
Students & parents advised to be careful during admission season
Despite recent amendments to the Maharashtra Unaided Private Professional Educational Institutions (Regulation of Admissions and Fees) Act, which mandate a transparent admission process for management quota seats in professional courses such as engineering, pharmacy, MBA, MCA, and architecture, the situation on the ground is anything but. While affiliated colleges are required to follow stricter norms, private and deemed universities have been granted complete autonomy which grants agents access to thrive.
A parent told Hindustan Times on condition of anonymity, 'I came across an agent through a Prime Shiksha advertisement on social media. When I contacted them, they asked me to visit their office at Agarwal Business Park in Kharadi. The agent's name was Deepak Agarwal, and two others Vineet and Shivam Sharma. They initially asked ₹ 13 lakh for admission to engineering at PICT through the NRI and institute quota. After some discussion, the deal was fixed at ₹ 12 lakh. We even visited the college and filled out a form and I paid them ₹ 12 lakh. They told us that the college would send an admission confirmation through email. However, when I tried to contact them the next day, their phones were switched off, and the office was locked. My son scored 92% which is quite good. I want to warn other parents; please don't fall for such agents.'
Responding to this, Kalpesh Yadav, joint secretary of Yuva Sena, said, 'The criteria for management quota admissions is that they should be carried out based on merit. Last year, we successfully completed the admission of 383 students purely on merit, without taking a single rupee and we are also raising voice against it.'
Cities like Pune and Nashik, which host some of the state's top institutions, are witnessing a surge in demand for management quota seats. Many students with average academic marks, along with their parents, attempt to secure seats in reputed institutions through alternative routes. In doing so, they often rely on admission agents, many of whom turn out to be fraudsters.
In Pune, at least three to four such fraud cases have surfaced in the last year, with parents reportedly losing lakhs of rupees. The agents exploit the urgency and emotional vulnerability of families keen on securing their child's academic future.
As a result, many institutes and government officials are urging families to avoid falling for promises of guaranteed admissions. Several institutions have started issuing public advisories, warning against dealing with unverified agents.
To address the rising number of complaints, support groups such as the Innovation Foundation and Yuva Sena have set up helplines for students and parents facing admission-related issues. 'Last year, we helped several students who had been defrauded by these agents. This year, too, our helpline is open to assist anyone in need,' said Kalpesh Yadav, joint secretary of Yuva Sena. ‘About half of forest rights claims distributed': MoEFCC in Lok Sabha
Around 2.389 million individual forest rights claims and 1.21 lakh community titles have been distributed so far under the Forest Rights Act, 2006, the Union environment ministry (MoEFCC ) informed the Lok Sabha on Monday. 'As per the provisions of 'The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006' and Rules there under, the state governments are responsible for implementation of various provisions of the Act. The ministry of tribal affairs is the nodal ministry for monitoring the implementation of the Act,' Kirti Vardhan Singh, minister of state for environment, said in the Lok Sabha Congress MP Adv. Gowaal Kagada Padavi had raised questions on: 1. whether the Government maintains updated records of individual and community forest rights claims under Forest Rights Act (FRA), 2006; 2. the number of pending claims along with the reasons for delay in approval, State-wise; 3. whether tribal Gram Sabhas are empowered to make final decisions on claims; 4. the steps taken to prevent eviction of traditional forest dwellers without due process; 5. whether any States have been found violating FRA provisions among others. In response, the MoEFCC said, 'As stipulated in Section 6(6) of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, the final decision on claims lies with the District Level Committee.' Further, the MoEFCC also informed that no forest dweller can be evicted before recognition of forest rights. 'As per provisions of Section 4(5) of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, no member of a forest dwelling Scheduled Tribe or other traditional forest dwellers shall be evicted or removed from the forest land under occupation till the recognition and verification procedure is complete,' the minister said. Since state/UTs are responsible for the implementation of the Act, the grievances and representations received in the tribal affairs ministry are forwarded to the concerned state/UTs. Further, the ministry has been urging all state governments to abide by the provisions of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 and ensure timely disposal of the claims, Singh informed. 'The tribal affairs ministry has been advising states, district administrations and state forest departments to conduct awareness campaigns among all stakeholders on the implementation of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006,' he added. A United Nations Development Programme report on 'Securing Rights, Enabling Futures: Policy Lessons & Pathways from FRA for Accelerating Tribal Development' released earlier this month recommended a National Tribal Policy/National Acceleration Plan for tribal development for next five years may be framed, integrating tribal governance and sustainable development as interconnected outcomes. Forest rights holders may be recognised as a category across all social protection and livelihood programmes. Policies and schemes related to forests, land, and natural resource governance must be designed to facilitate the actualization of these rights, the report stated. HT reported on July 6 that the tribal affairs ministry had asked for scientific evidence from the environment ministry to substantiate claims that granting forest rights to tribal communities causes forest degradation, escalating a tussle over a landmark 2006 legislation that recognises traditional forest rights of tribal communities in protected areas.

National Cooperation Policy 2025 detrimental to Kerala's cooperative sector: Kerala Cooperative Employees' Union
The National Cooperation Policy 2025 unveiled by the Union government in July is part of an agenda by the Bharatiya Janata Party (BJP) to wrest control of the thriving cooperative sector networks in Kerala and other States, the Left-backed Kerala Cooperative Employees Union (KCEU) has said. The policy reflects the political and financial motives of the BJP government, the KCEU said on Monday (August 18, 2025), announcing a Raj Bhavan march and Statewide protests on August 20 against the policy. KCEU general secretary N.K. Ramachandran said that the policy encroaches upon the constitutional space of the States. Cooperative societies are part of the State List (Entry 32) in the Seventh Schedule of the Constitution. The policy will be detrimental to the cooperative sector of the State which accounts for almost 70% of the national average. The policy is aimed at bringing the cooperative societies in the States under the control of the Union government and building a parallel cooperative network led by the BJP across the country, the KCEU alleged. The KCEU described the Multi-State Cooperative Societies (MSCS) Act, passed by the Union government in July 2023, as inimical to the interests of the people and the cooperative sector. There are 95 MSCSs operating in Kerala. The State government has no control over them, unlike in the case of State-level cooperative societies. There is also no clarity regarding the governing council members and shareholders of these MSCSs, the KCEU said. Senior Communist Party of India (Marxist) [CPI(M)] leader and Centre of Indian Trade Unions (CITU) State general secretary Elamaram Kareem will inaugurate the Raj Bhavan protest on August 20. The same day, protests will be held outside Union government offices in district headquarters across the State, the KCEU said.
