Saini launches girl-child incentives, startup aid for women
Saini introduced the Lado Sakhi Yojana, under which Anganwadi, ASHA, and ANM workers—called 'Lado Sakhis'—will receive an incentive of ₹1,000 on the birth of every girl child they support. These workers will also assist in the care of pregnant women, thereby strengthening the Beti Bachao Beti Padhao campaign in the state. He also launched the Badhte Kadam Digital Bal Programme to help Anganwadi workers enhance early childhood education and care.
To promote women's economic participation, Saini announced that one ration depot in every block will be allocated to self-help groups (SHGs) led by women, creating employment and enhancing their involvement in local governance. He further stated that 50% of beneficiaries under the Haryana Startups Policy will be women. To cultivate interest in entrepreneurship among young girls, 10,000 do-it-yourself kits will be distributed to school students. A new scheme will also support women-led startups involved in traditional textiles, eco-friendly crafts, Ayurveda-based wellness, and local food products by providing financial assistance between ₹50,000 and ₹1 lakh.
In collaboration with NITI Aayog, the state will launch the Mahila Udyamita Manch, offering women entrepreneurs mentorship from over 700 advisors, training, and access to funding, markets, and incubation. Saini also inaugurated 131 women cultural centres across the state for organising bhajans, dances, and other cultural events. He distributed ₹14.26 crore as revolving funds and investments to SHGs and honoured top-performing students and teachers at the Utkrishta Shiksha Puraskar Samaroh at Police DAV School in Ambala.
Saini also announced several infrastructure projects for Ambala, including ₹145 crore for expanding water supply, ₹40 crore for a water treatment plant in Sector 24, ₹60 crore for repairs along the SYL canal, a synthetic track at the Sector 10 stadium, a new block at Naggal PHC, and the proposed relocation of the city's motor market. He inaugurated and laid the foundation for nine projects worth ₹73 crore.
Later, at the Van Mahotsav in Yamunanagar, Saini said 18 crore saplings have been planted in Haryana since 2014. Drone-based geo-tagging will be used to monitor tree growth for five years. He highlighted the Pranavayu Devta scheme, which offers ₹3,000 annually for maintaining trees over 75 years old. He also promoted the Green Aravalli Action Plan, jointly developed with the Centre, to enhance forest cover and water conservation in the Aravalli and Shivalik hills.

The UK's media regulator, Ofcom, has already launched investigations into dozens of websites failing to implement required safeguards and has reached out to US-based companies, including X, to remind them of their legal obligations. X also took issue with provisions allowing police to monitor social media for content deemed anti-immigrant, arguing that this 'oversteps the intended mission' of protecting children. The platform's concerns align with remarks from Elon Musk, who previously labelled the Online Safety Act as a 'suppression of the people.' Musk has also thrown his support behind a public petition calling for the law's repeal, which has garnered over 450,000 signatures. In response, Ofcom defended the regulations, clarifying that they do not mandate restricting legal content for adults. Avenue Capital Group-backed ARCIL files IPO draft papers with Sebi
Last Updated: New Delhi, Aug 2 (PTI) Avenue Capital Group-backed Asset Reconstruction Company (India) Ltd (ARCIL) has filed its preliminary papers with markets regulator Sebi to mobilise funds through an initial share sale. ARCIL facilitates debt resolution and is the first asset reconstruction company to be incorporated in the country. The initial public offering (IPO) is entirely an offer for sale (OFS) of up to 10.54 crore equity shares by promoters and other shareholders, according to the draft red herring prospectus (DRHP) filed on Friday. As part of the OFS, promoters — New York-based Avenue Capital through its affiliate Avenue India Resurgence Pte Ltd is offloading up to 6.87 crore equity shares, and State Bank of India will be selling 1.94 crore shares. Federal Bank Ltd will also sell 10.35 lakh shares in the company. Meanwhile, Singapore-based GIC through its arm Lathe Investment Pte Ltd is exiting the firm by selling up to 1.62 crore equity shares or 5 per cent stake in ARCIL. Since the public issue is entirely an OFS, ARCIL will not receive any proceeds from the IPO. ARCIL is engaged in the business of acquiring stressed assets from banks and financial institutions and implementing resolution strategies through restructuring, enforcement of rights on underlying securities and settlement aimed at maximising recovery and optimising the value of such stressed assets in order to generate revenue streams. It is the first ARC to be incorporated in India, having received RBI registration in August 2003 under the SARFAESI Act, 2002, as per a CRISIL report. It completed its first stressed asset acquisition in December 2003. Mumbai-based ARCIL was the second most profitable ARC in India in FY24 with a standalone profit of Rs 305.34 crore, and the second largest by assets under management (AUM) at Rs 15,230 crore. It had the second largest net worth among private ARCs in India at Rs 2,462.5 crore on a standalone basis as on March 31, 2024, according to the report. As of March 31, 2025, it had acquired total principal debt of Rs 72,657 crore at a cost of Rs 38,156 crore or 52.51 per cent of the total principal debt and made recoveries of Rs 28,460 crore and the company's total borrowings stood at Rs 305.99 crore. ARCIL competes with the likes of Edelweiss ARC, Phoenix, JM Financial ARC, ACRE and Omkara. IIFL Capital Services, IDBI Capital Markets & Securities and JM Financial are the book-running lead managers while MUFG Intime India is the registrar for the IPO.
