‘Ente Bhoomi' promises to make land transactions swift & error-free
Billed as a one-stop solution for land transactions the government's 'Ente Bhoomi' integrated land management system is expected to ensure speedy disposal of files and accuracy of documents.
The success of its trial run at Ujar Ulvar, a village in Kasaragod, has prompted the government to include at least one village from each district in the 'Ente Bhoomi' single-window portal, within a month.
Details of only digitally surveyed villages – 300 as of now – are available in the portal. The rest of the villages are being covered under the statewide digital survey in phases.
At present, land transactions at Ujar Ulvar are now performed through the 'Ente Bhoomi' portal. The process starts with the buyer or seller applying for thandaper certificate and survey sketch of the proposed land via the portal.
These are uploaded to the portal by the village office and survey office, respectively. The land owner then fills in the template of the transaction deed available on the portal.
The land details appear automatically and the seller can list any specific conditions regarding the transaction. It is then submitted to the registration department online.

‘Ente Bhoomi' putting Kerala among global leaders: World Bank official
THIRUVANANTHAPURAM: The state government's 'Ente Bhoomi' programme will help Kerala position itself among the global leaders in land management, World Bank's Lead Land Administration Specialist Mika-Petteri Torhonen has said. He was speaking at the Bhoomi National Conclave in Kovalam on Friday. 'I have been travelling globally and I could see that the Ente Bhoomi mission by Kerala is taking the state to one among the global countries, like Estonia, Australia, etc. I had a two-year interaction with the Kerala team from the very initial stages of the launch of the Ente Bhoomi programme,' Torhonen said. He said he was 'really astonished' by the progress made by the project in two years.

Digital land survey fourth phase to begin in August: Minister
The final notification in 60% of the 312 villages where digital land survey has been completed will be published by August, Minister for Revenue K. Rajan has said. At a press conference on the sidelines of the Bhoomi national conclave on smart land governance at Kovalam on Friday, the Minister said the final notification had been delayed owing to certain amendments to rules. The final notification had been issued for two villages in the State – Ujarulvar in Kasaragod and Mankad in Kollam. The survey in three phases covered 639 villages. The fourth-phase survey covering 200 villages would begin in August, the Minister said. Provision to be made A provision would be made in the proposed Settlement Act for giving ownership of surplus land in possession of individuals that did not belong to the government and had no claimants to the individual. The Minister pointed out that complaints related to the digital survey were fewer in number. Complaints could be submitted on the Ente Bhoomi portal at three junctures – at the start of the survey, when the 9(1) notification was issued, and the final notification was published. Complaints could be submitted to the District Collector concerned later. ₹7 crore sanctioned The Minister said the Union government had sanctioned ₹7 crore for setting up continuously operating reference stations for the digital survey. Funds had also been sought under the NAKSHA scheme for survey in urban areas. Survey would be conducted in Attappady village to return the illegally possessed land belonging to the Scheduled Tribes back to them, the Minister said.
