South Africa gets closer to full membership of biggest African trade bank

South Africa moved closer to becoming a full sovereign member of the Africa Export-Import Bank, the continent's leading provider of trade finance, after the cabinet gave its approval to the plan, the government said on Thursday.
Membership of Afreximbank, as the lender with a balance sheet of $35 billion is known, would give Africa's most advanced economy access to new trade investment products when its tariff row with the United States has increased its need for new export markets.
Afreximbank has, however, in recent months been in a dispute over whether its loans to African nations should be restructured in the event of defaults.
The government said it would get a class A shareholding, meaning it would have an increased role in Afreximbank's governance.
That would include "influence over its strategic direction, structure and leadership appointments," it said in a statement containing cabinet decisions.
The government did not give a timeframe on when South Africa's membership would be finalised.
South Africa was not able to fully join Afreximbank as a state member when it was created in 1993 as the country was still under apartheid rule.
It took up an unspecified amount of shareholding in 2017 without acceding to the treaty founding the bank.
Afreximbank has four shareholder categories including class A, which is made up of African governments that hold more than 50% of shares spread among 53 member states, and regional multilateral financial institutions including the African Development Bank.
The rest of the shares are held by commercial banks and private funds, overseas investors and general investors through depositary receipts listed on the Stock Exchange of Mauritius.
The Cairo-based Afreximbank did not respond immediately to a request for comment on South Africa's cabinet approval. (Writing by Duncan Miriri; Editing by Barbara Lewis)

The two men discussed the importance of the Russia-Arab summit, scheduled for October, and reviewed the latest developments in the Middle East. Sheikh Mohamed thanked Mr Putin for facilitating the UAE's mediation concerning the exchange of more than 4,000 prisoners between Russia and Ukraine, while Mr Putin thanked Sheikh Mohamed for the UAE's prisoner swap efforts. Mr Putin said Russia attaches great importance to developing its relations with the UAE, noting the two countries' co-operation continues to grow. He also hosted a lunch for Sheikh Mohamed and the accompanying delegation. Agreements signed On the sidelines of the visit, the two countries signed the Trade in Services and Investment Agreement. Suhail Al Mazrouei, Minister of Energy and Infrastructure, and Andrey Nikitin, Russian Minister of Transport, also signed an agreement on transport co-operation. Sheikh Mohamed departed Moscow at the conclusion of his official visit, with military aircraft escorting his plane through Russian airspace. Potential meeting with Trump Speaking to television cameras, Mr Putin said the UAE was a possible site for a meeting with Donald Trump – in what would be his first meeting with a US president since Joe Biden in 2021. "We have many friends who are ready to assist us in the organisation of an event of this kind. One of my friends is the President of the UAE," Mr Putin told Russian state media. "I believe that we will make a decision but it [the UAE] would be one of the fitting, quite suitable venues." A Kremlin official said earlier that a Trump-Putin meeting could take place as early as next week. The announcement of a potential summit came on the eve of a White House deadline for Moscow to show progress towards ending the three-year-old war in Ukraine. The UAE has this year mediated the exchange of hundreds of prisoners of war between Russia and Ukraine. Mr Putin and Ukrainian President Volodymyr Zelenskyy have thanked the UAE for its efforts in enabling the exchange. The Seychelles Tourism Academy proudly concluded its 2025 graduation ceremony Thursday afternoon, celebrating the achievements of 181 graduates across ten specialized tourism and hospitality programs. The ceremony, held at the International Conference Centre Seychelles (ICCS), was graced by the presence of President Wavel Ramkalawan, who attended alongside First Lady Linda Ramkalawan and a host of distinguished guests. The graduating cohort represented three distinct academic levels, reflecting the Academy's comprehensive educational framework. Among them, 11 students were awarded Advanced Diplomas in Hospitality Management—a rigorous three-year program aimed at developing future industry leaders. All recipients of this diploma met the academic requirements to pursue further studies at the renowned Shannon College of Hotel Management in Ireland. The Advanced Certificate programs, conducted over two years, produced 78 graduates across five specialized disciplines: Restaurant&Bar Services, Food Preparation&Culinary Arts, Wellness&Spa, Reception Operations&Services, and Tourism&Tour Guiding. The Certificate programs, delivered through an apprenticeship model over eighteen months, graduated 92 students across four key areas: Restaurant&Bar Services, Food Preparation&Culinary Arts, Accommodation Operations&Services, and Reception Operations&Services. The Food Preparation&Culinary Arts program recorded the highest enrollment, with 38 graduates, including six students who completed their studies on Praslin Island. The ceremony's highlight was the presentation of prestigious awards recognizing exceptional academic achievement, practical excellence, and character development. The prestigious President's Cup was awarded to Elaine Hoareau, recognizing exemplary academic performance, active participation in academy life, and exceptional ambassadorial qualities. This distinguished graduate demonstrated outstanding leadership skills, maintained exemplary conduct in terms of attitude, punctuality, and personal presentation standards, while actively participating in various academy activities at both national and international levels. Ms Hoareau received an extensive prize package including a laptop computer and scholarship from the President of the Republic, accommodation packages from premier resorts including North Island Seychelles and Canopy by Hilton Seychelles Resort, an Air Seychelles ticket to Abu Dhabi, and numerous other valuable prizes. The Director's Awards for remarkable personal transformation were presented to Lara Dick and Brendon Malvina, honouring their significant behavioural improvements and commitment to personal growth throughout their academic journey. Bashiir Pharce received the Governing Board Award in recognition of his outstanding practical skills, while the Minister's Awards celebrated the highest academic achievers across all three program levels: Wayne Esther (Certificate Level), Micaella Dogley (Advanced Certificate Level) and Petra Estico (Advance Diploma Level). In his address, Academy Director Mr. Richard Mathiot congratulated the graduating cohort on reaching a significant milestone in their professional journey. He encouraged them to remain focused and committed as they transition into the hospitality and tourism industry. Also included during the ceremony was a motivational speech by Mr. Maxime Rachel, General Manager of Hotel La Cigale Praslin, vote of thanks by Graduate Chloe Elizabeth, musical performances and souvenir photo sessions.
