
U.S., China extend tariff deadline for 90 days just hours before expiration
Trump posted on his Truth Social platform that he signed the executive order for the extension, and that 'all other elements of the Agreement will remain the same.' Beijing at the same time also announced the extension of the tariff pause, according to the Ministry of Commerce.
The previous deadline was set to expire at 12:01 a.m. Tuesday. Had that happened the U.S. could have ratcheted up taxes on Chinese imports from an already high 30 per cent, and Beijing could have responded by raising retaliatory levies on U.S. exports to China.
The pause buys time for the two countries to work out some of their differences, perhaps clearing the way for a summit later this year between Trump and Chinese President Xi Jinping, and it has been welcomed by the U.S. companies doing business with China.

Sean Stein, president of the U.S.-China Business Council, said the extension is 'critical' to give the two governments time to negotiate a trade agreement that U.S. businesses hope would improve their market access in China and provide the certainty needed for companies to make medium- and long-term plans.
'Securing an agreement on fentanyl that leads to a reduction in U.S. tariffs and a rollback of China's retaliatory measures is acutely needed to restart U.S. agriculture and energy exports,' Stein said.
China said Tuesday it would extend relief to American companies who were placed on an export control list and an unreliable entities list. After Trump initially announced tariffs in April, China restricted exports of dual-use goods to some American companies, while banning others from trading or investing in China. The Ministry of Commerce said it would stop those restrictions for some companies, while giving others another 90-day extension.
Reaching a pact with China remains unfinished business for Trump, who has already upended the global trading system by slapping double-digit taxes – tariffs – on almost every country on earth.

Trump's trade policies have turned the United States from one of the most open economies in the world into a protectionist fortress. The average U.S. tariff has gone from around 2.5 per cent at the start of the year to 18.6 per cent, highest since 1933, according to the Budget Lab at Yale University.

But China tested the limits of a U.S. trade policy built around using tariffs as a cudgel to beat concessions out of trading partners. Beijing had a cudgel of its own: cutting off or slowing access to its rare earths minerals and magnets – used in everything from electric vehicles to jet engines.
In June, the two countries reached an agreement to ease tensions. The United States said it would pull back export restrictions on computer chip technology and ethane, a feedstock in petrochemical production. And China agreed to make it easier for U.S. firms to get access to rare earths.
'The U.S. has realized it does not have the upper hand,'' said Claire Reade, senior counsel at Arnold & Porter and former assistant U.S. trade representative for China affairs.
In May, the U.S. and China had averted an economic catastrophe by reducing massive tariffs they'd slapped on each other's products, which had reached as high as 145 per cent against China and 125 per cent against the U.S.

Those triple-digit tariffs threatened to effectively end trade between the United States and China and caused a frightening sell-off in financial markets. In a May meeting in Geneva they agreed to back off and keep talking: America's tariffs went back down to a still-high 30 per cent and China's to 10 per cent.

Having demonstrated their ability to hurt each other, they've been talking ever since.
'By overestimating the ability of steep tariffs to induce economic concessions from China, the Trump administration has not only underscored the limits of unilateral U.S. leverage, but also given Beijing grounds for believing that it can indefinitely enjoy the upper hand in subsequent talks with Washington by threatening to curtail rare earth exports,' said Ali Wyne, a specialist in U.S.-China relations at the International Crisis Group. 'The administration's desire for a trade détente stems from the self-inflicted consequences of its earlier hubris.'
It's unclear whether Washington and Beijing can reach a grand bargain over America's biggest grievances. Among these are lax Chinese protection of intellectual property rights and Beijing's subsidies and other industrial policies that, the Americans say, give Chinese firms an unfair advantage in world markets and have contributed to a massive U.S. trade deficit with China of $262 billion last year.
Reade doesn't expect much beyond limited agreements such as the Chinese saying they will buy more American soybeans and promising to do more to stop the flow of chemicals used to make fentanyl and to allow the continued flow of rare-earth magnets.
But the tougher issues will likely linger, and 'the trade war will continue grinding ahead for years into the future,'' said Jeff Moon, a former U.S. diplomat and trade official who now runs the China Moon Strategies consultancy.

What kind of Canada do we want to build?
When the prime minister and premiers recently met in Saskatoon, it was Trump's attacks that brought them together. As wildfires forced tens of thousands to evacuate in Alberta, Saskatchewan, Manitoba and Ontario, the first ministers gathered to discuss the nation-building projects Canada needs. Driving into town through the smoke, they passed our billboards: a wildfire fighter facing a smoke-filled sky with the message 'Don't Let Canada Burn. Connect Canada's Clean Power. Build the East-West Electricity Grid. ' Crisis has a way of sharpening choices between falling back on what you know and evolving into what you can be. Canada must retool our economy to withstand US economic pressure and the escalating fossil-fuel-driven climate disasters. There are loud voices calling for us to react by building new pipelines, trampling Indigenous rights and deluding ourselves about climate pollution. Instead, we must build to last. We can strengthen our communities with clean, affordable energy. We can steward some of the world's vast remaining forests. We can cut pollution, grow good jobs that can't be offshored and build our economy on security, not volatility. The economic future will belong to countries that can supply affordable, clean power for their economies, writes Jamie Biggar In doing so, we'll position ourselves to be leaders in the clean electricity transition that's building momentum. Despite political backsliding in the US, demand for clean electricity technology is booming because it's cheaper, faster to deploy and safer for communities. In China, EV car sales grew 40 per cent in 2024 alone, and now 1 in 4 cars sold worldwide in 2025 will be electric. Global oil demand will peak this decade. According to the International Energy Association, annual global investment in clean energy and electricity infrastructure is now fully double the global investment in fossil fuels. In 2026, the $26T European Union market will introduce a carbon tariff, putting real costs on any carbon-intensive imports from countries that fall behind. The economic future will belong to countries that can supply affordable, clean power for their economies. We have a choice: invest in infrastructure that sets Canada up to thrive for the next fifty years, or double down on costly projects designed for a world that is slipping away. Clean, reliable electric power is the future because it cuts risks, costs and pollution alike. Since clean electricity is where the world is going, we are fortunate to have incredible resources and leaders across the country. Canada's largest operating battery storage facility opened in Ontario just before the first ministers' meeting — a project conceived by the Six Nations of the Grand River Development Corp, with a 70 per cent Indigenous workforce. One of the most powerful nation-building, Trump-proofing projects is an East-West electricity grid that moves clean power when it's needed. Since the 1960s, we have built our electricity grids North-South to export power to the US. We've neglected East-West connections that would unite our country and boost our economy. It's time to change that. Consider Alberta and BC. Alberta has world-class wind and solar potential. BC has massive hydroelectric capacity. Connecting their grids means clean Alberta power will flow to BC when the wind blows and the sun shines. When the wind dies down and day turns to night, then BC's power will flow back to Alberta. That's a system built to last. Nova Scotia is another case in point. The province has vast offshore wind potential — enough to send power across Eastern Canada, including the markets and manufacturing centres of Quebec. But without links between the provinces, that energy won't reach the places it's needed. This isn't just about megawatts. It's about the country we want to build. Do we want short-term projects that lock us into pollution and geopolitical risk, or long-term infrastructure that strengthens Canada's independence and economic staying power? It also means meaningful partnership with Indigenous communities whose lands and rights are too often trampled when governments rush major projects. True partnership, based on consent, is moral, constitutional and smart. It leads to better designed projects, fewer delays and shared prosperity. At its best, Canada is a country built on evolving agreements between nations — Indigenous and non-Indigenous. We can live up to that vision by ensuring Indigenous peoples are full partners in building a clean energy future — indeed, they have been leading in the field in Canada for years. Prime Minister Carney is right that we are making decisions in a 'hinge' moment for the country. We're deciding what kind of projects we will fund and fast-track. We can keep pouring public money into unneeded pipelines. Or, we can build the infrastructure to connect our clean power and secure our long-term prosperity. Don't let Canada burn. Canada needs energy that's built to last: clean, reliable and built in partnership with the communities that host it.

Trump's latest attack on carbon research will hamper Canadian scientists
In early August, Debra Wunch, an atmospheric physicist at the University of Toronto, got wind that the Trump administration might destroy the NASA satellite that underpins her career. "It's devastating," said Wunch, who studies how many greenhouse gases Toronto emits and the impact of boreal forests on the carbon cycle. "These satellites have been a fundamental part of my career since 2007 — I've been working with these data for a very long time." The satellite, OCO-2, is part of NASA's Orbiting Carbon Observatory (OCO) project and measures where on the Earth's surface carbon dioxide is being emitted or absorbed. The data are detailed enough that researchers can pinpoint carbon dioxide emissions from a specific source, such as a power plant or wildfire, and track changes in the growing season. The data are widely used by scientists, farmers and the fossil fuel industry. Last week, NPR reported that the Trump administration asked employees at NASA to create plans to end at least two satellite missions, including the OCO project, as part of Trump's proposed budget cuts. If those plans go through — Trump's budget needs to be approved by Congress, which isn't guaranteed — the OCO-2 satellite will be destroyed when it burns up re-entering the atmosphere after being abandoned. Although budget cuts are being used to justify the move, the Trump administration has made similar efforts to dismantle other programs dedicated to monitoring climate change. Soon after taking office, he forced US government researchers at the National Oceanic and Atmospheric Administration (NOAA) to stop all collaboration with "foreign nationals" — a move critics decried as a "body blow to climate research." The administration has also stopped tracking the cost of climate-related disasters, and is pushing the country's Environmental Protection Agency to eliminate the legal basis for some of the US's key climate rules — with "indispensible" help from climate denying Canadian economist Ross McKitrick — among dozens of other moves to roll back climate efforts. Russ Vought, the director of the Trump White House Office of Management and Budget — the office responsible for drafting the White House's budget proposal — was a co-author of the Heritage Foundation's Project 2025. In that document, he wrote that"the Biden Administration's climate fanaticism will need a whole-of-government unwinding." The Trump administration wants to eliminate a NASA satellite mission that pinpoints carbon dioxide emissions from a specific source, such as a power plant or wildfire, and track changes in the growing season. The OCO project also operates a second device on the International Space Station, OCO-3. Last month, NASA announced it is accepting proposals from companies and universities that want to cover the machine's operating costs. The devices are still functional, and an official review by NASA in 2023 recommended continuing the mission for at least three more years. It concluded the satellite is of "high utility" because it helps agencies track industrial emissions, the planet's carbon cycle and to monitor compliance with international climate commitments. Operating both devices costs about $15 million a year — roughly two per cent of the $750 million it cost NASA to build them, David Crisp, the NASA scientist who designed the instruments and managed the missions until 2022, told NPR. Wunch is one of thousands of researchers, including several Canadians, who have worked on the OCO or rely on data collected by the devices to better understand the climate crisis and whether our efforts to fight it are working. OCO-2 was the first satellite dedicated to making CO2 measurements with enough accuracy and precision to answer scientific questions about the carbon cycle, said Ray Nassar, a scientist with Environment and Climate Change Canada who was the first person to use OCO-2 data to calculate emissions specific to coal-fired power plants in 2017. "OCO-2 was extremely important in giving us the first observations of that kind that could do that," he said. "They're the leading satellites making this type of measurement, and there's already been a significant investment to get them up in space. To just turn them off at this point, we would lose a valuable source of data" The satellite circles the Earth from south to north, monitoring CO2 in the atmosphere in narrow bands roughly one kilometer wide. This gives researchers enough precision to identify where the gas is being emitted or absorbed, a level of detail unmatched by any other satellites currently in orbit. "Because it's measuring carbon dioxide all around the world, we're able to get more of an idea of regionally, where carbon is being absorbed and where it's being emitted," said Brendan Bryne, a Canadian researcher who worked on the OCO project at NASA's Jet Propulsion Lab between 2018 and 2024. Japan has three CO2-measuring satellites in orbit, but they scan a bigger area than the OCO ones. The European Space Agency is planning to send three satellites that can collect similar data on CO2 emissions into space late next year. OCO-2 and OCO-3 can also measure a specific type of photon that plants release during photosynthesis, which researchers can use to track changes in the growing season, as well as when boreal forests start re-absorbing carbon after a wildfire. Losing the satellites will prevent her and other researchers from conducting most of this type of research, said Wunch. "Without commenting on a specific policy decision by any country, turning off satellites that are delivering valuable data is generally a bad thing to do," said Nassar. Simon Donner, a climate scientist at the University of British Columbia, wrote in an email that Trump's proposal is "a foolish decision for financial reasons alone. The vast majority of the cost of satellites is in their construction and launch. Once they are in space, it is relatively cheap to keep them operating, and you get downstream economic benefits from the use of the data." Canada's National Observer reached out to NASA asking about the proposed cuts, but didn't receive a response. Environment and Climate Change Canada couldn't provide a response by deadline to a question about whether Canada could take over the project's operational costs, if the US were willing to transfer the mission. Wunch was clear about the toll that could come if NASA is forced to abandon the OCO mission: "I'm just very sad," she said.

Zelenskyy to meet with UK's Starmer as Europe braces for Trump-Putin summit
British Prime Minister Keir Starmer is expected to welcome Ukrainian President Volodymyr Zelenskyy in London Thursday morning, the latest meeting between the Ukrainian leader and the head of a European country as the continent braces for a critical U.S.-Russia summit in Alaska on Friday. Zelenskyy's trip to the British capital comes a day after he took part in virtual meetings from Berlin with U.S. President Donald Trump and the leaders of several European countries. Those leaders said Trump had assured them he would make a priority of trying to achieve a ceasefire in Ukraine when he meets with Russian President Vladimir Putin on Friday in Anchorage. Both Zelenskyy and the Europeans have worried the bilateral U.S.-Russia summit would leave them and their interests sidelined, and that any conclusions reached could favor Moscow and leave Ukraine and Europe's future security in jeopardy with Russia's full-scale invasion of Ukraine now in its fourth year. Yet some of those leaders, like German Chancellor Friedrich Merz and French President Emmanuel Macron, praised Wednesday's video conference with Trump as constructive. Speaking after the meetings to reporters, Trump warned of 'very severe consequences' for Russia if Putin does not agree to stop the war against Ukraine after their Friday meeting. Territorial integrity Starmer on Wednesday said the Alaska summit would be 'hugely important,' and could be a 'viable' path to a ceasefire in Ukraine. But he also alluded to European concerns that Trump may strike a deal that forces Ukraine to cede territory to Russia, and warned that Western allies must be prepared to step up pressure on Russia if necessary. During a call Wednesday among leaders of countries involved in the 'coalition of the willing' — those who are prepared to help police any future peace agreement between Moscow and Kyiv — Starmer stressed that any deal reached on bringing the fighting to an end must protect the 'territorial integrity' of Ukraine. 'International borders cannot be, and must not be changed by force, and again that's a long-standing principle of this group,'' he said. 'And alongside that, any talk about borders, diplomacy, ceasefire has to sit alongside a robust and credible security guarantee to ensure that any peace, if there is peace, is lasting peace and Ukraine can defend its territorial integrity as part of any deal.' Some Ukrainians skeptical With another high-level meeting on their country's future on the horizon, some Ukrainians expressed skepticism that any breakthroughs would be achieved during Friday's U.S.-Russia summit. Oleksandra Kozlova, 39, a department head at a digital agency in Kyiv, told The Associated Press on Wednesday that she believes Ukrainians 'have already lost hope' that meaningful progress can be made on ending the 3 1/2-year-old war. 'I don't think this round will be decisive,' she said. 'There have already been enough meetings and negotiations promising us, ordinary people, that something will be resolved, that things will get better, that the war will end. Unfortunately, this has not happened, so personally I don't see any changes coming.' Anton Vyshniak, a car salesman in Kyiv, said Ukraine's priority now should be saving the lives of its military servicepeople, even at the expense of making territorial concessions. 'At the moment, the most important thing is to preserve the lives of male and female military personnel. After all, there are not many human resources left,' he said. 'Borders are borders, but human lives are priceless. Therefore, some principles can be disregarded here.' Russia and Ukraine trade strikes Russian strikes in Ukraine's Sumy region overnight Wednesday resulted in numerous injuries, Ukrainian regional officials said. A missile strike on a village in the Seredyna-Budska community injured a 7-year-old girl and a 27-year-old man, according to regional governor Oleh Hryhorov. The girl was hospitalized in stable condition. In the southern Kherson region, Russian artillery fire struck the village of Molodizhne on Thursday morning, injuring a 16-year-old boy, regional governor Oleksandr Prokudin said. The teenager suffered an explosive injury, shrapnel wounds to his arms and legs and an acute stress reaction. He was hospitalized in moderate condition, Prokudin said. In Russia, an oil refinery in the Volgograd region caught fire after a Ukrainian drone attack overnight, according to local governor Andrei Bocharov. The refinery, one of the biggest producers of petroleum products in southern Russia, has been a frequent target of drone attacks, according to Russian independent news site Meduza. Overall, Russia's Defense Ministry reported destroying 44 Ukrainian drones over Russian regions and the annexed Crimea overnight. In Belgorod, the biggest city in the namesake region on the border with Ukraine, three civilians were injured in a Ukrainian drone attack, Gov.
