New Delhi: Goa's Art and Culture Minister, Govind Gaude, on Monday made serious allegations against his own government, accusing it of corruption. His remark came during a Prerna Din function organised by the tribal welfare department.
Labelling serious charges, the minister alleged that the files of contractors are cleared in exchange for bribes, demanding a clarification from the Tribal Welfare Department, which is under Goa CM Pramod Sawant.
'A huge amount of taxpayers' money is allotted to the tribal welfare department. If it's unable to organise this programme efficiently, then it only shows a lack of control over the administration,' Gaude was heard saying in a video shared by Prudent Media.
'The files of the contractors are handled under the Shram Shakti Bhavan building on the sly. And they think we don't know of such things,' he added.
According to the reports, Gaude also questioned the government over the construction of a tribal bhavan. He asked why the project was still pending when the foundation stone was laid during his tenure as the tribal minister. Opposition Launches Scathing Attack Against Government
The opposition launched a scathing attack against the Sawant government and demanded governor P S Sreedharan Pillai to take note of the minister's comments and dismiss Pramod Sawant-led state govt.
'Gaude's allegations against the CM exposes BJP govt's corruption. The anti-corruption branch should probe these claims and take action against those guilty of bribery,' said opposition leader Yuri Alemao. 'It is time for the BJP to prioritise transparency and root out corruption. Hope BJP doesn't say it is 'their internal matter'. Party with differences is exposed by 'differences'?'
GFP president and Fatorda MLA Vijai Sardesai said BJP has cultivated and encouraged corruption in every department.
'Cabinet minister Govind Gaude's statement that contractors need to pay bribes to get files cleared is not much of a revelation, but a sign of utter frustration with his own govt. Over the years, I've exposed innumerable scams, small and big, that have dragged Goa down the path of irreversible ruin,' Sardesai said.

The Vadodara city unit of the Congress party on Thursday criticised the ruling BJP for allegedly neglecting the city's historic landmark, Mandvi gate, which pitifully awaits urgent action of repair and restoration while witnessing its columns silently crumbling under its weight even as the party hit back saying 'adequate steps' were being taken. Slamming the BJP for 'lack of intent' in protecting heritage structures, the Opposition party offered to 'give all credit' to the elected representatives for saving the 15-century disintegrating historical monument. The Congress party's remarks came a day after part of the weakened column of the gate gave way on Tuesday night, prompting concerns about the structure's safety. Vadodara city Congress President Rutvij Joshi, who visited Mandvi gate on Thursday, lashed out at the ruling BJP in the Vadodara Municipal Corporation, including elected representatives, which has been 'dilly dallying' the restoration work since the structure first showed signs of crumbling in April this year. Joshi said, 'Mandvi needs to be restored on an emergency basis but over four months have passed… This needs to be done on a war footing and we are still at a stage when the civic body has no answers to when the tenders will be floated and when the work will begin'. 'They (BJP) are in power from the lowest office to the highest. Why are they not using their power? It is the lack of intention and will power.. The heritage of Maharaja Sayajirao Gaekwad III is in a run down state…,' he said. Joshi asserted that it was 'appalling' that the elected representatives of the BJP, including Mayor Pinky Soni and Raopura MLA Balkrishna Shukla, who is also the Chief Whip of the Assembly, had not visited the structure since Tuesday although it was Shukla's constituency. Joshi said, 'Why are these leaders missing? If they think that their credit and limelight will be taken away by protesting residents, we are willing to give them full credit for the restoration and pat their backs. But, please, come out here and undertake this work immediately before this piece of legacy is lost'. Meanwhile, a senior BJP leader from the city unit said that the task of undertaking repairs was with the VMC and 'adequate steps' were being taken. 'Immediately after the April incident, consultants with expertise in heritage conservation were brought on board to assess and prepare a report of the action needed. The tendering process is on and within a few days the work will begin,' the BJP leader on the condition of anonymity said. 'The Congress party wants to find reasons to incite citizens but everyone is aware that the party (BJP) is committed not only to just restoring but also reclaiming our history and heritage,' added the BJP leader. Mandvi gate, which blends Islamic and Gaekwad period architecture, featuring intricately carved arches, stonework and captivating stories of the now-extinct Kila-e-Daulatabad from the times of the Mughal Sultanate in Gujarat, has been supported by metal beams under the arches by the civic body, which, experts have pointed out as being detrimental to the structure. On April 13, The Indian Express had reported that the VMC is awaiting the 'appointment of staff' to complete the process of issuing tender for the structure's repair and restoration. This was because the Heritage Cell, the department which will now issue the tender, was yet to have officers being given charge for the posts of Additional Assistant Engineer (AAE) and Deputy Engineer to allow the tender proposal to pass through proper channels, the report highlighted.

The Monsoon session of the Haryana Vidhan Sabha, beginning on August 22, is expected to be politically charged, with Opposition parties — particularly the main opposition Indian National Congress (INC) with 37 legislators — and the Indian National Lok Dal (INLD) gearing up to corner the BJP-led state government on multiple fronts. The session will be preceded by a Business Advisory Committee (BAC) meeting at 11 am, chaired by Speaker Harvinder Kalyan, to decide the session's duration and proceedings. The BJP led by Chief Minister Nayab Singh Saini is all set to proceed with its agenda with several contentious bills that will be introduced in the session, beginning Friday. Saini also chaired a meeting of his party's MLAs on Thursday evening to formulate the party's strategy that will be adopted to counter the Opposition's attack. Although the Congress holds 37 seats in the 90-member House, it is once again entering the session without a formally appointed Congress Legislature Party (CLP) leader, meaning the post of Leader of Opposition remains vacant. Taking a potshot at the Congress, state minister Krishan Kumar Bedi and senior BJP leader Ramkumar Kashyap said the grand old party has been unable to pick a legislative party leader even nearly a year after the Assembly elections. The Congress, led by former CM Bhupinder Singh Hooda, is set to raise demands for Rs 50,000 per acre compensation for farmers whose crops were damaged by excessive rainfall and poor drainage. The party will also target the government over a steep hike in collector land rates up to 150 per cent in some areas criticising it as fiscal mismanagement. Additional concerns include inflation, unemployment, layoffs of skilled youth, ration card deactivations, and deteriorating law and order. The Congress is also likely to raise the issue of alleged harassment of Bengali-speaking migrants in Panipat. Meanwhile, the INLD, through leaders Aditya Devi Lal and Arjun Chautala, has submitted 10 Calling Attention Notices and 25 motions covering a wide range of issues including fertiliser shortages, poor crop compensation, land reallocation, the SYL canal dispute, vacant teaching posts, electricity tariff hikes, and failure of private hospitals under the Ayushman Bharat scheme. The party's legislators will also highlight drug trafficking, rising crimes against Scheduled Castes, GST scams, industrial distress, paper leaks, urban corruption, and farm loan burdens. The INLD has submitted multiple starred and unstarred questions to emphasise these concerns.

Punjab Finance Minister Harpal Cheema on Thursday hit out at the central government for not releasing Punjab's share of GST compensation worth Rs 50,000 crore besides withholding Rs 8,000 crore under the Rural Development Fund (RDF). Cheema made the remarks while talking to the media in Delhi as he went to attend the GST Group of Ministers (GoM) meeting. He said that GST had inflicted a Rs 1.11 lakh crore loss on Punjab, with the Centre releasing only Rs 60,000 crore so far, while over Rs 50,000 crore and an additional Rs 8,000 crore under the RDF remained withheld. Slamming the GST, the Punjab Finance Minister stressed that the state would not have suffered such massive revenue losses had it not joined the 'One Nation-One Tax' scheme and in fact it would have received much more revenue. With the compensation cess now scrapped, he called out the BJP government for deliberately wrecking state economies to make them beg before the Centre. 'We honoured the central government's decision (on GST) and stood with the country, but Punjab suffered for it. Along with Punjab, many other states also suffered.' 'On August 20–21, the GoM met continuously for two days. On Wednesday, the meeting was on life and health insurance. In the evening, a meeting was held on compensation cess. The Chairman told us that today the meeting was on rate rationalisation, and that all members of the compensation cess would participate. Therefore, we also participated in Thursday's meeting,' he said. 'GST was implemented in 2017. In the past eight years, there have been 27 amendments in GST, with exemptions given to different sectors. Fifteen times the GST rates of various goods were reduced. This practice has been continuing in the GST Council for the last eight years, and for the past three years I have been witnessing it myself.' Cheema also said that Prime Minister Narendra Modi earlier declared that there would be two GST slabs — one at 5 per cent and another at 12 per cent — and that 'everyone would celebrate Diwali'. 'But after the GST came, who will compensate for the loss suffered by Punjab and other states? Who will pay for this damage? One Nation, One Tax was the scheme of the central government, and all states including Punjab gave their consent. Everyone agreed that uniform tax rates should prevail across the country so that no state could impose higher or lower taxes on its citizens. But this formula has inflicted a huge loss on Punjab.' Emphasising on Punjab's loss, the Finance Minister said, 'In all three meetings of the GST Group of Ministers, I placed Punjab's position. So far, Punjab has lost Rs 1,11,045 crore. Out of this, the central government has given Rs 60,000 crore compensation, but still Rs 50,000 crore remains with the central government. Who will pay this money?' Cheema also said ever since the GST has been introduced, the BJP-led central government has kept making one amendment after another, but never reached a conclusion. 'Taxpayers of the country are being harassed continuously. The system of the country is being destroyed. Several states are continuously losing revenue due to the GST system. The central government has backed away from making up for this loss.' Detailing the latest discussions, Cheema said, 'In Thursday's meeting on compensation cess, the government said that the loans taken to pay states under compensation cess would be fully repaid by October. On harmful goods (sin goods), a special tax was imposed. The states suffering losses in its collection were being compensated. But now the report of the rate rationalisation committee shows that even the tax slab on sin goods is being reduced.' The Finance Minister also claimed that two days ago, another Rs 1,000 crore under the Prime Minister Road Scheme was also stopped. 'In this way, nearly Rs 60,000 crore is pending with the central government against Punjab. This includes the Rs 50,000-crore revenue loss (Punjab faced) after the (implementation of) GST. The central government must immediately release Rs 60,000 crore,' he concluded.
