26% staff crunch affects Kendriya Vidyalayas in Karnataka
Hubballi: Karnataka has 53 Kendriya Vidyalayas (KVs) run by the Union govt. According to an RTI reply, there is a 26% shortage of teachers at KVs in the Bengaluru region, which includes all districts of the state. Some schools are functioning without a full-fledged principal, and some are left understaffed. The parents who are mainly from union govt departments, including the defence and paramilitary personnel, the state govt, and civilians, are worried about the shortage. In an RTI reply, a copy of which is available with the TOI, Hema K, assistant commissioner, Kendriya Vidyalaya Sangathan (KVS), Bengaluru Region, stated that there are 1,981 sanctioned posts, but 524 of them are vacant. Umapati Bandakeri, secretary of KV Alumni Association, Hubballi-Dharwad, told TOI that the shortage of teachers is hampering the academic curriculum of KVs across the state. "Though they appoint local teachers on a contract basis, they can't be engaged in departmental training and other activities like permanent teachers. Hence, KVs should hold region-wise written tests for the recruitment of teachers and provide question papers in regional languages. On the other hand, north Indian teachers, who get posted in south Indian states, will be going back to north India within a year or two using their political influence, even though there is a norm of not transferring a teacher within five years of posting," he elaborated. He also noted that earlier, it was mandatory to have a substitute, like local contractual teachers, to relieve any transferred teacher. "Nowadays, this mandate is removed, and north Indian teachers are being relieved at any time from Karnataka or any other state without the arrangement of substitutes," he added. Prakash, who worked as a contractual teacher at a KV in Bengaluru, said that he was mercilessly terminated when a permanent teacher joined. "I suffered without a job for the remaining academic year, as I was terminated in the middle of the year. Since then, I have stopped joining KV," he added. While 21 posts are vacant in KV No. 2 Hubballi, against 51 sanctioned posts, KV Dharwad has 21 vacant posts against 55 sanctioned posts. Gujarat govt seeks public feedback to revamp school mgmt panels
Ahmedabad: To improve the quality of teaching in schools and enhance community participation in children's education, the state education department has invited suggestions from citizens on the roles and responsibilities of school management committees. Citizens will have 45 days to send their feedback to smcgujarat@ officials said. The SMCs were constituted under the provisions of the Right to Education (RTE) Act, 2009. Every govt primary school is required to form such a committee to ensure transparency, accountability and active community involvement in school administration. These committees are reconstituted every two years. The original guidelines defining SMC duties were issued in 2011, but the govt now plans to make major changes based on citizens' inputs. Public suggestions can cover areas such as reading, writing, arithmetic, co-curricular activities, cleanliness, school health check-up programmes, attendance and school trips. Citizens may also suggest improvements related to exams, competitions, participation of SMC representatives during cluster resource centre visits and physical verification of facilities. The govt said that after reviewing public suggestions, it will revise and strengthen the 2011 framework to make SMCs more effective in improving the quality of education . Activist demands transparency in functioning of T.N. SC/ST Commission
An activist has demanded transparency in the functioning of the Tamil Nadu State Commission for Scheduled Castes and Scheduled Tribes. Based on a recent Right to Information (RTI) Act reply to a number of petitions resolved by the commission since its inception in 2021, social activist Karthik said of 6,291 petitions received, only 4,173 petitions were resolved. Over 2,100 petitions had not been settled, he added. Commenting on the functioning of the Commission, Mr. Karthik said since its formation in 2021, the Commission's functioning lacked transparency. 'Starting from chairperson to the members in the Commission, all are being paid in lakhs of rupees. The chairperson, who is the retired judge, is paid ₹2.50 lakh and the vice-chairperson is paid ₹1.50 lakh,' he said. As the period of members of the first Commission, who were appointed in August 2021 ended in August 2024, a new set of members were selected and appointed in February 2025. In addition to the monthly salary, the members were enjoyed benefits like travel, assistance, stay, and so on, Mr. Karthik added. 'The lakhs and lakhs of rupees paid as salary to the Commission comes from the taxpayers' money,' Mr. Karthik said. In such a situation, to learn about the efficiency of the Commission, a platform to understand its progress should have been created, he added. Akin to the exclusive website for the SC/ST Commission in Karnataka, which allowed to review the performance of the members through the data available on resolved petitions and also comment on their performance, a website should be created for the Commission in Tamil Nadu, he said. As the number of crimes against SC and STs, according to National Crime Records Bureau (NCRB), had been increasing every year, the assessment of the Commission formed only to investigate such matters, was very essential, he said. He said: 'Only through progressive comments and suggestions could the functioning of commission be reviewed and improved. The State government, if wishes to mitigate crimes against SC/STs should provide an opportunity for the public to take part in the Commission's functioning.'
