MALAYSIA POISED TO CAPITALISE ON REE OPPORTUNITIES AMID US-CHINA TRADE WAR

BANGI, April 24 (Bernama) -- Malaysia is positioning itself to become a key player in the rare earth elements (REE) value chain, amid a shifting geopolitical landscape and the ongoing trade war between the United States and China.
Ministry of Science, Technology and Innovation (MOSTI) Minister Chang Lih Kang said there is growing interest from both Western and Chinese investors to collaborate with Malaysia in the sector, underscoring the country's strategic value and potential in rare earth processing.
"They are very keen to work with us. President Xi Jinping has also explicitly stated that China will assist us in developing the processing technology.
"Everything is developing at the pace and in the direction that we would like to see," he told Bernama and RTM after appearing as a panellist on MOSTI's Tech Talk programme at Universiti Kebangsaan Malaysia (UKM) on Wednesday.
To facilitate industry development, Chang said the government is in the process of amending the Atomic Energy Licensing Act 1984 (Act 304), which currently limits industrial licences to three years, a timeframe he described as too short to support the sustainable growth of the REE industry.
'One of the key amendments involves Section 16(6), which currently empowers the ministry to issue licences for only three years,' he said, adding that the amendments are expected to be tabled this year.
Chang emphasised the urgency of accelerating development in Malaysia's midstream and upstream REE sectors.
"There is a need for us to accelerate its development because the window of opportunity is small. So, we need to harness whatever we have," he said.

Lo Yi Bang from SW Green Energy Technology, and Vivien Liew Ping Ching, representing Hong Leong Bank's Green Energy Financing division. The seminar began with Vun's presentation on Environmental, Social, and Governance (ESG), followed by Lo's presentation on Green Energy Technology in Sabah. The final session was presented by Hong Leong Bank, introducing its green energy financing services. Liew said that since its establishment in 2019, the Chamber has been committed to promoting economic, trade, industrial and commercial cooperation between Sabah and China. In recent years, apart from traditional trade and investment, the Chamber has actively responded to national and state government policies by promoting green energy, new technologies and emerging industries. It has also hosted many experts and enterprises from China, helping them explore investment opportunities in Sabah. He pointed out that the Chamber not only provides policy updates, investment guides, and trade resources but also effectively builds a bridge for Sabah-China cooperation through various platforms such as expos, economic forums, seminars, and training programs. 'This coming November, we will be hosting the 2025 Sabah-China Expo at the Sabah International Convention Centre (SICC), where multiple thematic seminars are planned. We warmly welcome the participation of stakeholders from the green energy and finance sectors,' said Liew. 'We very much look forward to collaborating with SW Green Energy Technology and JV Consultant in the fields of green energy supply and ESG to jointly promote sustainable development. At the same time, we also hope to leverage Hong Leong Bank's green energy financing solutions to help our members strengthen their capabilities in financing, wealth management, and investment,' he said. He stressed that this seminar was not only a platform for information exchange but also an important opportunity to lay a solid foundation for future cooperation. The Chamber welcomes more committed partners to work hand-in-hand in driving Sabah's economic growth. The seminar concluded successfully in a lively atmosphere, with participants showing great interest in green energy and related financial services and expressing anticipation for deeper cooperation in the future. Communications Ministry Ensures No One Is Left Behind In National Transformation Agenda

'This recognition reflects Malaysia's effective approach to community empowerment and the tangible impact of NADI at the grassroots level,' he said in his speech at the launch of the Perlis Connect programme here today. The Raja Muda of Perlis, Tuanku Syed Faizuddin Putra Jamalullail, officiated the launch. Mohamad Fauzi said in Perlis, programmes under NADI such as entrepreneurship training have opened opportunities for rural communities to progress alongside global developments. Raja Muda of Perlis urges digital literacy via NADI hubs
PADANG BESAR: The Raja Muda of Perlis, Tuanku Syed Faizuddin Putra Jamalullail, encouraged residents to maximise the benefits of National Information Dissemination Centres (NADI) for personal and community growth. He highlighted the role of 17 NADI centres across Perlis as vital hubs for training, information access, and guidance. 'Let us together take advantage of this opportunity to build a more digitally literate, competitive and progressive society,' he said during the Perlis Connect programme launch. The event was attended by Perlis State Legislative Assembly Speaker Rus'sele Eizan and Communications Ministry Secretary-General Datuk Seri Mohamad Fauzi Md Isa. Perlis Connect, a joint effort by MCMC and Bernama, educates the public on safe internet usage and roaming awareness. It also promotes NADI facilities and supports local entrepreneurs in marketing their products.
