Ahli Iraqi Bank, Middle East Bank, and Jihan Islamic Bank. The programme also delivered training to 2,981 entrepreneurs - both new and existing - under the "Start Your Business" and "Improve Your Business" schemes, as well as financial literacy programmes, creating 1,612 jobs since its launch in 2021. The repayment rate among displaced Iraqi borrowers under Afaaq has reached 100% after more than two and a half years. The CBI noted that the success of this model has encouraged similar initiatives, including partnerships with Germany's KfW Development Bank, and reaffirmed its commitment to overcoming obstacles facing developmental programmes by applying lessons learned from previous experience. PM Al-Sudani: Iraq's Riyada Initiative delivers 22,000 jobs
Shafaq News – Baghdad On Sunday, Iraqi Prime Minister Mohammed Shia al-Sudani announced that nearly half a million people have registered for the government's Riyada Initiative, which has so far created around 22,000 jobs through loans. According to a statement from the Prime Minister's media office, nearly half a million Iraqis aged 18 to 50 have registered for the program. Over the past 18 months, more than 90,000 participants have undergone training, 48,000 have completed it, and 12,000 loans have been disbursed. The Parliamentary Committee on Labor, Social Affairs, and Displaced Persons pointed out that nearly 15 million Iraqis are unemployed. Among the government's responses to this crisis is the Riyada Initiative, launched in March 2023 to support young people through loans and small projects aimed at boosting the private sector and creating jobs. Training activities began in July 2023, and the first batch of loans was released in March 2024, drawing broad participation from Iraqi youth.
