Pharma companies in South India, Gujarat transported over 1,200 kg cocaine to the national capital: Delhi Police chargesheet on Dubai-based cartel
The chargesheet, running over 10,000 pages, was filed by the Delhi Police in the Patiala House court on Thursday.
The chargesheet names 19 members allegedly linked to the cartel, 14 of whom have been arrested, including former Congressman Tushar Goyal, while five have been declared proclaimed offenders.
The proclaimed offenders include Virender Basoya, the Dubai-based businessman funding the cartel operation, his son Rishab Basoya, 25, Ritik Bajaj, 36, Pramod, 50, and Vikas Rane, 49.
'Basoya's younger son, Rishab, was overseeing the coordination between Tushar Goel, Jassi, and their Mumbai customers. Vikas Rane was a customer from Mumbai who was set to arrive in Delhi to receive the Thai marijuana from Goyal and take it back to the city to distribute at rave parties. Pramod, an important henchman of Basoya, was overseeing the financial transactions,' a police officer said.
On October 1, 562 kg of cocaine was seized in Mahipalpur, South Delhi. Then, on October 10, 208 kg of cocaine was seized from a shop in Ramesh Nagar, West Delhi. The third seizure was done on October 13, when Special Cell sleuths and the Gujarat Police recovered 518 kg of cocaine worth Rs 5,000 crore in the international market during a raid at a firm called Aavkar Drugs in Gujarat's Ankleshwar. Five people were arrested, including three of the company's listed directors – Ashwin Keshubhai Ramani, Brijesh Kothia, and Vijay Keshavlal Bhesania. Aavkar Drugs, which claims to manufacture chemical products on its website, was incorporated on September 23, 2016.
The other two men arrested were Mayur, an employee of a fake company named Pharma Solutions Services, and middleman Amit Masuria, who allegedly aided the meeting between representatives of the two firms. During the October 1 raid, Delhi-based henchman Tushar Goyal was arrested along with three others. The Ramesh Nagar bust followed this.
According to the Special Cell, 1,289 kg of cocaine and 40 kg of hydroponic Thai marijuana, worth Rs 13,000 crore, have been seized in this case so far. The police said it was all part of a consignment that the cartel operated by Basoya allegedly smuggled in.
'The drugs came to India at multiple locations from South America via Dubai. They were to arrive at Aavkar in multiple consignments by road to be refined and processed. Then they were transported as medicine packages of Pharma Solutions Services again via road to Delhi-NCR,' a police officer said.
'During the investigation, it was found that the drugs belonged to Pharma Solutions Services and came from Aavkar Drugs,' the officer added.
'Aavkar was involved with the Dubai cartel and Virender Basoya. Their communication channels are being investigated,' the officer said.

Delhi: Protests continue over SC order on dogs
Protesters gathered at Central Park near India Gate on Saturday evening against the Supreme Court's recent order to shift all street dogs in the city to shelters. Animal lovers during a protest against the recent order by the Supreme Court to authorities in Delhi-National Capital Region (NCR) to start picking up stray dogs from all localities and relocate the animals to dog shelters, at Connaught Place(PTI) Protesters, largely animal rights activists and dog lovers, said they had assembled around 6pm with banners and were assaulted by Delhi Police personnel at the site. 'Security personnel came to us and asked us to leave. All the exits of Central Park were shut and only one exit gate was open. While we were leaving through the only exit gate, they started assaulting us, even women. We were stuffed inside a few buses and later released at Jantar Mantar and Jhandewalan at around 7–7.30pm,' Divya Puri, co-founder of the Karan Puri Foundation, said. Purported videos circulated on social media by the group showed uniformed officials hitting protesters and dragging them into buses. Activists said women were also subjected to verbal abuse and assault. 'The protesters were gathered peacefully. The police deployment was as much as the people gathered there. They abused and assaulted us and tried to tear our clothes. Is gathering peacefully also banned now?' asked Tarana Singh, another activist. A senior Delhi Police officer, meanwhile, said holding protests inside Central Park is prohibited and the gathering had no permission to do so. The protesters allegedly charged at officers first and the police retaliated, the officer added. An FIR under Section 223 (disobedience of order by a public servant) of the Bharatiya Nyaya Sanhita has been registered against the protesters, the fifth such case in connection with similar demonstrations. Deputy commissioner of police (New Delhi) Devesh Kumar Mahla said Section 163 (issuing orders in urgent cases of nuisance) of the BNSS has been imposed in New Delhi area because of the ongoing parliament session. 'We are bound by law to take action when there is a protest at places which are not designated for protests,' he said. When asked about videos of a female sub-inspector hitting a protester inside a detention bus, the first officer claimed that an inquiry was initiated and it was found that the protester had struck first, following which the SI retaliated.

Thrashed over Rs15k loan, Gurgaon man jumps out of a moving car to escape, dies
Gurgaon: A 38-year-old pantry worker, who was being thrashed by two persons over a Rs 15,000 loan he needed to repay them, succumbed to injuries he suffered when he jumped out of a moving car in a desperate bid to escape. Two men, Praveen Rana and Aryan, were arrested in connection with the case. Ajay Tiwari — a resident of Ashok Vihar Phase-3 Extension — had borrowed Rs 30,000 from Rana, a property dealer, on April 25. Despite repaying Rs 15,000, Rana persistently pressured Tiwari for the remaining amount, issuing threats that escalated the situation. According to cops, on the night of Aug 13, Rana and his friend Aryan abducted Tiwari from his workplace in a Maruti Swift, demanding the outstanding debt. The situation, however, took a dire turn when she received a call from Tiwari's colleague, Manish, informing her that the pantry worker was critically injured and hospitalised. Initially admitted to Manipal Hospital in the city, Tiwari's condition worsened later that night. He was transferred to Safdarjung Hospital in New Delhi, where he was placed on a ventilator. Tiwari passed away on Friday, prompting the hospital authorities to alert police. Police investigation later revealed that after Rana and Aryan forcibly took Tiwari into their car, they assaulted him when he pleaded his inability to repay the remaining money anytime soon. In an attempt to escape, Tiwari jumped out of the moving vehicle near Bajghera, suffering fatal head injuries. The two accused left him at the scene. The car used in the crime was later recovered by police. According to sources, Tiwari — terrified and cornered — repeatedly warned Rana and Aryan of his intention to jump. A video shot by one of the accused captured Tiwari's frantic warnings and screams before he leaped from the car near the Bajghera police station underpass. Although the accused did not physically push him, their actions led police to file an FIR for kidnapping, assault, and culpable homicide not amounting to murder. ASI Sandeep Kumar, a spokesperson for the city police, said, "A dispute over the loan led the suspects to forcibly take Tiwari into their car and assault him to pressure him for repayment. Additional video conferencing systems to be installed in state jails to expedite trial of undertrial prisoners
1 2 Pune: A total of 315 video conferencing systems (VCS) and 589 cubicles will be installed by the state prisons department to expedite the trial of undertrial prisoners languishing in 60 jails. Additional director general (prison) Suhas Warke told TOI on Saturday, "There are 478 existing VCS and 314 cubicles installed in state jails linked to courts. We have proposed to install an additional 315 VCS and 579 cubicles in a phased manner. The total cost of the project is Rs 34 crore. The district planning development committee and the state home department have sanctioned funds of Rs 10.60 crore." Principal secretary (appeals and security) Radhika Rastogi told TOI over the phone, "Installing VCS and cubicles is an ongoing project sanctioned by the state govt. It will reduce the physical burden on police during inmate escorts by eliminating the need for physical transportation to court appearances to some extent. The project aims to save time, resources, and reduce risks associated with inmate movement from jail to courts and vice versa. Now, more focus will be on conducting full-fledged trials, inquiries, and other proceedings, including examination of witnesses and recording of evidence using audio-video electronic means within the cubicle system to be installed by the state public works department to maintain the privacy of the hearing. Desai said there are around 40,000 inmates lodged in jails. VCS are being extensively used for producing the inmates for extending their magisterial/judicial custody remand, deciding plead guilty cases, and passing conviction orders etc. Advocate Milind Pawar, former president of Pune Bar Association, said the CBI took the initiative to start the VCS to conduct trials in the fake stamp paper case involving kingpin AKL Telgi and 64 others at the special court, Pune, in 2004. In the last 21 years, the state govt has installed VCS across the courts. VCS can do wonders if the internet connectivity system is improved and more storage space is created to install additional VCS at the district and taluka courts on the lines of virtual hearing in Bombay High Court and Supreme Court.
