Cop, teacher among 3 govt staffers sacked over terror links
Jammu: Jammu and Kashmir Lt Governor Manoj Sinha on Tuesday dismissed three government employees for their alleged involvement with proscribed terror outfits Lashkar-e-Taiba (LeT) and Hizb-ul-Mujahideen, officials said. A police constable, a school teacher and a junior assistant in a government medical college were terminated under Article 311(2)(c) of the Constitution, which allows dismissal without an inquiry 'in the interest of national security'. All three are currently lodged in jail, they said. Over 75 government employees with terror links have been dismissed so far by the LG administration. Officials said the action is part of the administration's continued crackdown on terror infrastructure, including overground workers (OGWs) and sympathisers embedded within government institutions. The dismissed employees were identified as Malik Ishfaq Naseer, a police constable, Ajaz Ahmed, a teacher in the school education department and Waseem Ahmad Khan, a junior assistant in Government Medical College, Srinagar. The sacked employees were 'active terror collaborators,' involved in logistics, arms smuggling, and aiding terror operations against security forces and civilians, a senior security official said. Constable Malik Ishfaq Naseer, recruited in 2007, came under suspicion during an investigation into arms smuggling in 2021. His brother Malik Asif was a Pakistan-trained LeT militant and was killed in 2018, but he allegedly continued to support the outfit while serving in the police, he said. 'He used his position to identify safe drop locations for arms, explosives, and narcotics, and shared GPS coordinates with Pakistani handlers,' the official said. Malik also allegedly distributed these consignments to active terrorists in Jammu and Kashmir. His LeT link was exposed in September, 2021 when J&K police was investigating a case related to smuggling of arms and explosives in Jammu region. 'He was not only identifying the safe location, sharing the coordinates with LeT handlers in Pakistan but he was also collecting and distributing arms and ammunition to terrorists in Jammu and Kashmir region enabling them to carry out terrorist attacks on security forces and civilians,' a senior security official. He said that instead of helping the police department in fighting the terror which he was mandated for, he chose to be a mole and a collaborator and betrayed his oath and uniform. 'His betrayal of the oath and uniform has caused grave damage to the department, society and the nation,' the official added. Ajaz Ahmed, who joined the Education Department in 2011, was found smuggling arms, ammunition, and Hizb-ul-Mujahideen propaganda material. He was arrested during a routine police check in November 2023. According to the probe, the arms were meant for militants operating in Kashmir, sent by his handler Abid Ramzan Sheikh, a Hizb-ul-Mujahideen operative based in Pakistan-occupied Kashmir. Ajaz Ahmed was allegedly involved in such activities for several years and he became a trusted terror associate of Hizb-ul-Mujahideen in the Poonch region. He was actively helping the terror outfit in smuggling arms, ammunition and narcotics, the officer said. The terror link with Hizb-ul-Mujahideen was exposed in November 2023 when police arrested Ajaz Ahmed and his friend during a routine check. Both were carrying arms, ammunition and posters of Hizb-ul-Mujahideen in his car. Waseem Ahmad Khan, a junior assistant at Government Medical College, Srinagar, appointed in 2007, was allegedly found to be part of a terror plot that led to the assassination of journalist Shujaat Bukhari and his security personnel in June 2018, the officer said.

All three govt employees sacked in the latest round - Malik Ishfaq Naseer, a constable; Ajaz Ahmed, a teacher in school dept; and Waseem Ahmad Khan, a junior assistant in GMC, Srinagar - are currently in jail on terror charges. Naseer was recruited as a constable in J&K Police in 2007. His brother Malik Asif Naseer, a Pakistan-trained terrorist of LeT, was killed by forces in 2018. Malik, however, continued his terror activities, using his cover as a constable to avoid suspicion. His LeT link was exposed in Sept 2021 when cops found him to be helping LeT drop arms, explosives & narcotics, guided by GPS, at pre-shared coordinates facilitated by him to his Pakistani handlers. Ahmed was recruited as a teacher in 2011 but led a double life as a terror associate of Hizb in Poonch region. He was helping the outfit in smuggling arms and ammunition. Khan's terror links with Hizb were exposed with his arrest in Aug 2018. Sources said he was one of the conspirators behind killing of journalist Shujaat Bukhari in June 2018.

J&K L-G sacks three govt. employees day after Mehbooba's plea for political initiatives
J&K Lieutenant Governor Manoj Sinha on Tuesday (June 3, 2025) approved the terminations of three more Government employees for their alleged anti-national activities in Kashmir under provisions of Article 311, which does not require departmental inquiry. The terminated employees were identified as Malik Ishfaq Naseer, a police constable from Anantnag district; Ajaz Ahmed, a school teacher from Poonch district; and Waseem Ahmad Khan, a junior assistant at the Government Medical College, Srinagar, who is a resident of Srinagar's Batamaloo area. 'Whereas, the Lieutenant Governor (LG) is satisfied after considering the facts and circumstances of the case and on the basis of the information available, that the activities of Malik Ishfaq Naseer, Senior Constable in Jammu and Kashmir Police Department, are such as to warrant his dismissal from service. Accordingly, the LG hereby dismisses Naseer from service, with immediate effect,' reads one of the three orders. According to officials, the terminated employees were at present lodged in jails. Security agencies accuse the terminated employees of having links with the Lashkar-e-Taiba (LeT) and Hizbul Mujahideen. They are accused of ferrying weapons for terrorists and provide logistic support to terrorists in J&K. The termination came just a day after former J&K Chief Minister and Peoples Democratic Party (PDP) president Mehbooba Mufti called on Mr. Sinha at the Raj Bhawan in Srinagar and stressed the need to initiate political processes, besides the issue of return of Kashmiri Pandits to the valley. Ms. Mufti had also urged release of jailed youths on the occasion of the upcoming Id ul Azha. More than 75 employees have been sacked since amended provisions of Article 311 were introduced in 2020 in J&K. All these employees, according to reports prepared by the security agencies, were allegedly involved in anti-national activities in J&K. 'In the days leading up to the sacred occasion of Eid three government employees have been terminated over alleged links to terrorism leaving their families in distress. Since 2019 hundreds of employees have been summarily dismissed without even a trial solely based on unproven allegations of so-called terror affiliations,' Ms. Mufti said. She said while this iron fist approach may create a facade of normalcy 'genuine sustainable peace can't be achieved by inflicting suffering on people'. 'Unfortunately, the elected government watches completely unmoved like a mute bystander,' she added. Hurriyat chairman Mirwaiz Umar Farooq termed the dismissals as 'inhuman and arbitrary'. 'Invoking a law that can't be challenged, this is despotism. It's the duty of the elected government to stand up to this injustice being periodically meted out to Kashmiri's by dismissing them in such manner and safeguard their rights,' the Mirwaiz said. J&K Peoples Conference (JKPC) chief Sajad Lone also criticised the L-G administration's policy of terminating employees. 'The termination of government employees is unfortunate. Time has come to stop this whole practice or retribution. This termination concept has been going on for decades. It has not helped in the past. It will not help in the future,' Mr. Lone said.

J&K LG dismisses 3 govt employees for links with terror outfits
Srinagar: Continuing action against the terror ecosystem, J&K Lt Governor Manoj Sinha on Tuesday dismissed three government employees for their links with terrorist outfits. Officials said that in a major crackdown on terror sympathisers embedded in the government system, the Lt Governor dismissed Jammu and Kashmir Police constable Malik Ishfaq Naseer, School Education Department teacher Ajaz Ahmed and Government Medical College, Sringar, junior assistant Waseem Ahmad Khan for their involvement with Pakistan backed terror outfits Lashkar-e-Taiba (LeT) and Hizbul Mujahideen (HM). "The three of them were found to be active terror associates, facilitating arms smuggling, attacks on security forces, and providing logistical support to terrorists. All three are currently in judicial custody," an official said. The Lt Governor is empowered with the authority to dismiss government employees linked to terrorists in J&K. These dismissals are carried out without following the usual procedure needed for such action, as special powers vested in the Lt Governor do not require holding the time-consuming procedure detailed otherwise in the service rules. Under provisions of Article 311(2)(c) of the Constitution, the Lt Governor can bypass the usual procedure whenever the activities of any government employee are found detrimental to the interests of the state and aimed at secession and anti-national activities. In the past as well, the Lt Governor has dismissed over two dozen government employees linked with terrorism. Before the abrogation of Article 370, the hold of the state government on its employees was so loose that the government employees' association in Kashmir was also a constituent of the separatist All Party Hurriyat Conference. The Kashmir Bar Association, the elected body of lawyers, was also a member of the separatist amalgamation.
