13MP outlines clear roadmap for nation's future, says Pasir Gudang MP

JOHOR BARU: The 13th Malaysia Plan (13MP) announced by Prime Minister Datuk Seri Anwar Ibrahim outlines a clear direction for the country's future, says a local leader here.
Pasir Gudang MP Hassan Karim said the plan has set targets for the national economy and helps address the cost of living.
'Anwar wants to convey to the people and world, including the World Bank, International Monetary Fund and global institutions that our country has a clear roadmap leading up to the year 2030.
'Malaysia has set macroeconomic and policy targets to raise the people's standard of living by tackling the cost of living,' he said in a statement on Thursday (July 31).
He added that the comprehensive documentation also records the nation's socio-economic achievements from 2021 to 2025.
'The 10-year Madani Economy target is to place Malaysia among the world's top 30 largest economies.
'Malaysia was ranked as the 36th largest economy last year and this is a measurable achievement,' he said, adding that the Madani government will introduce 10 economic diversity priorities, including reforms in the local semiconductor industry.
Hassan added that the reform agenda for the civil service, improving the people's well-being and environmental sustainability were also emphasised in the plan.
'The government's target is to ensure 500,000 affordable housing units are completed by 2030. As of March this year, a total of 179,769 units have been completed.
'This shows that the government acknowledges significant efforts are still needed to reform the national housing sector,' he said.
He also questioned whether it is reasonable for people to demand Anwar's resignation as Prime Minister.
'A large public rally was held in Kuala Lumpur demanding Anwar's resignation on July 26. However, just five days later in Parliament, the Prime Minister stood in the Dewan Rakyat and presented a comprehensive economic policy (a five-year national economic plan) for Malaysia and its people.
'After hearing him table the 13MP, is it still reasonable for the people to demand Anwar's resignation when he is entrusted to lead and realise the aspirations outlined in the plan?' he stressed.
He stated that the presentation was to clarify the initiatives the Madani Government will undertake over the next five years, if it is given the mandate to lead the country again.

KUALA LUMPUR: RHB Investment Bank Bhd has maintained its "Overweight" rating on the construction sector, anticipating a stronger pipeline of development expenditure (DE) under the 13th Malaysia Plan (13MP), which was tabled in Parliament yesterday. In a research note, the firm said the 13MP allocates RM430 billion in gross DE for the 2026 to 2030 period. This is an increase from the RM415 billion allocated under the 12MP for 2021 to 2025, with an annual average of RM86 billion. "The increased allocation signals continued support for infrastructure development in areas such as info-structure, public transport, flood mitigation, and affordable housing," RHB said. Key projects highlighted under the 13MP include the Sarawak-Sabah Link Road, the Pan Borneo Highway, the Central Spine Road, and the Trans Borneo Highway. Other major developments are the Penang Light Rail Transit and the widening of the PLUS Highway in Johor. RHB Investment also emphasised that public-private partnership (PPP) projects will remain central to project delivery mechanisms in the coming years, anchored by the Public-Private Partnership Master Plan 2030 (PIKAS 2030). "Through PIKAS 2030, the government is projecting RM61 billion in private sector funding under the 13MP. PIKAS 2030 has identified a number of initiatives under its 'Strategic Thrust 3: Expanding PPP models to diversify projects' within the national plan. "New PPPs could involve the West Ipoh Span Expressway, the Putrajaya-Bangi Expressway, and the East Coast Expressway Phase 3," it said. Flood mitigation was also identified as a top development priority under the new plan. RHB Investment noted a sharp increase in the number of projects aimed at mitigating flood risks, with 55 projects targeted for completion by 2030, up from just 17 in the previous year. "Efforts to mitigate floods will continue with 43 high-priority flood mitigation projects worth RM12 billion that began last year. These projects are being carried out across flood-prone regions such as Johor, Muar, Pahang, Kedah, Sabah, and Perak," it said. The firm also highlighted that the government plans to implement a multi-tiered foreign worker levy (MTFWL) by 2026. "While no details were disclosed under Budget 2025 regarding the MTFWL, our preliminary estimates find that the earnings of contractors like Southern Cable Group Bhd will be reduced by one per cent," it said, indicating that the impact will likely be minimal on most construction firms. RHB Investment's top stock picks within the sector include Gamuda Bhd, with a target price of RM5.86, Sunway Construction Group Bhd at RM6.55, and Binastra Corp Bhd at RM2.64. "However, our sector call is exposed to unexpected slowdowns in job rollouts, labour shortages, and scale-downs of data centre investments into Malaysia," it added.

UNDER the 13th Malaysia Plan, the government plans to mandate the 'build-then-sell' model via amendments to Act 118 to curb abandoned housing projects, improve accountability and regulatory oversight. 'While this may pressure developers' balance sheets, financially stronger players are poised to benefit. The plan also highlights strategic industrial zones like JSSEZ, Kulim Hi-Tech Park and Carey Island, which are well-positioned due to infrastructure and location, in our view,' said Maybank Investment Bank. In our view, the BTS approach will help to reduce the risk of abandoned projects, encourages careful planning and better product quality to attract buyers. It may also address the oversupply issue by discouraging reckless launches and promoting more responsible, demand-driven development. However, the BTS model could weigh on developers' balance sheets, as financing must be secured before construction begins. The existing and new industrial parks/zones are poised to reshape the industrial investment landscape, intensifying competition as investors gain more choices and states offer varied incentives. We see JSSEZ, KHTP and Carey Island as the most competitive due to their strategic location to Singapore (JSSEZ) and Penang (KHTP), as well as strong infrastructure (Port of Tanjung Pelepas, upcoming JB-Spore Rapid Transit System [RTS] and Carey Island Port).
