National Cooperation Policy 2025 detrimental to Kerala's cooperative sector: Kerala Cooperative Employees' Union

The Hindu9 hours ago
The National Cooperation Policy 2025 unveiled by the Union government in July is part of an agenda by the Bharatiya Janata Party (BJP) to wrest control of the thriving cooperative sector networks in Kerala and other States, the Left-backed Kerala Cooperative Employees Union (KCEU) has said.
The policy reflects the political and financial motives of the BJP government, the KCEU said on Monday (August 18, 2025), announcing a Raj Bhavan march and Statewide protests on August 20 against the policy.
KCEU general secretary N.K. Ramachandran said that the policy encroaches upon the constitutional space of the States. Cooperative societies are part of the State List (Entry 32) in the Seventh Schedule of the Constitution. The policy will be detrimental to the cooperative sector of the State which accounts for almost 70% of the national average.
The policy is aimed at bringing the cooperative societies in the States under the control of the Union government and building a parallel cooperative network led by the BJP across the country, the KCEU alleged.
The KCEU described the Multi-State Cooperative Societies (MSCS) Act, passed by the Union government in July 2023, as inimical to the interests of the people and the cooperative sector. There are 95 MSCSs operating in Kerala. The State government has no control over them, unlike in the case of State-level cooperative societies. There is also no clarity regarding the governing council members and shareholders of these MSCSs, the KCEU said.
Senior Communist Party of India (Marxist) [CPI(M)] leader and Centre of Indian Trade Unions (CITU) State general secretary Elamaram Kareem will inaugurate the Raj Bhavan protest on August 20. The same day, protests will be held outside Union government offices in district headquarters across the State, the KCEU said.

Delhi-Dehradun Expressway nears completion, may get open on..., plan is to complete work by...

New Delhi: PM Narendra Modi inaugurated the Delhi section of Dwarka Expressway and Urban Extension Road-2 in Delhi on Sunday, 17 August. After this, discussions have started on the projects going on in Ghaziabad as to when they will be inaugurated. Recently, Union Minister Nitin Gadkari had talked about the inauguration of the Delhi-Dehradun Expressway by October. In such a situation, it is expected that people can get the gift of the Delhi-Dehradun Expressway on this Diwali. According to the NBT, it was found that about 15% work is still left on the Delhi-Dehradun Expressway. How many parts are ready? The part from Akshardham to Baghpat is completely ready. 10% work is still left in the Baghpat to Saharanpur part. At the same time, about 5 per cent work is left from Saharanpur to Chhutman. The target is to complete both these remaining works by October. The work between Chhutman and Dehradun has been completed. In such a situation, it is being claimed that the Delhi-Dehradun Expressway will be operational by October, according to the NBT reports. How much work is remaining to be completed? At the same time, if NHAI officials are to be believed, more than 90 per cent of the work has been completed, and the remaining work is being completed rapidly. The work will be completed within two months, but sources say that it will be difficult to complete the work within three to four months, according to reports. What was the deadline? It is known that this project was to be completed in March 2024, but the completion of the project is getting delayed. Earlier, some part of it was set to open in January 2025, but later it was postponed. This expressway will mainly connect Delhi, Baghpat, Muzaffarnagar, Shamli, Saharanpur and then Dehradun. Although six lanes have been constructed at most places, for future needs, it can also be expanded from 8 to 12 lanes.

Haryana Rights Panel Cites Shakespeare After Aadhaar Record Shows Living Man Dead

Chandigarh: The Haryana Human Rights Commission has taken suo-motu cognizance of a media report highlighting an incident where a serving employee of the Public Health Department, a resident of Rohtak, was allegedly denied his salary in the post-COVID period because his Aadhaar record shows him as "deceased". This is despite the fact that he is alive and continues to discharge his duties regularly. As a result of this administrative lapse, the employee has reportedly been deprived of his lawful remuneration for an extended period. Upon review, the Commission observed that the Public Health Department failed to update the employee's record on the HKRN portal, despite being aware that the "deceased" status in Aadhaar was erroneous. This inaction has caused the complainant prolonged financial hardship and mental agony, undermining his right to work with dignity and creating unnecessary uncertainty. The Commission expressed concern that such errors can severely affect an individual's livelihood, confidence, and peace of mind. The full bench of the Commission, comprising Chairperson Justice Lalit Batra and members Kuldip Jain and Deep Bhatia, noted that such treatment appears contrary to Article 7 of the United Nations International Covenant on Economic, Social and Cultural Rights (ICESCR), which recognises the right to just and favourable conditions of work, including remuneration ensuring a decent living for workers and their families. The non-payment of wages for work performed constitutes a violation of the employee's human rights, particularly the right to livelihood and dignity as guaranteed under Article 21 of the Constitution and reaffirmed in international human rights instruments. The department's inaction amounts to an arbitrary deprivation of earnings, impairing the complainant's ability to support himself and his family. Reflecting on the situation, the Commission recalled a sentiment from Shakespeare's famous play 'Julius Caesar' that 'sometimes the dead may exert greater influence than the living'. However, the Commission observed that the present case revealed a stark inversion of that idea: a man undeniably alive, diligently performing his duties, is being officially treated as deceased. This erroneous classification not only deprived him of his rightful wages but also subjected him to indignity and unnecessary hardship. Ignoring the service of a living employee in such a manner is an administrative failure that the Commission cannot overlook. Finding prima facie evidence of administrative negligence and violation of the complainant's rights, the Commission directed immediate action to restore the employee's salary, correct all records, and ensure that no employee faces such an anomalous and unjust situation in the future. The Commission has called for a report on the necessary corrections to the Aadhaar record of the complainant from the Additional Deputy Commissioner, Rohtak, and the Commissioner and Secretary, Citizen Resources Information Department (CRID), before the next hearing on September 23.
