
First step toward demolition of award-winning lecture theatre
As part of proposed changes to the district plan, the Dunedin City Council has identified 146 buildings which are protected under the heritage schedule.
Following hearings last month, council planner Peter Rawson recommended six of the buildings be removed from the list, including the University of Otago's Archway Lecture Theatre. Archway lecture theatre: Treasure or toilet block?
Mr Rawson accepted the university's view the theatres were no longer fit for education and refurbishment was not possible.
The university's evidence indicated scheduling the building would have a high cost and "constrain their ability to operate efficiently and effectively".
"Therefore, I consider that the costs of scheduling the Archway Theatres building outweigh the benefits, and it should not be scheduled as a heritage building."
Vice-chancellor Grant Robertson said yesterday the university was "highly supportive" of the recommendation, which aligned with its submission to the hearing panel.
In his written submission, he asked for the building not to be included on the heritage list, saying the university was considering demolishing the theatres and the neighbouring Gregory Building — possibly replacing them with a formal garden space.
Victoria University of Wellington senior architecture lecturer Christine McCarthy opposed the building's demolition, and said the recommendation was extremely sad.
"It is such a progressive, innovative and challenging building that embodies the ethos of what a university would hopefully be striving for.
"It's a shame that these values don't appear to be appreciated and that the architecture has been only understood superficially and conservatively."
The Archway Lecture Theatre building was built in 1974, designed by notable Dunedin architect Ted McCoy, and won a New Zealand Institute of Architects Southern Architecture Award for enduring architecture in 2020.
Mr Rawson also recommended proposed protection be dropped for the Lookout Point Fire Station, saying scheduling it could prevent Fire and Emergency New Zealand (Fenz) providing a fit-for-purpose fire station.
In October, the council granted a certificate of compliance for the demolition of the building and an unattached accommodation block, meaning Fenz had a five-year period in which it could demolish the buildings, regardless of heritage protection.
Protecting the building could have the "perverse outcome" of encouraging Fenz to demolish within that period, Mr Rawson said.
Council city development manager Anna Johnson said a decision on the heritage plan change was expected to be released next month.
"The second hearing will address the remainder of the matters covered by Plan Change 1 and will likely be in August 2025 — a separate decision would be released for this hearing."

Studying mother acknowledged by YWCA initiative

PHOTO: GREGOR RICHARDSON Becoming a mother at 18 years old inspired a Dunedin woman to make a difference in her community. Ellathea Fleming was recently recognised for her work in the community by being named in the YWCA Y25 programme — a celebration of 25 young wahine and gender-diverse change-makers between 15 and 25 years old. Ms Fleming said it was nice to be acknowledged. The biggest thing she was involved in was the Hive, a group of young people who act as a two-way bridge between youth and the government started by Curative NZ. Ms Fleming was involved in starting Hive's rangatahi civics engagement group which involved talking to young people in different communities about politics. She got into the work when she was 18 years old and taking a break from university after having a child. "I was getting bored. "I was like 'no, there's still stuff I want to do'. "I want to see more change." She wanted people her age to understand the policies and vote. Ms Fleming said it had not been easy going through university with a child and some days were more frustrating than others. "It required a lot of patience not just with him but also with myself," she said. "This is the hard part; all the other stuff is easy." On top of being a mother and a student Ms Fleming is actively engaged in Talavou Village, and university-based networks. She has served as te aka mātauraka (academic officer) for the Otago Māori Humanities Students' Association, vice-president of the Otago Cook Islands Students' Association, and is a komiti member for te Manaaki o Tamariki Kōhanga Reo. Queen's High School student Malak Tamimi, 15, was also named on the list of the impressive young change-makers. She was a part of many different youth-orientated initiatives including the Dunedin Youth Council, the Mental Health Foundation of New Zealand Youth Advisory Croup and Gen Z Aotearoa as well as being involved in her family's Rozana for Palestine fundraiser. University of Otago medicine student Eleanor Dunn, 23, and Wakatipu High School head girl Manuella Sanches Pedrosa, 17, were also named on the list. The young women went to Auckland for a three-day wananga (learning retreat) last week where they networked with other young people from around the country.

Surge in house fire deaths over alternative heating methods
Barbecues used indoors can spark fires. Photo: 123RF Fire and Emergency (FENZ) says the cost of living could be to blame for the highest number of house fire fatalities in a decade. According to FENZ, in the past 12 months 17 people have died in avoidable house fires. In a typical year there were about 13 fatalities. FENZ reduction and investigations manager Pete Gallagher said in some cases, fires had been sparked by people using barbecues to heat their homes. "One of the things we're concerned about is people using non-traditional heating devices as a way of heating their homes," he told RNZ's Midday Report . "In order to reduce the cost of living and reduce their use of electricity, they're resorting to using items we wouldn't normally see in a household setting, things like barbecues being brought inside and used as a heating device in the home." He estimated roughly four or five fatal house fires in the past year were caused by people taking desperate measures to keep themselves warm. "We still see people utilising industrial heaters in a domestic home, and obviously they're a very powerful heater designed to heat large warehouses, and we saw some tragedy result in the use of one of those last year." Gallagher said people needed to think about safety when heating their homes. He said there were two incidents in the past year where candles caused a fire, which resulted in death. Gallagher said this past year's statistics were disappointing, as house fire fatalities had previously been on the decline. "The population has been doing a great job at reducing the number of deaths from house fires. I'd like to think this is just a blip in our statistics. But it looks to be a trend we need to get on top of because we don't want to get back to the days of the 1970s and 1980s, where a large number of New Zealanders were dying in house fires." He attributed financial pressures and people not giving proper attention to their electrical devices to the number of deaths "skyrocketing back up". "We're seeing wider use of electrical devices, there are more things people plug in or turn on in their homes and sometimes without the necessary care and attention. "But certainly the cost of living, we see that driving the way people are operating these days, and that's definitely impacting our fire statistics. 'It's a concern that people are putting themselves at risk." Gallagher said with the country experiencing colder days recently, it was timely for people to make sure they were taking a safety approach to staying warm. "We have this phrase, the 'heater metre'. We want everyone to be aware that a heating device is just as effective when it's a metre away. "When drying clothes, they don't need to be on top of the heater; they can be a metre away." He said two-thirds of the fire fatalities in the past year happened in homes while people were sleeping. "The importance of a smoke alarm cannot be overlooked. It's key for that early warning, and once it activates, it's important to have a plan to get out and stay out of the house." Fire statistics showed that those aged 65 and over, in particular, were at greater risk, Gallagher said. ‘Plants of utility' still making presence felt

PHOTO: PETER MCINTOSH In the late 1860s - when still under the management of the Otago provincial government, it was decided to move the Dunedin Botanic Garden because of severe flooding of its old site. The garden was moved northwards on to the grounds of the Otago Acclimatisation Society, which had been used to trial the introduction of new species. The new site already had some plantings present, and some plants were able to be moved from the old site, including one of two oak trees planted by superintendent John Hyde Harris commemorating a royal marriage. Although some plants could be moved it was felt that more roses and ornamental plants were needed to shape the garden. Contact was made with the government of Victoria in Australia and a response was made by government botanist and first director of the Royal Botanic Gardens Victoria, Baron Ferdinand von Mueller. He sent ''plants of utility'', including walnuts and cypresses, to Dunedin, and commented that flowering plants were the business of nurseries. This time coincided with broader changes in Dunedin. The garden's relocation freed its original Leith-side site to be occupied by the expanding University of Otago, which moved from the Exchange in the 1870s. The acclimatisation society continued operations from Ōpoho, including a fish hatchery. The end of provincial government soon followed, with the shift to a centralised national government. These overlapping changes signalled a rapidly developing city - where education, public space and scientific institutions were beginning to take lasting form. Today, the royal oak is the best-known survivor of this time, but there are walnuts close to the old Great King St main entrance and the unusual yellow-topped Cupressus macrocarpa 'Coneybearii' at the Opoho entrance - could these be trees from von Mueller in Victoria? - Tom Myers is the botanical services officer at the Dunedin Botanic Garden.
