
Gujarat govt seeks public feedback to revamp school mgmt panels
Citizens will have 45 days to send their feedback to smcgujarat@ssguj.in, officials said.
The SMCs were constituted under the provisions of the Right to Education (RTE) Act, 2009. Every govt primary school is required to form such a committee to ensure transparency, accountability and active community involvement in school administration. These committees are reconstituted every two years. The original guidelines defining SMC duties were issued in 2011, but the govt now plans to make major changes based on citizens' inputs.
Public suggestions can cover areas such as reading, writing, arithmetic, co-curricular activities, cleanliness, school health check-up programmes, attendance and school trips. Citizens may also suggest improvements related to exams, competitions, participation of SMC representatives during cluster resource centre visits and physical verification of facilities.

The move aligns with the National Education Policy (NEP) 2020, which emphasises greater involvement of parents and the local community in children's education. Earlier this year, CM Bhupendra Patel directly interacted with SMC members through video conferencing, following which suggestions were received from legislators, parliamentarians and committee representatives. Recommendations included mandatory parent meetings, awareness about SMC functions, consensus-based selection of members and inclusion of retired teachers, principals or education enthusiasts as experts.
The govt said that after reviewing public suggestions, it will revise and strengthen the 2011 framework to make SMCs more effective in improving the quality of education .

Can't supply school uniforms for students, only subsidy: Delhi govt to HC
The Delhi government has informed the High Court that it will not be able to provide school uniforms in kind to students this academic year — despite previously assuring the court it would do so before the new academic session. The issue stems from a 2013 petition highlighting the failure to provide free uniforms as mandated under the Right to Education (RTE) Act. The High Court has consistently directed that uniforms be supplied physically rather than by transferring money to families. In its latest submission, the Education Department cited 'operational difficulties' and said the matter had been placed before the Council of Ministers. As per the Cabinet decision taken on May 10, 'The Council of Ministers approved the proposal of the Education Department for revision of rates of school uniform for students of Delhi government schools through the direct bank transfer (DBT) mode, due to operational difficulties in providing it in kind.' It added: 'The Council of Ministers further directed the Education Department to approach the Hon'ble High Court of Delhi accordingly.' The government informed the court that students in Classes I-V will now receive Rs 1,250, those in Classes VI-VIII will receive Rs 1,500, and those in Classes IX-XII will receive Rs 1,700. These revised rates, which were notified on June 10, will apply to students in government and aided schools, as well as to children from the Economically Weaker Section (EWS) and Disadvantaged Group (DG) categories studying in private schools under the RTE and Freeship quota. The previous rates of Rs 1,100, Rs 1,400 and Rs 1,500 respectively had remained unchanged since 2017-18. However, the petitioner, Justice For All, a Delhi-based NGO, has argued that the increase is 'meagre' and that the subsidy continues to be misused by families instead of being spent on uniforms. The Directorate of Education told the court that the rates were calculated after a market survey using wholesale prices. A uniform kit at wholesale cost typically includes two sets of clothing, a sweater, socks, shoes, a belt; in the case of girls, it includes a suit or dupatta. While the Cabinet approved the revised figures, the department has said it will continue to disburse the subsidy through the DBT mode for at least one more year. The matter has been listed for hearing in September.

Bombay high court dismisses election petition against BJP legislator R Tamil Selvan
MUMBAI: Observing that the petition comprised vague and generic pleadings, the Bombay High Court on Tuesday dismissed an election petition filed against the victory of Bharatiya Janata Party (BJP) legislator Captain R Tamil Selvan. He won from the Sion-Koliwada constituency in the 2024 Maharashtra Assembly elections. Selvan petitioned the HC for the dismissal of the petition filed by Ganesh Kumar Yadav, the Indian National Congress (INC) candidate who emerged with the second-highest votes. Yadav earlier this year filed the election petition and, through his counsel Premlal Krishnan, challenged Selvan's election on grounds of non-compliance with certain rules and provisions, including those governing valid nominations under Section 33 of the Representation of People (RP) Act. Justice Milind Jadhav, who pronounced the judgment on Tuesday, said, 'It is, however, prima facie seen that the Election Petition comprises vague and generic pleadings and there is a complete absence of material facts.' Krishnan argued that averments in the petition were enough to lay the foundation for the challenge. The HC said, 'It is seen that on scrutiny, the Returning Officer has not found any ambiguity or mistake, much less, non-disclosure or falsehood which can be deemed as suppression. It is in this context that when the Election Petitioner approaches the Court, he has to make a concise material statement of facts with all details in the Petition itself at the threshold. The Petitioner cannot improve his case in further pleadings, which is the attempt of Petitioner before me. ' Once Selvan's nomination was held to be valid, it is deemed accepted and can only be rejected at the time of scrutiny. When the Returning Officer on scrutiny endorses each nomination, the nomination is considered valid, the HC held. Karnataka Assembly passes gig workers social security Bill
The Karnataka legislative assembly on Tuesday passed the Karnataka Platform-Based Gig Workers (Social Security and Welfare) Act, 2025. The legislation aims to impose obligations on aggregators to provide social security, occupational health, and safety benefits to gig Bill establishes a welfare fund for gig workers and proposes a fee ranging from 1-5% on payouts to workers for each transaction, varying by aggregator category, said labour minister Santosh Lad, while tabling the development comes in the wake of a projection by government think tank Niti Aayog that India will have 23.5 million gig workers by 2029-30.
