
Karnataka Labour Minister Calls for United Effort to Eradicate Child Labour
Speaking at an event organised to mark World Day Against Child Labour near the Mahatma Gandhi statue on MG Road, the minister said, "The observance of this day should not be limited to a symbolic annual event. Every two months, Deputy Commissioners, Police Superintendents, and Chief Executive Officers of all districts must carry out awareness campaigns and enforcement drives to identify child labourers, especially in dhabas, hotels, factories, shops, and malls."
Mr. Lad underlined that children found working in such establishments must be rescued, rehabilitated, and re-integrated into the education system. 'No child should be deprived of education. This is a primary objective of the government,' he said.
The minister pointed out that child and adolescent labourers are most often found in remote or informal setups like home-based industries or small workshops, where regulatory oversight is limited. These areas, he said, require targeted interventions to detect and rescue child workers.
He further blamed a flawed education system for indirectly encouraging the continuation of child labour. "Unless every citizen actively participates in this movement, the government alone cannot eliminate the scourge of child labour,' Mr. Lad said, calling for community-level vigilance and cooperation.
Highlighting Karnataka's early response to the issue, he said the state had become the first in India to launch a Child Labour Eradication Action Plan back in 2001. The state's multi-departmental task forces now include 11 government departments ranging from labour and education to social welfare and industry. These task forces conduct joint field visits in 22 districts to identify, rescue, and rehabilitate children.
Strong Legal Provisions Against Child Labour
Reiterating that employing children is a punishable offence, Lad cited the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986, amended in 2016. Under the law, first-time offenders may face six months to two years in prison and fines ranging from ₹20,000 to ₹50,000. Repeat offences could attract up to three years' imprisonment.
Parents or guardians involved in such violations are also liable for penalties. However, the minister clarified that the law's intention is not to instil fear, but to foster awareness and ensure that children receive fair opportunities for growth and education.
In the past three years, the state has conducted 1,02,213 inspections, rescued 2,084 children, and filed 705 cases under child labour laws. Lad cited data from the International Labour Organisation, which estimates that over 138 million children globally are engaged in child labour, including around 33 million in India.
"This is an alarming reflection of our social priorities. We cannot claim to be humane while allowing such exploitation to persist,' he said.
The Minister encouraged the public to report any incidents of child labour through the 24/7 Childline helpline 1098. Over one lakh complaints have already been received via this channel, prompting necessary action from the Labour Department, he added.
Film actress Aditi Prabhudeva, who also spoke at the event, urged citizens to look beyond blaming the government and instead contribute through small personal initiatives. 'Even paying a struggling student's school fees can be a step towards ending child labour,' she said.
The event included an awareness rally jointly flagged off by Minister Lad and Ms. Prabhudeva. Labour Commissioner Dr H.N. Gopalakrishna administered an anti-child labour pledge.

South Zone Police achieve higher conviction rate in POCSO cases in 2025
South Zone Police have recorded a good jump in conviction rate in cases registered under Protection of Children from Sexual Offences (POCSO) Act in the first seven months of 2025. 'As many as 153 POCSO cases in the southern districts have resulted in conviction, involving 168 accused persons. Among them, 122 cases pertaining to child sexual abuse led to the conviction of 136 accused. This is a notable conviction rate of 70%,' said Inspector General of Police, South Zone, Prem Anand Sinha. The conviction rate had improved in comparison with that of 2024, he added. During the previous year, a total of 238 POCSO cases, involving 252 accused, ended up in conviction, with a 61% conviction, he added. Increased quantum of punishment The IG said that not just the conviction rate had improved but also the quantum of punishment had increased in many cases. 'The courts have awarded life imprisonment in 20 cases and 44 sentences of imprisonment of 20 years and above,' Mr. Prem Anand said. Among the southern districts, Dindigul has got the highest number of convictions in POCSO cases. It is followed by Theni and Kanniyakumari (20 cases each) Thoothukudi (18 cases) and Sivaganga (17 cases). Two accused in Dindigul district cases were sentenced to imprisonment of 30 years and 50 years respectively. In Sivaganga district, two cases resulted in 62 years of jail and 41 years of imprisonment on a concurrent basis. While one case in Theni ended up in double life imprisonment, three cases -- two from Theni and one from Kanniyakumari – resulted in imprisonment exceeding 30 years. Among the nine POCSO cases registered along with Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act that resulted in conviction, life imprisonment was awarded in one case each in Dindigul and Ramanathapuram districts. A 20-year sentence was imposed in one such case in Sivaganga. The police in South Zone continue to maintain a stringent and committed stance against crimes targeting children. 'Final reports in POCSO cases are being filed within the mandated 60-day period, thus ensuring a timely progression of investigations,' Mr. Prem Anand said. Besides, the police are conducting targeted awareness sessions to disseminate information on the provisions of the POCSO Act, victim rights, and other relevant legal safeguards. The police are also working in close coordination with the CWCs (Child Welfare Committees) at the district level to ensure better victim support, awareness and reporting. Expeditious trial 'In a majority of cases, trials have been completed within 1–2 years on an average, enabling a swift justice delivery,' he added. The police remain committed to thoroughout investigations, timely charge-sheet filing and active trial follow-up, reaffirming their resolve to protect children and support victims through every stage of the criminal justice process. The improved conviction rate also reinforced public trust in the criminal justice system.. Detention under Goondas Act The Inspector General of Police said that South Zone Police had also intensified action against sexual offenders and had detained 93 of them under the Goondas Act. In order to keep a sustained monitoring against sexual offenders, a total of 799 historysheets were being maintained across South Zone.

SC says multiple documents for citizenship in Bihar SIR are voter-friendly
The Supreme Court on Wednesday observed that the availability of multiple documents to prove citizenship under the Special Intensive Revision (SIR) of Bihar's electoral rolls was 'voter-friendly rather than restrictive.' Justice Joymalya Bagchi made the observation during a hearing on petitions challenging the Election Commission of India's (ECI's) June 24 directive ordering the SIR. Senior Advocate A M Singhvi, appearing for one of the petitioners, had raised concerns about the exclusionary nature of the verification exercise. A Bench of Justices Surya Kant and Joymalya Bagchi is hearing multiple petitions contesting the ECI's directive, which mandates that voters not listed in the 2003 electoral roll must furnish documents to prove citizenship. Individuals born after December 2004 are also required to submit citizenship proof of both parents, with additional conditions if a parent is a foreign national. The court noted that the SIR in Bihar permits any of 11 documents to be submitted to establish citizenship, whereas the earlier summary revision in Jharkhand allowed only seven documents for identity verification. While acknowledging concerns around Aadhaar exclusion, Justice Bagchi said the broader set of documents available in Bihar makes the process 'voter-friendly rather than restrictive.' Singhvi, however, questioned the "compelling need" to conduct the SIR in such a short timeframe, arguing that it could lead to mass voter exclusion. He pointed out that many women in Bihar lack matriculation or educational certificates issued by recognised boards, which are among the 11 approved documents. Legal scope of ECI's powers debated Justice Bagchi highlighted that Section 21(3) of the Representation of the People (RP) Act grants the ECI some flexibility to conduct a special revision 'in such manner as it may think fit,' subject to limitations. He posed a question to the legal counsels on whether this provision gave the ECI 'residuary discretion' to introduce additions such as enumeration forms or extra documentation for the revision process. Senior Advocate Gopal Sankaranarayanan, also appearing for the petitioners, countered that Section 21(3) 'cannot take away my right to adult suffrage under Article 326 at any cost,' nor the right to vote under Section 62 of the RP Act. 'This is a battle between a constitutional entitlement and a constitutional right,' Justice Bagchi remarked. Allegations of EC website changes after Rahul Gandhi's remarks Advocate Prashant Bhushan, representing the Association for Democratic Reforms (ADR), submitted that the ECI removed the searchable list of electoral rolls from its website after Congress leader Rahul Gandhi accused the poll body of aiding 'vote theft' on August 4. 'The searchable list was available till August 4,' Bhushan told the court. The Bench also clarified that it would not take up matters related to the SIR in West Bengal, as the state Assembly elections are scheduled for 2026. 'Bengal can wait. Nothing is happening now,' the court said. The hearing is expected to continue on Thursday.

Man gets life imprisonment for raping woman in UPs Baghpat

According to police, the 25-year-old woman filed a case in 2020, alleging that Sunny Tyagi, whom she befriended while working at a company, raped her multiple times under the false promise of marriage and also used offensive caste-based slurs against her. The case was registered under IPC sections including 376 (rape), as well as provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
