New Delhi, Aug 20 (UNI) Education Minister Dharmendra Pradhan today said that the Indian Council of Social Science Research (ICSSR) has issued a notice to the non-governmental organisation Centre for the Study of Developing Societies (CSDS) for sharing incorrect data on social media regarding the Maharashtra elections.
Pradhan, while addressing the Indian Institutes of Management Bill in the Rajya Sabha amid Opposition uproar over the issue of electoral roll revision, said that Opposition members are disrupting the proceedings of Parliament based on such misleading data.
He said that CSDS shared these figures with vested interests to spread confusion and has issued an apology after the data was found to be incorrect.
Pradhan added that the NGO receives grants from ICSSR, which comes under the Ministry of Education, but it is unfortunate that such organisations are challenging the country's constitutional institutions using government funds.
He further stated that the ICSSR has confirmed issuing a notice to the NGO and said further action will be taken in the matter.
It is noteworthy that CSDS had shared some data related to the Maharashtra elections in a social media post, following which Opposition members raised questions about the Election Commission. UNI RBE SSP

New Delhi, Aug 20 (UNI) The Rajya Sabha today passed the IIM (Amendment) Bill, 2025 by voice vote amid a walkout by the Opposition. The bill pertains to the establishment of an Indian Institute of Management (IIM) in Guwahati, Assam. With this, the bill has received the approval of both Houses of Parliament, as the Lok Sabha had already passed it earlier. The Opposition staged a walkout over their demand for a discussion on the Special Intensive Revision (SIR) of the electoral rolls in Bihar, which was not accepted. Due to the uproar by the Opposition, the House was adjourned twice. When proceedings resumed at 2 PM, presiding Deputy Chairman Bhubaneswar Kalita called upon Education Minister Dharmendra Pradhan to introduce and move the bill for discussion and passage. As soon as Pradhan stood up to speak, Opposition members began demanding a discussion on the electoral roll issue and started raising slogans near the Chair. Kalita allowed Leader of the Opposition Mallikarjun Kharge to speak, but when Kharge attempted to raise the electoral roll issue, the Chair disallowed it, stating that no discussion on matters other than the bill would be permitted. In protest, the Opposition members raised slogans and walked out of the House. Following a brief discussion and the Minister's reply, the bill was passed by voice vote. Some amendments to the bill had been proposed by Opposition members, but due to their absence from the House, these could not be moved. The bill provides for the establishment of an IIM in Guwahati. Until the first Board of Governors is formed, the institute will be run by a person appointed by the central government. The estimated cost for this institute is Rs 5,500 crore. The bill also includes amendments to the Indian Institutes of Management Act, 2017, declaring IIMs as institutions of national importance and providing for regulation of their functioning. Responding to the discussion, Pradhan said the bill fulfils a long-standing demand of Assam and that academic sessions would begin from this term itself. He added that student admissions and faculty recruitment would be done accordingly. He noted that this would be the 22nd IIM in the country, with a total cost of Rs 555 crore. Pradhan highlighted that India has become the world's fourth-largest economy and is on its way to becoming the third largest, attributing this progress to the skills of its youth and the contribution of national institutions. He accused previous governments of neglecting the Northeast. He said that while only 13 IIMs were established in the first 53 years since the inception of IIMs in 1961, the number has increased to 22 in the last 11 years under the Narendra Modi government. The Education Minister also mentioned that the UAE had requested India to establish IITs and IIMs there, in recognition of their achievements. As a result, such institutes have now been established in Abu Dhabi and Africa. Earlier, BJP's Geeta alias Chandraprabha initiated the discussion by saying that the pace of opening educational institutions has doubled since the Modi government came to power. She claimed that two new colleges and one new ITI are being opened every day in the country. YSRCP's Golla Babu Rao demanded that vacant faculty positions at the Visakhapatnam IIM be filled. Biju Janata Dal's Niranjan Bishi supported the bill and also raised the issue of filling vacancies in these institutions. AIADMK's M. Thambidurai raised the issue of student suicides in management institutes. NCP's Praful Patel welcomed the move to open an IIM in Assam and supported the bill. BSP's Ramji raised the issue of SC/ST students not receiving their PhD fellowships on time. He demanded that 50 percent of seats at the new institute be reserved for students from the Northeast. A day after Sanjay Kumar, co-director of Lokniti, a research programme at the Centre for the Study of Developing Societies (CSDS), withdrew a post relating to the Maharashtra elections citing data 'error' and apologised on the platform X, police in Nagpur and Nashik registered FIRs against him on complaints from two Tehsildars. Also Wednesday, the Indian Council of Social Science Research (ICSSR), which operates under the aegis of the Ministry of Education and supports the CSDS, issued a show cause notice to the CSDS, asking it to explain within seven days why its grant-in-aid should not be withdrawn. The ICSSR flagged what it called multiple 'irregularities', including 'manipulation' of data and sharing it with the media to malign the reputation of the Election Commission of India. On August 17, Kumar put out a post stating that Ramtek and Devlali in Maharashtra had shown a 36-38% decrease in the number of voters between the Lok Sabha and Assembly polls in Maharashtra. On Tuesday, he apologised for the post. 'I sincerely apologize for the tweets posted regarding Maharashtra elections. Error occurred while comparing data of 2024 LS and 2024 AS. The data in row was misread by our Data team. The tweet has since been removed. I had no intention of dispersing any form of misinformation,' Kumar said. The FIR in Nagpur was registered on a complaint from the Ramtek tehsildar while the Nashik FIR was based on a complaint from Nashik's Nayab Tehsildar who accused Kumar of circulating 'false and misleading' voter data about the Devlali (SC) Assembly constituency. Nayab Tehsildar Praveena Shekhar Tadvi, who oversees election-related work in Devlali, said she was instructed by the state election office to take action and, accordingly, the FIR was registered. The Nashik district election office, in a statement on X, said, 'Sanjay Kumar from CSDS has posted misleading information of voters of 126-Devlali AC for LS-2024 and MH LA-2024, case is registered against him. It is requested of all citizens to verify the info only from the ECI website.' According to the complaint filed by the Ramtek Tehsildar, the CSDS's claim was false, misleading citizens and voters. In both FIRs, Kumar has been booked under multiple BNS sections including Section 175 (false election information), Section 353 (1) (B) (statements conducing to public mischief), Section 212 (false information to a public servant), Section 340 (use of forged documents or electronic records as genuine), and Section 356 (defamation). Meanwhile, the ICSSR show cause notice, flagging media reports of people in CSDS questioning the credibility of the Special Intensive Revision of electoral rolls and also 'manipulating data' in relation to the Maharashtra elections, asked the CSDS to reveal the source of funding of these studies. Contacted by The Indian Express, Kumar declined to comment on the show cause notice.

Brussels, Aug 20 (UNI) A member of the European Parliament (MEP) commented that the sanctity and credibility of international legal institutions has been severely undermined, amid the West's attempts at waging 'lawfare' against Russian President Vladmir Putin. The Luxembourg MEP Fernand Kartheiser, made his comments to RT after Switzerland offered to host Ukraine peace talks and suggested that Putin will have immunity from the International Criminal Court (ICC). The ICC issued a warrant against the Russian leader in March 2023, alleging the unlawful deportation of children from Ukraine and war crimes, which Moscow has denied. Kartheiser questioned the credibility of the warrant against Putin, insisting it was initially designed as part of a broader Western strategy to weaken Moscow. 'We had this diplomatic isolation. We had economic sanctions. We had military support for Ukraine. We had many ways to weaken Russia and one of those ways is lawfare,' the MEP recalled. He further termed the strategy 'counterproductive for any diplomatic efforts to settle the conflict,' and pointed out that the ICC warrant is 'basically not practicable'. 'We have a huge problem with the credibility of international jurisdictions,' Kartheiser said, adding that 'we should give it a thought and also stop to use lawfare as a weapon in this conflict.' The MEP further commented that Switzerland's proposal to host the summit was an attempt to restore its neutrality and argued that Ukraine should hold elections as Volodymyr Zelensky's mandate as president has expired, calling into question his legitimacy as head of state.
