With just a week left for Delhi University (DU) to wrap its undergraduate admissions for the year, more than 9,000 seats are yet to be occupied across its colleges. Speaking to The Indian Express, Haneet Gandhi, Dean of Admissions at DU said the seat vacancies are mainly owing to students not filling their preferences strategically in the initial allocation rounds. 'For instance, students with low scores opted for a course in a top college but were allocated a seat in a course or college they did not prefer,' Gandhi explained. 'Some filled their preferences without a clear awareness of the cut-offs. Along with this, cases of rejections due to improper documents have also been taken into account. This has wasted about 5,000 allocations in the previous round. These students have, however, applied again in the mid-entry window for their choice of college.' She added that off-campus colleges also have vacant seats. Off-campus colleges like Aditi Mahavidyalaya and Bhagini Nivedita see hundreds of vacant seats every year. The mismatch between available seats and enrolments has grown since DU adopted the Common Seat Allocation System (CSAS) in 2022. Under CSAS, students must list a hierarchy of subject-and-college preferences before the start of the process. Seats are then allocated taking into account CUET scores of the candidates along with their preferences. Once allocated, students must either accept or forfeit the seat, with little flexibility for reshuffling in later rounds. Last year, even after the mop-up round of admissions, which focused primarily on filling vacant seats, over 3,000 seats remained unoccupied. The mop-up round held in late September 2024, allowed candidates to apply based on their Class 12 marks for the seats still on offer. The university will release its third allocation list on August 13, followed by the first lists for extracurricular activities, sports, and Children of War (CW) quotas on August 15. DU has set August 19 as the final date for closing the UG admission process.

The accusation came during a discussion under Rule 69, with opposition leader R Ashoka and BJP veteran S Suresh Kumar leading the attack. Ashoka, in a two-and-a-half-hour speech, alleged the govt was complacent and failed to anticipate the massive turnout despite repeated warnings from all quarters. "In your hurried intent to lap up popularity and affection of the people, you rushed into the celebratory event… If it was not so, then why did traffic police decide to draw up traffic diversions around the stadium?" he asked. Drawing a parallel with suicide cases, Kumar said: "This govt is an abettor in this tragedy." BJP demanded a joint house committee and a CBI inquiry, along with "an unconditional apology from the govt" to families of the victims. Ashoka called it a total failure of crowd management, saying, "Who gave permission for the celebration? Who finalised the SOP? Were ambulances kept ready?" He insisted a case of negligence causing death should have been filed, adding, "I fail to understand what the CM and deputy CM were doing." He criticised the IPL, alleging it fuels betting among the poor: "My own cook indulged in theft to get money for betting," Ashoka said. He accused the govt of seeking political mileage, while presenting govt letters to top officials as evidence of official permission. "Without directions from the CM and deputy CM, it would have been impossible for DPAR to permit the event," he said. Quoting Justice Michael D'Cunha's report, he said directions from the CMO to RCB and event managers were documented. Yatnal berates Ashoka Suspended BJP MLA Basangouda Patil Yatnal, meanwhile, castigated opposition leader R Ashoka during the debate on the stampede, for shying away from directly blaming CM Siddaramaiah and his deputy DK Shivakumar. "I have heard you since morning speaking about the faults of the administration, but nowhere are you fixing blame on the political leadership of this govt," Yatnal said, intervening in the discussion. "Say it in plain words that the CM and DCM are directly responsible for the tragedy." Yatnal was suspended from BJP for six years for alleged anti-party activities.
