In early July 2025, a claim (archived) circulated online that U.S. Immigration and Customs Enforcement attempted to deport a cannibal who tried to eat himself while on board a deportation flight.
One X user wrote: "Kristi Noem just revealed one of the illegals they arrested was a cannibal who began to EAT HIMSELF on a deportation flight. THIS is why we need mass roundups. These people are ANIMALS."
The claim circulated on Facebook (archived), Instagram (archived), Threads (archived), Bluesky (archived), Reddit (archived) and TikTok (archived). Snopes readers also searched our site and wrote in seeking more information about the claim.
It was true that Homeland Security Secretary Kristi Noem said during a news conference at the "Alligator Alcatraz" detention center in Florida on July 1 that ICE agents had to remove an alleged cannibal from a deportation flight after he attempted to eat himself. However, we could not independently verify the incident.
We reached out to the Department of Homeland Security and ICE to ask for further details about the alleged incident. We also asked whether the ICE agents in question were wearing bodycams and, if so, whether that footage would be released as proof of the incident. We await replies to our queries.
During the July 1 news conference, Noem said: "The other day I was talking to some marshals that have been partnering with ICE. They said that they had detained a cannibal and put him on a plane to take him home and while they had him in his seat, he started to eat himself and they had to get him off and get him medical attention."
Noem further described the person as "deranged."
According to British media, a DHS spokesperson said Noem was referring to the incident referenced in a June 27, 2025, X post (archived).
In that post, Noem wrote, "Had some plane issues on the ride back from Guatemala. Fortunately, an @ICEgov deportation flight carrying criminal illegal aliens had just touched down on the same tarmac in Guatemala. Hitched a ride back to the USA on ICE Air — great flight. Use the @CBP Home App to self deport now!"
Cannibals are people who purposely eat human flesh. Cannibalism is not a common practice in modern societies, where the practice is usually forbidden. In the U.S. most states have laws governing the abuse or desecration of a corpse that also apply to cannibalism.

He then went on to try to recruit others to join ICE, claiming that the masked organization has arrested "hundreds of thousands of criminals" since Donald Trump returned to office. Cain conveniently failed to mention the numerous people who aren't "the worst of the worst" who have been arrested in ICE raids, including undocumented immigrants with no prior criminal records, people who are in the country legally, and full-fledged American citizens. In fact, of the 57,861 people arrested by ICE as of the end of June (a far cry from "hundreds of thousands," Dean Cain), nearly 72% have no criminal convictions. Of course, that doesn't fit the narrative Trump, MAGA Republicans, and "pathetic losers" like Dean Cain want the world to believe. Like McHale, plenty of other people watching Cain's little show are under the impression that this is just another desperate quest for attention from a man who just isn't as relevant as he wants to be. By Courtney Rozen and Valerie Volcovici WASHINGTON (Reuters) -The U.S. Environmental Protection Agency moved to end its contract with unionized employees, according to the union's president, the latest action in President Donald Trump's push to weaken collective bargaining across the federal government. The union, which represents 8,000 EPA employees, is planning a legal response to the decision, said Justin Chen, president of the agency's chapter of the American Federation of Government Employees, in a statement on Friday. The decision gets Trump closer to his goal to strip hundreds of thousands of federal workers of the ability to collectively bargain with US agencies. Eliminating union deals would allow agencies to more easily fire or discipline employees, attorneys representing federal workers have said. A spokesperson for EPA Administrator Lee Zeldin did not immediately respond to a request from Reuters for comment. The EPA had more than 16,000 employees as of March 2025, according to federal HR records. That figure doesn't include employees that accepted buyouts. The agency said in July it would cut the size of its workforce by at least 23% and close its scientific research office as part of Trump's broad effort to downsize the federal government. Unions are already suing to stop Trump's effort to dismantle collective bargaining agreements. A federal appeals court on August 1 said the administration could move forward with exempting certain federal agencies from their obligation to negotiate with unions. AFGE, which represents the EPA workers, is a plaintiff in that lawsuit.

'Hard decisions' ahead with funding gap

ELKHART — The city faces some 'hard decisions' as a property tax reduction measure passed by the Indiana General Assembly takes effect, officials have learned. The city council finance committee listened and asked questions Wednesday night during a presentation about the effects of Senate Enrolled Act 1 on the city's funding. Senate Enrolled Act 1, signed into law by Gov. Mike Braun this spring, cuts property taxes and overhauls local income taxes. Future property tax revenues for Elkhart and other local governments are projected to be much lower due to the measure. State estimates show the city's property tax revenues will be up to $6 million lower in 2028, when the measure takes full effect. The income tax the city currently collects, about $34 million a year, will be eliminated in 2028. Jason Semler, a principal with Baker Tilly Municipal Advisors, gave a nearly hourlong presentation to the city council finance committee describing the effects Senate Enrolled Act 1 would have on the city. Some city council members expressed their dismay at the new law. City Councilman Dwight Fish called it a Ponzi scheme. 'I don't see any benefit from this for cities and towns,' Fish said. 'Everybody's going to take a hit, so what's the greater conversation saying? Are they going to adjust at the state level and give us some relief here, because this is silly in my mind.' The finance committee will have to consider 'revenue replacement options' to make up for the lost revenue, Semler said. Some of the options include a wheel tax, a food and beverage tax, and a trash fee. The committee projects that the fees could generate about $1.9 million for the city in 2027. City Councilman Aaron Mishler thanked Baker Tilly for the presentation and called the numbers very sobering. The city has some hard choices in front of it, Mishler said. 'We could cut the entire parks department, The Lerner Theatre, the railroad museum, the cemetery, and 20 percent of most of the other departments, not counting public safety, and we would not be able to touch the proposed cuts from losing the local income tax portion of this,' Mishler said. 'So all options are on the table. I don't say that lightly and I take this with all the seriousness that it deserves.' Mishler said he suggests the state legislators look closely at the local income tax portion of the cuts to see how it affects local services in cities and towns around them. City Councilman Alex Holtz noted that Senate Enrolled Act 1 would benefit those who live in the county at the expense of tax-paying people in the cities and towns. City Councilman David Henke said the goal of Senate Enrolled Act 1 was to reduce the cost of living for most of the population, but if another tax or fee is added in replacement of a different tax, then residents gain nothing. 'It was a shame that our legislators decided to punish us,' City Council President Arvis Dawson said. 'We've done all these great things in the city and they pushed this burden upon us. While we have to make some hard decisions, I encourage, especially our citizens, to contact their legislators and go let them know what it is that our city is going through if this continues down this path.' Dawson added that creating fees and taxes is the last thing the council wants to do. Others noted that local governments across the state confront a similar issue. The city of Goshen has already advanced a local wheel tax to make up funding it has lost. It paused a reconstruction project for Shanklin Pool and construction of a new fire station because of the funding losses. In Elkhart, officials have indicated that projects could be delayed or cut entirely. Mayor Rod Roberson in a news conference Tuesday said the construction of a new Fire Station 6 and the Hively Avenue Overpass would remain on schedule, but delays and cancellations could be on the horizon for other projects the city had deemed as priorities.
