
What happens to Z+ security of leaders after they are detained, arrested?
To find out, India Today Digital spoke to a senior serving IPS officer and a former Central Reserve Police Force (CRPF) officer who served in the Special Protection Group (SPG). The SPG provides cover to the highest security category in India, whose sole protectee at present is PM Narendra Modi. Before 2019, other than the PM, three Gandhi family members also had SPG cover for 28 years.HOW INDIA'S VIP SECURITY TIERS ARE STRUCTURED FROM X TO SPGIndia's security cover for high-risk individuals is divided into six tiers: X, Y, Y-plus, Z, Z-plus, and SPG. Each tier is tailored to the threat level assessed by the Ministry of Home Affairs (MHA) based on inputs from intelligence agencies like the Intelligence Bureau (IB) and Research & Analysis Wing (R&AW).The X category provides two armed police personnel, no commandos.The Y category includes eight personnel, with one or two commandos.The Y-plus category involves 11 personnel, including two to four commandos.The Z category mandates the deployment of 22 personnel, including four to six National Security Guard (NSG) commandos, while Z-plus, the highest non-SPG tier, involves 55 personnel, including over 10 NSG commandos, a bulletproof car, and escorts in three shifts.At the top is the SPG. It is an elite force under the Cabinet Secretariat, which exclusively protects the Prime Minister and, in some cases, their immediate family, with highly trained personnel and classified protocols.The MHA decides these categorisations, often for ministers due to their positions, but private individuals also receive cover based on specific threat perceptions.Personnel from the CRPF, Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), and NSG implement these protocols. The CRPF and the CISF collectively secure around 350 VIPs, 35 of whom are under the Z-plus category.advertisementIn situations where individuals being guarded by personnel from multiple security agencies are detained, there is a well-defined protocol and their actions are coordinated.WHAT HAPPENS TO VIP SECURITY WHEN LEADER IS DETAINED OR LATHICHARGED UPON?A serving senior IPS officer, speaking to India Today Digital, explained, "If the person with VIP security is arrested, the security personnel remain outside the police station premises. After the individual's release, the police or security personnel report back to the person."While a high-value individual being guarded in detention remains under the custody of the detaining agency, their security personnel coordinate closely with that agency."Once the arrested or detained person is released, the security detail immediately resumes full charge of their protection," the senior IPS officer said.The CRPF officer who served in the SPG elaborated, saying, "The security personnel provided to the politicians with Z+ cover are from the Central Armed Police Force (CAPF, not state police services). They will protect the person they are assigned to, but won't take any step that comes in the way of the police or any civilian authority".But what happens in the case the politician is part of a crowd being lathicharged by the police?advertisement"Security officers try to protect the leader, but won't do anything that might end up injuring the police personnel. The officials in the security detail are mostly aware of the politician's movements and plans, including of protests, well ahead," the officer, who was once on SPG duty, said.But there are times when a politician takes them by surprise, and the security personnel then have to act impromptu."In case a politician is being detained, the officers in their security detail won't step in, but move to secure the vehicle and premises where they are kept," the CAPF officer told India Today Digital."The security officers work in close coordination with the police, and are kept updated. So, when such a detained leader is released from custody, they assume responsibility for their cover right from the police station," he added.So, when leaders like Rahul Gandhi, under Z-plus security, are detained, their CAPF personnel maintain protection without interfering with police actions. They would have secured the area and coordinated with the Delhi Police. Once released, Rahul's security would have resumed full security duties.This delicate balance ensures the safety of high-value individuals while respecting legal processes. Rahul Gandhi's lawyer fears ‘harm to Congress leader', later makes U-turn
THE LAWYER representing Congress leader Rahul Gandhi in the criminal defamation case filed by Satyaki Savarkar, the grandnephew of Hindutva ideologue V D Savarkar, on Wednesday submitted a pursis in the Pune court hearing the case, but later made a U-turn, saying he had filed the application without consulting Rahul. The pursis stated that there was 'substantial apprehension that Rahul Gandhi may face harm' in light of his current political stand and Satyeki's 'lineage from Nathuram Godse'. On Wednesday, lawyer Milind Pawar, who is representing Rahul, filed the pursis, which is a formal written submission placed before court. Pawar had earlier said the court had admitted the pursis after he filed it in the afternoon. 'Rahul Gandhi has condemned the present government by raising the slogan 'Vote Chor Sarkar'. He has produced documentary evidence alleging serious electoral irregularities, directly implicating the Election Commission in actions which, by their very nature, provoke hostility from those whose political power and ideological interests stand challenged. The apprehension of harm to Rahul Gandhi is neither abstract nor unfounded. In light of the documented history of violent and anti-constitutional tendencies linked to the complainant's lineage, and considering the prevailing political climate, there exists a clear, reasonable, and substantial apprehension that Rahul Gandhi may face harm, wrongful implication, or other forms of targeting by persons subscribing to the ideology of Vinayak Damodar Savarkar,' it stated. 'Prudence demands that this apprehension be placed on record at this stage. The complainant himself has asserted descent from the associates of Mahatma Gandhi's assassins. In view of the grave history associated with such lineage, the defence harbours a genuine and reasonable apprehension that history must not be permitted to repeat itself,' it stated. However, in the evening, Pawar issued a press statement, 'The pursis dated August 13 was filed by me in the court without instructions from the client. The contents of the pursis were drafted by me without consulting my client Rahul Gandhi. My client has taken strong exception to filing of this pursis and has expressed his disagreement with the contents. I shall file a formal application tomorrow for withdrawal of the said pursis before the court.' When contacted earlier after the pursis was filed, Satyaki Savarkar had said, 'The statements made by defence in the pursis are completely baseless and appalling. They have claimed apprehension of harm to Rahul Gandhi which is baseless because he has been exempted from physically attending the proceedings. The defence has been filing such frivolous applications and pursis every now and then and are trying to delay the entire case.' Meanwhile on Wednesday Satyaki Savarkar's lawyer Sangram Kolhatkar moved the court seeking action against Rahul alleging he had committed perjury. 'In the past, all relevant documents have been duly provided to the advocate representing the accused, who has acknowledged the receipt. Despite this, the accused is now falsely claiming that no such material was received. This is a clear attempt to mislead the court. We therefore urge the court, in the strongest terms, to initiate appropriate action against the accused for this deliberate misrepresentation and committing perjury,' Kolhatkar said.

New Delhi: The court submission made about a threat to Congress leader Rahul Gandhi 's life allegedly from some BJP MPs stood withdrawn on Wednesday night. The lawyer, who made the submission on behalf of Gandhi, in a statement announced withdrawal of the submission and AICC released his statement to the press. Lawyer Milind D Pawar said in a statement: "The pursis (submission) dated 13.08. 2025 was filed by me in the court without instructions from the client. CM leads Tiranga rally in Indore, criticises Rahul Gandhi
Indore: Chief minister Mohan Yadav on Wednesday took a dig at Congress leader Rahul Gandhi and said that the Leader of Opposition in Parliament would have to apologise for his statements as he did in the past. "These are the mistakes that force Rahul Gandhi to apologise again and again," Yadav said at a press conference in Indore. He was replying to a query on Rahul Gandhi's submission in a Pune court that he may face harm from the complainant in a defamation case related to his remarks against Savarkar. "Rahul Gandhi had to apologise for 'Chowkidar' remark, but he still hasn't improved and continues to make baseless statements and accusations for petty politics, which will have consequences for him," he said. The CM accused Gandhi of disrespecting the Supreme Court and now Election Commission and the Army.
