The Karnataka legislative assembly on Tuesday passed the Karnataka Platform-Based Gig Workers (Social Security and Welfare) Act, 2025. The legislation aims to impose obligations on aggregators to provide social security, occupational health, and safety benefits to gig workers.The Bill establishes a welfare fund for gig workers and proposes a fee ranging from 1-5% on payouts to workers for each transaction, varying by aggregator category, said labour minister Santosh Lad, while tabling the Bill.The development comes in the wake of a projection by government think tank Niti Aayog that India will have 23.5 million gig workers by 2029-30. Karnataka currently accounts for four lakh gig workers, both part-time and full-time, according to reports.A board proposed under the Bill will handle dispute resolution, worker registration, welfare fee certification mechanisms, and implementation and monitoring of welfare schemes, among other functions, as per a copy of the Bill seen by ET.The board will include the labour minister, additional chief secretary of labour, commercial taxes commissioner (or nominee), four gig worker representatives, four aggregator platform representatives, and other members.The Bill applies to workers on various platforms, including ride-sharing, food delivery, quick commerce, and logistics partners, as well as business-to-business services.A state ordinance that has been in effect since May 30 will now be replaced by the new legislation.

The original draft of the 130th Constitutional amendment Bill had proposed to cover only chief ministers and ministers at the Centre and in the states. As per the Bill, introduced by Shah on Wednesday, in case the prime minister does not tender his resignation on the 31st day of his arrest, "he shall cease to hold office from the day falling thereafter". Learn More Undo Dismissing the opposition's charge that the Bill was a ploy by the Modi regime to dislodge state govts by having their chief ministers and ministers removed through arrest in "motivated" cases, a senior govt functionary said that the same provisions apply to the prime minister and Union ministers. The functionary said it was high time that the PM, CM and ministers display character and conduct that aligns with constitutional morality and principles of good governance, and cited the example of govt employees who are deemed suspended if detained in custody for only 48 hours. "Why should bureaucrats/govt personnel alone bear moral responsibility in the event of detention or arrest? Ministers are also public servants and must withdraw from office if arrested for 30 days. They can always rejoin the same post after release," underlined the functionary. He added that the 30-day timeframe is enough for the affected PM/CM/minister to apply for bail and have it heard and decided, right till the last court of appeal.

Bengaluru: The Comptroller and Auditor General (CAG) Wednesday pulled up Karnataka Building and Other Construction Workers Welfare Board for irregular and unauthorised expenditure of Rs 259 crore during the first wave of Covid-19 in 2020. In a report tabled in the legislature, CAG said the board had initially proposed a preventive health training and check-up programme for five lakh registered construction workers across the state. Its first proposal in July 2020, estimated at Rs 10 crore, was rejected by the finance department, which sought more clarity. A second proposal in Dec 2020 was also blocked after the finance department demanded justification for awarding the project to three agencies directly, without following the tender process, and for seeking 4(g) exemption under the Karnataka Transparency in Public Procurement (KTPP) Act. The CAG noted, "Thus, the award of contracts from Sept 2021 to May 2022 in contravention to the act/rules resulted in irregular expenditure of Rs 258.8 crore." Responding to the audit, the govt said in Aug 2024 that the work was entrusted directly since a 4(a) exemption was accorded and that there was no contravention of rules. However, CAG rejected this defence, stating the reply was "unacceptable" as it was meant to address the Covid-19 emergency and criticised the labour department for approving work by splitting them into 30 sub-works of Rs 10 crore each despite finance department objections and without cabinet approval. The report also flagged irregularities in the registration of members. Of the board's 42.5 lakh registered workers, CAG found a significant number were not actually construction workers. A random survey of 399 applicants who registered through the Seva Sindhu portal revealed beneficiaries included tailors, clerks, weavers, and others from unrelated professions. Rajya Sabha on Wednesday passed a Bill to set up the country's 22nd Indian Institute of Management in Guwahati. The Indian Institutes of Management (Amendment) Bill, 2025 was passed by voice vote. The Opposition, which continued to seek a debate on the Special Intensive Revision (SIR) of the electoral rolls in Bihar, did not take part in the hour-long discussion, walking out soon after the Bill was introduced. Lok Sabha cleared the Bill, which provides for an investment of `555 crore to set up the institution, on Tuesday. Rajya Sabha Leader of Opposition Mallikarjun Kharge, when given the floor, said the Opposition has been trying to raise the issue of SIR daily. The Chair, Bhubaneshwar Kalita, did not allow him to raise the issue. As the Opposition walked out amid sloganeering, Kalita said: 'You are walking out, that is also a part of democracy. But while going out also, you should maintain decorum.' Union Education Minister Dharmendra Pradhan, who introduced the Bill, said: 'They are not letting the Parliament, which runs on the taxes of the poor people, (function).' He also said the Congress was referencing information posted by an expert from Centre for the Study of Developing Societies (CSDS) with malafide intentions. He also said the institution had received funding from the ICSSR and that taking money from India and challenging its constitutional system is not a good thing. Several members who participated in the discussion said the institute would ensure access to good global quality education in the northeast. AIADMK member M Thambidurai raised the issue of student suicides at IIMs. He also raised the issues of appointments of V-Cs in Tamil Nadu, which is stuck in a legal quagmire. The TN government is currently in court over a set of laws that shift the power to appoint V-C to the state government from the Governor. In his response, Pradhan said his ministry will look into the suggestions from members.
