Portugal's president invites caretaker PM to lead new government

LISBON - Portugal's president named Luis Montenegro, head of the centre-right Democratic Alliance (AD) that won a snap national election on May 18, as the prime minister on Thursday and invited him to form his second minority government, the presidency said.
The AD won 91 seats in the 230-seat parliament - 11 more than in the previous legislature, but still far from a working majority - in an election marked by far-right party Chega replacing the Socialist Party (PS) as the main opposition force.
Montenegro, who first came to power in March 2024, has refused to make any deals with the anti-establishment, anti-immigration Chega, which garnered 60 seats, two more than the PS after the latter's worst showing in four decades.
The office of President Marcelo Rebelo de Sousa said in a statement after he consulted the three main parties on Thursday that Montenegro would announce his new government after parliament convenes for its first session.
No confirmation vote is required, although any party can present a motion of rejection.
The election, the third in as many years, was called after Montenegro failed to win a vote of confidence in March when the opposition questioned his integrity over dealings of his family's consultancy firm.
He has denied any wrongdoing and voters ended up punishing the PS for its role in bringing down Montenegro's government, in what many people saw as an unnecessary election.
Parliament is expected to enable the new government on its return next week. PS's interim leader, Carlos Cesar, promised his support in that initial step.
While the government's first big test is likely to be the 2026 budget towards the end of the year, no new parliamentary poll can be called until at least mid-2026 because Portugal will hold a presidential election next January.
Although that doesn't guarantee political stability, the centre-left PS's weakened position is likely to make them a more amenable opposition with more affinities with the AD than with Chega, analysts say, seeing little danger of a legislative paralysis in the medium term. REUTERS

The dialogue will be part of a partnership and cooperation agreement between the Philippines and the EU, which was established in 2012 and entered into force in 2018. Ms Kallas said the EU remains committed to upholding a rules-based order, promoting peace and addressing common concerns in the South China Sea and Russia's war against Ukraine. "We reject any unilateral changes to the status quo, including use of coercion," Ms Kallas said when asked what the EU's red lines are when it comes to China's activities in areas like Taiwan and the South China Sea. China claims sovereignty over nearly all the South China Sea, including parts of the exclusive economic zones of Brunei, Indonesia, Malaysia, the Philippines and Vietnam. Japan to set up minister-level meeting to address rice supplies
TOKYO – Japan will set up a minister-level meeting as early as this week to address the supply of rice, Prime Minister Shigeru Ishiba said in Parliament on June 2, as the government seeks to stabilise the price of the nation's staple grain and quell public anger ahead of a summer election. The government released a further 300,000 metric tons of stockpiled rice last week in a bid to bring down prices, which have doubled in the past year. The move came as households struggle with inflation less than two months before an Upper House election that could punish a minority government already on the back foot after an underwhelming performance in 2024's general vote. 'With rice costing twice as much – even 2.5 times as much in some regions – as last year, it's very important to steady that and stabilize the market,' Agriculture Minister Shinjiro Koizumi said in the same parliamentary session on June 2. Retailers including Aeon Co Ltd and Pan Pacific International Holdings Corp, the parent company of popular discount store Don Quijote, started selling the stockpiled rice over the weekend, according to statements from both companies. Aeon priced its 5kg bag at just under ¥2,000 (S$17.97) before tax, well below the ¥4,200 per bag average consumers are seeing at storefronts. The government auctioned off batches of stockpiled rice starting in February, but prices have continued to hit record highs. Mr Koizumi announced last week that the most recent release would be sold at a fixed price instead of auctioned, and bypass the usual supply chain, which includes rice collection agencies and wholesalers. Ivan Fedorov, writing on the Telegram messaging app, said three women died in a series of Russian shelling incidents targeting the village of Ternuvate, east of Zaporizhzhia late on Sunday. A shop and several homes were badly damaged. A man died in a nearby district in a Russian strike by a guided aerial bomb, Fedorov said. A total of nine people were injured in the Russian attacks and a private home was destroyed. Two children were among those injured in a Russian drone attack on the Sumy region, Oleh Sinehubov, the governor of the region, said on Monday on Telegram.
