North West Anglia NHS trust to cut costs and jobs to break even

Job losses are looming at an NHS trust as it looks to save £73.5m, documents have revealed. North West Anglia NHS Foundation Trust (NWAFT) is also reducing the amount it spends on non-urgent care.Its latest annual plan has set out a 6.4% cost reduction in what is termed "elective activity".NWAFT's chief executive Hannah Coffey said: "We recognise the impact this may have, and we are committed to supporting staff members through these changes."
The trust runs Peterborough City Hospital, Hinchingbrooke Hospital near Huntingdon and Stamford and Rutland Hospital - as well as community services at Doddington near March, the Princess of Wales Hospital in Ely - and North Cambridgeshire Hospital in Wisbech.
"Elective activity" refers to planned, non-emergency healthcare services like surgery, outpatient appointments and diagnostic tests. The trust is seeking to break-even by the next financial year, according to the plan. It also "requires us to meet financial improvement targets of £73.5m" compared to the last financial year.That would equate to more than 10% of its expenditure, according to the most recent published accounts.According to NHS England, since 2018/19 non-clinical support costs have risen by 40%, or £1.85bn. Including pay and pensions, this figure rises to 56%.Ms Coffey confirmed that NHS providers were now expected to deliver a 50% reduction in the recent growth of their corporate costs before the end of December."We are agreeing a plan to deliver this requirement and are committed to doing so in an open and transparent way with our colleagues," she said.
The number of job cuts planned by NWAFT is unclear and the trust did not provide a figure when asked. But the Annual Plan stated that it was planning a reduction in NHS infrastructure support staff, corporate and non-patient facing clinical staff.It stated there was a requirement to reduce infrastructure support staff by "50% of the growth between March 2020 and March 2025".BBC analysis of NHS workforce data suggests that could amount to about 124 posts within IT, estate and facilities management, and other roles.
Food banks
The trust is also looking to significantly reduce expenditure on bank and agency staff. One person, who described themselves as such a worker, told the BBC their shifts had been cut by 90% in some areas."Bank staff are so stressed with now having no money coming in, using food banks and worrying about bills and mortgages," they said.The BBC has not been able to confirm these claims.
Unison eastern regional organiser Rad Kerrigan said: "Across North West Anglia Hospitals, all staff are playing an important role in tackling waiting lists and providing quality care to patients. "The loss of more than 100 staff is bound to make that harder."The trust is taking a measured approach to the cuts, and trying hard to avoid redundancies, but vacancy freezes and other measures to reduce costs will still pile the pressure on frontline staff."The NHS needs real investment in staff to face up to the challenges ahead - job cuts simply aren't the way to go."
Ms Coffey added: "Following successful recruitment drives in recent years, we have been able to reduce our vacancy rate across our hospitals. "This is helping us to meet the national requirement to reduce the use of bank and agency staff."In line with other NHS provider organisations, we are also required to reduce corporate cost growth by 50% since 2018/19. We are agreeing a plan to deliver this requirement and are committed to doing so in an open and transparent way with our colleagues. "We recognise the impact this may have, and we are committed to supporting staff members through these changes."

The Government has cut funding for nursing courses in a move that risks undermining its pledge to end the NHS's reliance on foreign workers. Ministers have quietly frozen grants that are paid to universities to help them cover the higher costs of training medical workers. Critics reacted by warning that the move, which represents a real-terms cut, would ' worsen an already difficult situatio n' in the sector and 'leave us more reliant' on imported labour. It will also prompt fears of further cuts down the line, with education set to be one of the losers in Rachel Reeves's spending review this week. Universities are already struggling to keep nursing courses afloat, with research showing that many are cutting lecturer jobs to save cash. In last year's manifesto, Labour pledged to 'end the long-term reliance on overseas workers' with a 'workforce and training plan' for the NHS. However, Bridget Phillipson, the Education Secretary, has now frozen grants which are paid to universities to cover the extra costs of running medical courses. Those include courses for nursing, midwifery and 'allied health professionals' such as paramedics, radiographers and occupational therapists. In a letter to the Office for Students, she said the per-student funding levels should be kept the same as last year, representing a real-terms cut. That is part of an overall reduction of £108 million in the cash that has been made available for the Strategic Priorities Grant this year. Patricia Marquis, the executive director for the Royal College of Nursing in England, said nursing courses were already under threat from the 'financial crisis' at universities. 'A freeze in per student funding, effectively a real-terms cut, could make a bad situation worse, resulting in not only more job losses, but impacting the very financial viability of nursing courses,' she warned. 'University courses are the single biggest route into the profession, and this would be a disaster. Additional funding should be released to protect nursing courses in response to rising costs.' 'A detrimental impact' on training Vivienne Stern, the chief executive of Universities UK, also warned that the cuts to the grant risked 'worsening an already difficult situation'. She said that the move, combined with a recent decision to slash cash for apprenticeships, would have a 'detrimental impact on training our healthcare workforce'. 'Universities are committed to delivering what this country needs, including a strong and sustainable NHS workforce, and are crucial to training talent,' she said. 'We can't create a future-proof NHS workforce without long-term, sustained investment from the government.' Ms Phillipson said in her letter to the OfS that universities should prioritise funding for nursing courses as 'a strategically important subject'. She targeted grants for other courses and in particular media studies and journalism, which have been derided by some as 'Mickey Mouse' degrees. But despite that, it appears there was still only enough money in the pot for her to restrict the hit to medical courses to a real-terms cut. Laura Trott, the shadow education secretary, said the move was 'yet more evidence that Labour aren't serious about cutting immigration'. 'At a time when we should be training more British people to become nurses, they've cut teaching grants for universities and scrapped almost all higher-level apprenticeships, leaving an 11,000 shortfall in the NHS workforce plan,' she said. 'These decisions will leave us more reliant on foreign labour, when we should be training British people for British jobs.' The Department for Education is facing steep real-terms cuts to its budget when the Chancellor unveils her spending review on Wednesday. She will set out the annual funding totals that all Whitehall departments receive from next year until almost the end of the decade. Most are expecting to see their budgets squeezed to free up more cash for health and defence, which will be the two big winners. Within education, the schools budget is ring-fenced, meaning it cannot be cut. Early years provision, meanwhile, is a flagship Labour policy with the party pledging to fund the creation of 100,000 new nursery places. A Government spokesman said: 'We hugely value the work of talented nurses and midwives which is why we have prioritised Strategic Priorities Grant funding for important, high-cost courses, including nursing and midwifery, that are vital for economic growth and our Plan for Change. 'The dire situation we inherited has meant this Government must take tough decisions to put universities on a firmer financial footing and we're continuing to support them, including by increasing the amount they can charge in tuition fees. 'We are rebuilding the NHS for the benefit of patient and staff, and ensuring nursing remains an attractive career choice, including by unveiling a refreshed workforce plan to ensure we have the right staff in the right place so the NHS can be there for everyone.'

The family of "beautiful" and "caring" Bethan Amy James, 21, claim that medics they encountered before their daughter's tragic death failed to respond to the gravity of her condition and repeatedly dismissed her symptoms A "beautiful" and "caring" daughter was "dismissed" countless times by doctors before she died in hospital, an inquest has heard. Bethan Amy James, 21, the daughter of former England cricketer Steve James, was first admitted to hospital on February 8, 2020, and died the following day. Her sports journalist dad was covering Wales' Six Nations match in Ireland when his daughter was taken seriously ill. Weather delays prevented him from flying home in time to say his last goodbye. At Pontryppid Coroner's Court Tuesday, an inquest heard how Bethan had presented to hospital on a number of occasions before February 8. Speaking at court, her mum Jane James claimed she had been "dismissed" by several members of staff. She believes her "caring and beautiful" daughter's "life could have been saved" had someone realised the seriousness of her condition. Bethan - who was diagnosed with Crohn's in 2019 aged just 20 years old - had been studying journalism at the University of South Wales and had hoped of being a voice for people with the illness. She had even started a blog documenting her experiences of the condition, and had been involved in a BBC documentary with Strictly Come Dancing star Amy Dowden, who also has Crohn's. Paying tribute to her daughter Mrs James said: 'As a person she never moaned, she never made a fuss. She was very caring. She was just beautiful. She put people before herself. She was more interested in other people and their stories and I think that's why she would have made a brilliant journalist.' Speaking about the heartbreaking events leading up to her death, Mrs James recalled how her daughter first began complaining of tiredness, and had shortness of breath, with Bethan booking an emergency GP appointment for January 27. She returned to University Hospital Wales in Cardiff on multiple occasions, but said the doctors they encountered repeatedly dismissed her despite her GP raising an urgent referral. Over the following days, Bethan's symptoms worsened, and she had also developed numbness and issues with her right leg. During one of the encounters with a consultant, Mrs James said the doctor was "very, very dismissive", having said: "You again! You were here on Sunday. Mrs James claims that it took threats to contact health board seniors before a follow-up appointment was arranged. This was despite Bethan being barely able to walk out of the hospital. On Saturday, February 8 - with Bethan bed-bound - the family called an ambulance and paramedics arrived, but Mrs James said there was no "rush" to get her daughter to the hospital. Bethan was still classified as not "unwell enough" and had to wait outside the hospital for a bed, Mrs James added. All the while this was ongoing Mrs James said her daughter was awake, could 'hardly breathe' and was 'so scared'. After some time Mrs James said an anaesthetist came down and Bethan was put to sleep. Mrs James said she felt that with that her daughter's body lost its ability to fight. She said she was asked to leave the room at around 9.25pm before she was told that her daughter had a cardiac arrest a short time later. Mrs James recalled being told that medics were working on her daughter and asked if she wanted to be with Bethan as she passed away. 'As soon as I walked in, I knew she was dead,' Mrs James said. She commented that a sepsis protocol should have been put in place early on and that her daughter 'should have had the right care straight away'. She added: 'It's heartbreaking as a mum to know that her life could have been saved. They didn't know what they were doing.' The inquest continues.
