Location Tracking Devices
(VLTD) with effect from October 1, 2026.
The ministry in a
draft notification
to further amend the
Central Motor Vehicles Rules
, 1989, said the VLTD shall be integrated with an RFID transceiver, capable of reading radio frequency identification data from the coupled trailer and transmitting it to the backend.
"On or after 1st October, 2026, all haulage tractors shall be equipped with Vehicle Location Tracking Devices (VLTD) compliant with AIS-140," it said.
The notification further said all trailers shall be fitted with passive
RFID tags
in accordance with IS 16722:2018 to enable electronic identification and pairing with tractors
"On or after 1st April, 2027, all haulage tractors shall be equipped with an
Event Data Recorder (EDR)
to capture and store critical vehicle data," it said.
According to the notification, the EDR shall be capable of recording parameters necessary for analysing operational events and enhancing safety monitoring.
The ministry has given stakeholders 30 days time to comment on the draft.

After Centre's nod, UP to launch AI-based road safety system
LUCKNOW Uttar Pradesh will introduce an AI-based system to reduce road accidents and improve enforcement efficiency through big-data analytics following a formal no-objection from the ministry of road transport and highways (MoRTH) in this regard. MoRTH has clarified that the initiative must adhere to the Motor Vehicles Act, 1988, Central Motor Vehicles Rules, 1989, and all e-enforcement Standard Operating Procedures, while incurring no financial liability to the Centre,' he said. The state has allocated ₹10 crore in its 2025–26 budget to support a broader 'data-driven administrative model' for the transport department, with this pilot laying the foundation. The initial prototype of the model, scheduled for six weeks, will integrate data from multiple sources - accident records, weather feeds, vehicle telematics, driver profiles and roadway attributes - to build AI models that pinpoint root causes of accidents, forecast black spots and generate realtime policy dashboards. If successful, the AI engine will be expanded across core departmental functions including faceless licensing, permit issuance, enforcement, revenue collection and the Vahan–Sarathi digital platforms, positioning UP as a national leader in transport-tech governance. 'This initiative will place UP at the forefront of data-driven governance. By integrating the AI model beyond road safety into every core function of the department, we aim to make our state a national trail-blazer in technological innovation,' said Singh. The AI system will power predictive alerts for tax dues, document validity and traffic violations, helping officials act in real time. It will also drive fraud detection, vehicle mapping and auto-scoring of risks — ultimately bringing all transport data under a single digital view to sharpen enforcement, enhance transparency and improve public service delivery. The ITI–mLogica team has been authorised to begin work immediately with the department's IT, enforcement and Road Safety wings. A final report will be submitted to MoRTH upon completion, with continuous audits on legal compliance, data privacy and cyber security. 'We expect the project to result in a measurable drop in road crashes, streamlined enforcement and faster, safer transport services for citizens,' the transport commissioner said.

AI-driven road safety project all set to roll out in UP after Centre's clearance
India's first AI-powered road safety initiative is set to be rolled out in Uttar Pradesh after the Centre gave its No Objection Certificate (NOC), officials in the UP government said on Tuesday. 'The Ministry of Road Transport and Highways (MoRTH) granted NOC for Uttar Pradesh government's Road Safety pilot project, powered by AI and big data analytics. The ministry confirmed the initiative complies with the Motor Vehicles Act, 1988, and Central Motor Vehicles Rules, 1989, and involves no financial liability for the Central government,' an official of the UP government said. For the project, which is to be executed at zero cost by public sector enterprise ITI Limited in collaboration with tech firm mLogica, the state government has allocated Rs 10 crore in this year's annual budget. Transport Commissioner Brajesh Narayan Singh said that implementation of the project has already started with the ITI-mLogica team collaborating with the department's IT, enforcement, and road safety divisions. The initial proof-of-concept phase for the project will run for six weeks, during which AI models will be developed by integrating data related to accident reports, weather patterns, vehicle telematics, driver profiles, and road infrastructure, the official said. 'The objective is to identify the root causes of road accidents, predict accident-prone zones (black spots), and develop real-time policy dashboards,' the official added. 'A detailed report will be submitted to MoRTH upon project completion. The initiative will maintain continuous audits on data privacy, legal compliance, and cybersecurity standards. The project is expected to significantly reduce road accidents, strengthen scientific enforcement, and improve service transparency,' Singh said. Upon successful testing, the AI engine will be scaled up across key transport services—such as the faceless licence and permit system, enforcement modernization, revenue collection, e-challan system, and the Vahan-Sarathi platform. 'This will enable transparent, swift, and scientific transport services for citizens,' the official added. According to the government, insights from the pilot phase will be used to integrate the AI analytical core with other digital services of the department. 'The faceless driving licence and permit system will be powered by automated, AI-based decision-making. Future modules will include real-time fraud detection, vehicle status mapping, and predictive violation monitoring, enhancing the precision of enforcement and on-spot actions,' the official said. 'By extending this AI model beyond road safety to core departmental functions, Uttar Pradesh aims to become a national pioneer in data-driven governance,' Singh added.

During the meeting, four new IT-based systems developed by HRTC in collaboration with the Department of Digital Technologies and Governance (DDTG) were also launched. These include an online travel pass system for school and college students, government employees and traders, allowing them to apply online for concessional passes, pay digitally and receive RFID-based smart cards. To strengthen infrastructure, Rs 7 crore will be spent on the repair and maintenance of bus stands across the state. CCTV cameras will be installed at all terminals, and a modern bus stand will be constructed at Mandi Bharari in Bilaspur district. Directions have also been issued to expedite the setting up of e-charging stations at bus stands and workshops to support electric buses in the fleet. The deputy chief minister said, "To attract more tourists and increase revenue, Tourist Day Circuits will be introduced connecting major religious and tourist destinations around Shimla." The Board also approved new revenue measures such as implementing an advertisement policy for HRTC tickets, website and mobile app, and piloting the operation of retail fuel outlets at two to three locations using HRTC fuel pumps. A 'Dhaba policy' will also be introduced to empanel eateries along bus routes, with an emphasis on hygiene and commuter convenience. On staff welfare, the Board approved a change in HRTC staff uniform colour from grey to khaki, in line with demands from employee unions. Due to delays in the tendering process, a cash allowance will be provided in place of one set of uniforms, and procurement will be completed within a month. It was also decided to establish Automated Testing Stations under the public-private partnership (PPP) mode to ensure thorough checking of HRTC buses and generate additional revenue.
