J&K LG dismisses 3 govt employees for links with terror outfits
Srinagar: Continuing action against the terror ecosystem, J&K Lt Governor Manoj Sinha on Tuesday dismissed three government employees for their links with terrorist outfits.
Officials said that in a major crackdown on terror sympathisers embedded in the government system, the Lt Governor dismissed Jammu and Kashmir Police constable Malik Ishfaq Naseer, School Education Department teacher Ajaz Ahmed and Government Medical College, Sringar, junior assistant Waseem Ahmad Khan for their involvement with Pakistan backed terror outfits Lashkar-e-Taiba (LeT) and Hizbul Mujahideen (HM).
"The three of them were found to be active terror associates, facilitating arms smuggling, attacks on security forces, and providing logistical support to terrorists. All three are currently in judicial custody," an official said.
The Lt Governor is empowered with the authority to dismiss government employees linked to terrorists in J&K.
These dismissals are carried out without following the usual procedure needed for such action, as special powers vested in the Lt Governor do not require holding the time-consuming procedure detailed otherwise in the service rules.
Under provisions of Article 311(2)(c) of the Constitution, the Lt Governor can bypass the usual procedure whenever the activities of any government employee are found detrimental to the interests of the state and aimed at secession and anti-national activities.
In the past as well, the Lt Governor has dismissed over two dozen government employees linked with terrorism.
Before the abrogation of Article 370, the hold of the state government on its employees was so loose that the government employees' association in Kashmir was also a constituent of the separatist All Party Hurriyat Conference.
The Kashmir Bar Association, the elected body of lawyers, was also a member of the separatist amalgamation.

Mangaluru: A coalition of Hindu organisations under the banner of the United Forum of All Hindu Organisations has submitted a formal memorandum to the District Commissioner and the Inspector General of Police, alleging police harassment of Hindu activists in Dakshina Kannada district. The Forum has called for immediate intervention and a high-level inquiry into what it describes as "grave violations of civil liberties and constitutional rights." At a press conference held in Mangaluru, leaders from various affiliated groups accused district police of 'unlawful surveillance and intimidation,' claiming that activists have been summoned for questioning late at night without formal notices, photographed without consent, and had GPS data of their residences collected. They further alleged that even senior citizens and daily-wage workers with no history of activism had been subjected to harassment. The organisations cited several alleged violations of fundamental rights under Articles 14, 19, and 21 of the Constitution and claimed that recent actions also contravened provisions of the Indian Penal Code. Particular concern was raised over arrests and FIRs being filed against individuals for their social media activity. In their appeal, the Forum demanded that: A high-level inquiry be initiated into the conduct of senior police officials. Police action adheres to the Supreme Court's guidelines on human rights. Elderly persons allegedly harassed should be compensated and receive written apologies; Officers found guilty of misconduct will be held accountable. Hindu leaders facing threats should be provided legal protection; Violence during the funeral procession of a local resident be probed and perpetrators prosecuted; A renewed investigation into the alleged role of banned groups in recent violence, including the murder of activist Suhas Shetty, be conducted. Hate speech cases be registered against certain SDPI leaders. Among those present at the press meet were religious and community leaders, including Vidyasaraswati Swamiji of Bharat Sant Samiti (Karnataka Region), Bhaskar Chandra Shetty of Hindu Yuva Sena, representatives from Shri Ram Sena, Hindu Janajagruti Samiti, Hindu Jagarana Vedike, and several legal professionals and social workers. The Forum maintained that its appeal was intended to safeguard democratic rights and ensure justice, while urging authorities to take swift and impartial action.

Central portal for waqf properties to be launched today
NEW DELHI: Ahead of the launch of 'UMEED' Central Portal that will start the process of building a fresh database of all waqf properties, minority affairs minister Kiren Rijiju has stressed that the portal in no way violates the law or the Constitution. The minister was reacting to questions regarding All India Muslim Personal Law Board 's statement that it will challenge the legal validity of the portal in Supreme Court where Waqf Amendment Act 2025 is under scrutiny owing to petitions filed against its provisions. Speaking on the sidelines of a programme to mark World Environment Day at the Central Waqf Council in Saket on Thursday, Rijiju pointed out that there was no stay on the law, with the portal being the first crucial step for improving waqf management in India. 'The country runs on the basis of the law and the Constitution, not on the basis of what they (AIMPLB) say. Those opposing the law are doing so due to political reasons or because they are unaware of its purpose. They will eventually regret their stance and come round when they see positive outcomes,' he said. 'After the launch of the portal all waqf properties across the country will be registered on this centralised platform. I am going to appeal to state govts and state waqf boards to register and upload details of properties as a first step towards proper management. We want that the over 9 lakh waqf properties are managed and used properly. Accountability, efficiency and transparency are the core principles defining the process,' he added. Significantly, only waqf properties, including those in the 'waqf by user' category, existing prior to Waqf Amendment Act 2025's coming into force on April 8 that are registered with state waqf boards as per norms laid out in the 1995 Act will be able to upload their information on the Central Portal. The officials at the ministry of minority affairs said asserting that this will help weed out the possibility of bogus entries into the database. For existing waqf properties, the status has to be uploaded within six months of the portal's launch. For new properties seeking waqf status, the process laid out under the new law will apply. For uploading details on the portal, the mutawalli (caretaker) will serve as the 'maker', entering property details, including registration document details. A Waqf Board official will function as the 'checker', reviewing and validating entries. Finally, a designated 'govt authority' will act as the 'approver', ensuring full verification before records are finalised.

Injustice in the delay: on the next Census
India's next decadal population census, initially delayed by the COVID-19 pandemic, is now scheduled to conclude by March 2027, after a further delay apparently fuelled by political motivations. The Census in 2021 did not take place as planned, thus impacting different aspects of governance, especially social security schemes for vulnerable populations that rely heavily on updated demographic data for effective and efficient delivery. For the first time, the Census will be digitally administered, enabling faster data gathering and easier accessibility for analysis, thereby allowing population-level data to be more dynamic. However, this technological adoption also heightens concerns regarding data theft and privacy. While the nature of the Census will evolve, transparency at all levels will be crucial to building public trust in the exercise. Preparations for this massive operation, which will reach every household, are underway, with more logistical details anticipated in the weeks ahead. India stands at a demographic crossroads, facing the challenges of growing populations of the young and the old alongside significant regional variations in key indicators. Fresh data from the Census can help address many issues. For the first time since 1931, caste categories will be enumerated. While more reliable data on the socio-economic standing of caste groups can inform development planning, the potential for further social segmentation makes caste enumeration a double-edged sword. A critical aspect of the upcoming Census is its link to the next delimitation of Lok Sabha and Assembly constituencies, which will redraw India's electoral map. The Constitution mandates that the next inter-State delimitation be based on population figures from the first Census after 2026. The current distribution of Lok Sabha seats is based on the 1971 population spread. With the reference date for the Census set as March 1, 2027, for most of the country, this can pave the way for the next delimitation exercise. States that have experienced lower population growth in recent decades, particularly in the peninsular region, have expressed concern that their parliamentary representation will diminish if population becomes the sole criterion for redistribution. The Centre has yet to clarify its stance on this matter. With the Census now in motion, it is imperative for the Centre to engage with all stakeholders and build consensus on the sensitive issue of delimitation. Otherwise, the delay in the announcement of the Census will be taken to mean as an attempt to ensure that the ruling BJP benefits from the increased representation for the Hindi-speaking States.
