According to officials, SRA intended to acquire the land from its original owner by compensating with TDR before developing a housing scheme. However, given that Janta Vasahat is Pune's largest slum, implementing such a redevelopment project poses major logistical challenges.
The proposal first came before SRA in January this year but was not approved at that stage. It was later forwarded to the state government's housing department, which directed SRA to grant 100% TDR compensation.
Sources said the total market value of the TDR awarded amounts to ₹763.39 crore — a massive windfall compared to what would have been permissible under existing hill zone regulations.

In a bid to accelerate urban development and strengthen its 'ease of doing business' credentials, the Andhra Pradesh government has rolled out a 72-hour clearance policy for high-rise building permissions. The new Standard Operating Procedure (SOP), unveiled by Principal Secretary for Municipal Administration and Urban Development S. Suresh Kumar, on Friday (August 08), mandates that all eligible high-rise building proposals, defined as structures with 12 or more floors, including Transferable Development Rights (TDR) floors, be approved within a strict Service Level Agreement (SLA) of three days. The initiative, framed to eliminate bureaucratic delays, is aimed at attracting greater investment and ensuring rapid, transparent clearances, he added. It follows a review of past shortcomings in approval mechanisms, with the Director of Town and Country Planning (DTCP) tasked to propose a more efficient process, which has now been approved by the government. Under the SOP, a special cell has been set up at the DTCP office in Mangalagiri to exclusively handle high-rise applications. Once a proposal is submitted, an automated intimation will be sent to the DTCP, the relevant commissioner or vice-chairperson, and the Town Planning Section head in the concerned urban local body (ULB) or development authority. The site inspection process is strictly time-bound, within 36 hours, the commissioner and Town Planning Section head must visit the site, fill in the prescribed inspection proforma with photographs, and upload it to the A.P. Development Permission Management System (APDPMS) portal. Any delay automatically escalates the matter to the DTCP for action. The site report, including details of any court cases, must also be furnished within the same 36-hour window. Following this, a scrutiny committee meeting will be held at the DTCP office to finalise the approval within the overall 72-hour period. The entire workflow is being digitally integrated into the APDPMS portal for seamless tracking and accountability. All commissioners, including those of APCRDA, VMRDA, other urban development authorities, municipal corporations, municipalities, and nagar panchayats, have been instructed to strictly comply with the new procedure.

To address persistent traffic congestion and civic issues in the Hinjewadi IT hub and surrounding areas, the Pune Metropolitan Region Development Authority (PMRDA) is pushing forward with plans to develop a new road network. In a recent Gram Sabha meeting, they passed a resolution demanding that the width be restricted to 24 metres. The villagers have warned that they will approach the courts if their concerns are not addressed. In response, PMRDA organised Thursday's meeting to engage directly with local stakeholders. Mhase assured the farmers that the land acquisition process would be conducted with full transparency and in coordination with the affected parties. 'No farmer will incur losses. The acquisition will be carried out while protecting the rights of landowners and ensuring they receive proper compensation,' he said. He further noted that farmers who voluntarily consent to land acquisition will be eligible for 25% additional compensation from the government. The proposed road network is designed to alleviate traffic congestion in Hinjewadi and improve overall urban mobility in the region. During the meeting, Mhase outlined various land acquisition models, including direct purchase, consent purchase, Transfer of Development Rights (TDR), and incentive Floor Space Index (FSI). He also addressed farmers' queries and concerns regarding compensation and legal procedures. Ganesh Jambhulkar, Sarpanch of Hinjewadi, said, 'We met with the PMRDA commissioner and discussed the road-widening issue. They understood our concerns and demands. On Friday, Deputy Chief Minister Ajit Pawar is expected to meet with PMRDA officials and villagers. We hope he will help find a solution.' TDR benefits for affected farmers In a written appeal, the PMRDA commissioner informed farmers that those affected by the land acquisition process in Hinjewadi, Maan, and Marunji will be eligible for TDR benefits. Key road alignments covered under the plan include Pandav Nagar to Maan Gaothan to Phase 3 (T Junction), Laxmi Chowk to Padmabhushan Chowk to Wipro Circle, Mezzanine to Laxmi Chowk and Laxmi Chowk to Marunji.
