Why did the VA cancel union contracts?
The VA claims that the decision was motivated not by national security but by persistent union opposition to critical reforms. In a sharply worded statement, VA Secretary Doug Collins accused unions of having 'repeatedly opposed significant, bipartisan VA reforms and rewarded bad employees for misconduct,' as per a report by Federal News Network.

"Too often, unions that represent VA employees fight against the best interests of veterans while protecting and rewarding bad workers," according to Collins. "We're making sure VA resources and employees are singularly focused on the job we were sent here to do: providing top-notch care and service to those who wore the uniform."
Unions that represent a wide range of VA workers, such as nurses, administrative staff, and healthcare workers, were told that their contracts were no longer valid. The executive order's exemptions only protect a small number of people, such as police, security guards, and firefighters. About 4,000 people work in these positions.
How are labor unions reacting to the move?
Union leaders have condemned the decision as a blatant political attack. The American Federation of Government Employees (AFGE), which represents nearly 319,000 of the affected employees, described the move as "outrageous" and accused the VA of attempting to silence opposition to privatization plans and staffing cuts.
Everett Kelley, AFGE's national president, claimed that the true motivation is retaliation: "We don't apologize for protecting veteran healthcare and will continue to fight for our members and the veterans they care for."
Kelley cited previous union efforts to block recommendations to close rural VA hospitals and halt job cuts that could have jeopardized critical services for veterans, as per a report by Federal News Network.

What role does the national security order fulfill?
While the March executive order used national security to justify suspending collective bargaining, the VA's most recent statement made no mention of that rationale. Nonetheless, legal precedent appears to support the administration's position. Just last week, the Ninth Circuit Court of Appeals upheld the order, rejecting union claims that it was retaliatory.
In its decision, the court acknowledged the President's authority to act in the name of national security, even if political motivations were present.
As the lawsuits move through the courts, it's still not clear how they will affect VA staff and patient care. The agency says that the change puts veterans' care first because of resistance to reform and weak protections for poor performance, as per a report by Federal News Network.
