‘Smear Campaign': Zikalala defends IDT CEO and slams media reports

Deputy Minister of Public Works and Infrastructure Sihle Zikalala has defended Independent Development Trust CEO Tebogo Malaka's appointment.
He has hit back at mounting criticism over his alleged role in irregular governance at the Independent Development Trust (IDT), describing recent media reports as part of a 'sophisticated political smear campaign' aimed at discrediting him.
At a press briefing in Pretoria on Tuesday, Zikalala said he had met and even exceeded his legal oversight obligations and had paused Malaka's appointment after assuming office in March 2023 to allow investigations into allegations of mismanagement at the IDT.
He also confirmed that he had referred all related documents to the Public Protector for an impartial inquiry into both his actions and broader governance concerns at the entity.
Zikalala's intervention follows weeks of reporting by the media, which alleged that he and former IDT board chairperson Kwazi Mshengu protected Malaka from scrutiny despite her alleged links to a R45-million office lease scandal.
The reports claimed Zikalala quashed a forensic probe initiated by National Treasury and facilitated Malaka's promotion from acting to permanent CEO.
But Zikalala rejected those claims outright.
'There is no investigation that was ever squashed,' he stated. 'All investigations I requested were obstructed not by me, but by a dysfunctional and divided board plagued by infighting and poor governance.'
Zikalala explained that when he entered office, Malaka's appointment was already in progress, backed by the IDT board under then-chair Zimbini Hill and endorsed by his predecessor, Patricia de Lille.

Central to the controversy is an office lease signed with Moepathutse Property Investments without board approval. Malaka allegedly signed the lease outside her authority; however, there is no evidence to prove that Malaka did anything else.
In a reply that has now gone viral, Zikalala has slammed investigative body Amabhungane for what he termed "a calculated campaign against public interest governance"
'I will not allow the persistent onslaught masquerading as journalism to blackmail us into submission,' he said.
He claimed the reports sought to destabilise the IDT, an entity responsible for delivering critical social infrastructure, so it could be 'captured by private business interests.'
'There's a long-standing battle for the soul of the IDT,' Zikalala said. 'While we will never shield the corrupt, we must guard against forces attempting to liquidate the institution for private gain.'
In a move designed to affirm his commitment to transparency, Zikalala announced he had submitted all relevant records, including audit findings, legal opinions, correspondence, and ministerial memos to the Public Protector.
'This matter must be scrutinised by a credible, independent institution. I am confident it will reveal the truth and expose the narratives laced with distortion and innuendo,' he said.
He concluded with a firm statement on his public service record: 'In all my public life, I have never and will never attempt to escape public scrutiny. I remain committed to ethical governance, no matter the cost.'
The Public Protector's investigation is now expected to play a key role in determining whether Zikalala's actions were appropriate or part of a broader pattern of political shielding, while also shedding light on the governance challenges that continue to plague the IDT.

JOHANNESBURG - Former National Lotteries Commission (NLC) board member Advocate William Elias Huma has been ordered to pay back R21-million he received in unlawful grants. Between August and September 2020, the NLC awarded two grants to non-profit organisations linked to the family members of Huma. The grants were for the empowerment of women, youth and disabled people living in the villages of the Bojanala District in the northwest. In its judgment, the special tribunal, which presides over matters brought by the special investigating unit, found that the grant money was not used for its intended purposes. "The tribunal further found former NLC board member, advocate William Elias Huma, his affiliated entities, and the beneficiary organisations caused the NLC to suffer damages in the amount of R21,158,118.00, citing egregious misconduct, negligence, dishonesty, and violations of fiduciary duties," said Special Investigating Unit (SIU) spokesperson, Kaizer Kganyago. The respondents are ordered to repay in full R 21,158.118.00. The SIU has already commenced the process to execute the order and recover the full amount from the respondents. The process is ongoing."

Image: Supplied Rise Mzansi leader Songezo Zibi said South Africa's Government of National Unity (GNU) 'needs a reset instead of lurching from crisis to crisis while the country itself is in crisis.' Zibi was briefing the media on Monday about the party's first year in Parliament and addressed pressing national issues in Johannesburg. Zibi, who chairs Parliament's Standing Committee on Public Accounts (SCOPA), was joined by Gauteng MEC for Agriculture and Rural Development Vuyiswa Ramokgopa and National Assembly Whip Makashule Gana. They used the briefing to account for their work in the GNU, the Gauteng Provincial Government of Unity (PGU), and to respond to rising public concerns around leadership, service delivery and national security. Zibi was critical of the current arrangement in the GNU, warning that the coalition is undermined by internal squabbles, particularly between the ANC and the DA, and lacks cohesive political management. 'We need a single agreement signed by everybody, with mutual obligations to one another,' he said. Zibi said Rise Mzansi will be writing to the ANC, as convenor of the GNU, to demand regular leaders' meetings, a GNU Lekgotla to resolve interpersonal issues, and the reactivation of the dormant Clearing House Mechanism. Reflecting on Parliament, Zibi said the party's limited resources have not stopped them from holding ministers accountable and proposing solutions. Truth behind EPWP fund allegations in Matjhabeng Municipality - Here's what the investigation found
Public Works Minister Dean Macpherson has ordered the release of withheld EPWP funds to Matjhabeng after investigators confirmed all allocations were accounted for and used to create hundreds of work opportunities.. Public Works and Infrastructure Minister Dean Macpherson has cleared the Matjhabeng Local Municipality of allegations that it misused Expanded Public Works Programme (EPWP) funds to pay inflated salaries to former councillors and current political office bearers. This follows an investigation by the Department of Public Works and Infrastructure (DPWI) after media reports, sparked by a City Press exposé revealed that officials were receiving salaries of over R31,000 per month, more than ten times the standard EPWP stipend. In response, Macpherson suspended EPWP transfers to the municipality in July and ordered an urgent probe. Macpherson said a team of senior officials from the Department travelled to Matjhabeng to conduct an on-the-ground verification of expenditure and payments. Their findings revealed that all EPWP Integrated Grant allocations for the 2023/24 and 2024/25 financial years were fully spent on approved projects, resulting in the creation of 373 and 751 work opportunities, respectively. The investigation confirmed that expenditure patterns matched proof of payment to legitimate EPWP participants, he said. The report also found that the individuals referenced in media reports were not EPWP participants, nor were they paid from national EPWP grants. Instead, they were part of a municipal EPWP Support Unit, established in February 2024 and funded entirely from the Matjhabeng municipal budget. The unit is housed in the Mayor's Office and its members are appointed under contracts linked to the Executive Mayor's term. While their salaries are significantly higher than the EPWP stipend, the investigation concluded that these appointments fall outside the EPWP framework, said Macpherson. Macpherson stated that, 'While it may be considered unnecessary for such a unit, that is within the political decision-making realm of the mayor and not the minister to determine.' ''When I first learnt of the allegations, I moved speedily to ensure that public funds are protected and that an investigation be conducted as soon as possible. I therefore commend departmental officials for conducting the investigation within three weeks, which found that all EPWP funds transferred to Matjhabeng are accounted for, and that grant money was used strictly for its intended purpose — creating work opportunities for unemployed South Africans.'' With the national funds confirmed to be properly spent, Macpherson has ordered the release of all EPWP transfers withheld during the investigation so that projects in the municipality can continue without delay. 'As we work to reform the EPWP program towards becoming more transparent, a skills-transfer and a hand-up to permanent employment, the integrity of the program is paramount,' said Macpherson. 'Where allegations arise, we will investigate these speedily and provide feedback to the public as we have done in this case. This will ensure that a culture of transparency is built within the programme to keep officials accountable for how funds are distributed.' Macpherson said the municipality has to answer itself on the merits of establishing an EPWP support unit using funding from the municipality's budget. ''As the Department of Public Works & Infrastructure, we will continue to ensure good governance and accountability,' Macpherson said.
