Delhi govt to table bill to regulate private school fee hikes in monsoon session: CM Rekha Gupta
According to the Cabinet-approved ordinance, passed on April 29, the bill imposes strict penalties on schools that hike fees arbitrarily. For a first offence, schools will face fines ranging from Rs 1 lakh to Rs 5 lakh, with repeat violations attracting penalties between Rs 2 lakh and Rs 10 lakh. If the school fails to refund within the specified time, the fine doubles after 20 days, triples after 40 days, and continues to increase with every 20-day delay. Repeated violations may lead to a ban on holding official positions in the school management and loss of the right to propose future fee revisions.

New Delhi: The opening day of the Delhi Assembly's Monsoon Session saw sharp political exchanges as Chief Minister Rekha Gupta launched a scathing attack on the Opposition, accusing it of historical negligence on national security and questioning its stance on recent military operations, including Operation Sindoor and Operation Mahadev. "This wasn't just a military operation, it was about honouring our martyrs," Ms Gupta said during a debate on the Centre's recent actions. She was responding to the Opposition's remarks over the naming of Operation Sindoor, particularly remarks made in Parliament by Samajwadi Party MP Jaya Bachchan. "She asked why the operation was named Sindoor. I will answer her with a filmy dialogue - "' Ek chutki Sindoor ki kimat tum kya jano? ' (You don't know the value of a pinch of vermilion)." Ms Bachchan had questioned why India's retaliatory action post-Pahalgam attack was named "Operation Sindoor", when women were widowed in the incident and actually "lost their sindoor". The Chief Minister levelled a series of questions at the Opposition, referencing decisions made by previous governments during major national security events. "When Pakistan occupied Kashmir, why didn't they take responsibility? Why didn't they take responsibility for Partition? For the war with China? Why was the 1965 war halted and taken to the UN? In 1971, 93,000 Pakistani soldiers were captured- why were they released unconditionally? Why was the Shimla Agreement signed? Why didn't they own up to the 1984 anti-Sikh riots or the stone-pelting in Kashmir?" she asked. Hitting out at the Congress-led INDIA bloc, Ms Gupta said, "These leaders have formed a team, but when they speak, it's hard to tell whether they represent India, Pakistan, or America". "The so-called 'national sister' talks about taking credit. But their actions speak otherwise." She further alleged that the Opposition has shown alignment with disruptive forces: "They don't love India, they trust anti-national forces." Assembly Disruption: AAP MLA Marshalled Out Earlier, the house witnessed chaos when AAP MLA Sanjeev Jha attacked Prime Minister Narendra Modi over Operation Sindoor. Speaker Vijender Gupta immediately intervened, objecting to his choice of words, directing that they would not remain on record. He also ordered the marshal to "escort him out". The Speaker later confirmed the remarks had been expunged from the Assembly proceedings. Mr Jha's comments came during his speech on national security, triggering protests from BJP MLAs and warnings from the Chair. The MLA was escorted out of the House following repeated refusals to withdraw his statement. Leadership, Legacy, and a Divided House Chief Minister Rekha Gupta ended her address by defending the government's record on national security and countering criticism from the opposition. "In 2016, during the surgical strikes, they demanded proof, and we gave it. We brought back Abhinandan (Varthaman). The opposition will always find something to criticise," she said. "This is not the India of pre-2014. Whenever storms threatened the nation, (PM) Modi stood like a shield. He is not just a leader, he is a symbol of light," Ms Gupta told the House. Siddaramaiah, Shivakumar condole Shibu Sorens demise
Agency: Bengaluru, Aug 4 (PTI) Karnataka Chief Minister Siddaramaiah on Monday condoled the death of former CM of Jharkhand, Shibu Soren, and said he was a towering figure in India's tribal rights movement. As the founding leader of Jharkhand Mukti Morcha, he dedicated his life to the creation of a separate Jharkhand and the upliftment of Adivasi communities, the chief minister said. 'Deeply saddened by the passing of Shri Shibu Soren-former Chief Minister of Jharkhand, former Union Minister, and a towering figure in India's tribal rights movement. My heartfelt condolences to Jharkhand CM @HemantSorenJMM, his family, and the people of Jharkhand in this moment of grief. His contributions to public life will be remembered with respect and gratitude," Siddaramaiah said in a post on 'X'. Deputy Chief Minister D K Shivakumar said he was deeply saddened by the passing of seasoned political leader, JMM founder and former CM of Jharkhand, Shibu Soren. 'His life was a powerful journey of struggle, courage, and commitment to the rights of tribal communities. Generations will remember his voice and vision. My thoughts and prayers are with @HemantSorenJMM and the entire family. Om Shanti," he said in a post in 'X'. Soren breathed his last at a private hospital in New Delhi while undergoing treatment for kidney-related problems. CM Rekha Gupta forms committees for new excise, EV policies in Delhi
Agency: PTI Last Updated: New Delhi, Aug 4 (PTI) Delhi Chief Minister Rekha Gupta on Monday announced the constitution of two separate committees for the formulation of the excise policy and EV Policy 2.0. The excise policy committee will be headed by PWD Minister Parvesh Verma, while the electric vehicle policy committee will be headed by Urban Development Minister Ashish Sood, she said. In a post on X, the chief minister said, 'Keeping social security in focus, the Delhi government has constituted a high-level committee to formulate a transparent excise policy, which will be headed by Cabinet Minister Shri @p_sahibsingh. 'Additionally, a special committee has been formed under the leadership of Cabinet Minister Shri @ashishsood_bjp to develop an effective and public-oriented EV (Electric Vehicle) policy for Delhi. Our government is committed to the holistic development of Delhi and is continuously taking decisions in the public interest. #ViksitDelhi," she said. Both the excise policy and EV policy have been extended multiple times in the absence of new policies. In June this year, the government extended its excise policy for the financial year 2025–26. The current policy was extended with effect from July 1 to March 31, 2026. The extended policy, also known as the old excise policy, came into operation in September 2022 after the then Aam Aadmi Party (AAP) government scrapped its reformative policy (2021–22) that ran into rough weather amid allegations of irregularities in its formulation and implementation. The Delhi government had extended the current Electric Vehicle (EV) Policy until March 31, 2026, as the draft of the new policy will undergo public consultation, which is expected to take time, Transport Minister Pankaj Singh had said last month. The current EV policy, which was first introduced in 2020 during the previous Aam Aadmi Party rule, lapsed in August 2023. The policy has been extended several times since then.
