4 Ways Trump's ‘Big, Beautiful Bill' Will Make College More Expensive

President Donald Trump's 'Big Beautiful Bill' could reshape how millions of Americans pay for college.
Among its most controversial changes are deep cuts to Pell Grants, the elimination of subsidized student loans, and the introduction of lifetime borrowing caps for both students and parents — primary pathways that make college more affordable for individuals and families.

While the changes are designed to reduce federal spending, here are four ways Trump's 'Big Beautiful Bill' will make college more expensive.
The bill proposes slashing the maximum Pell Grant award by nearly 23%, dropping it from $7,395 to $5,710 starting in the 2026 to 2027 school year. That's nearly $1,700 less per year that low-income students can use to cover tuition, fees and living costs, leaving families to either borrow more or pay out of pocket.
It also makes Pell Grants harder to qualify for. The required course load would jump from 24 to 30 credits per year, meaning students would have to take 15 credit hours per semester to receive the full award. Students enrolled less than half-time would lose access altogether.

Experts said these changes could disproportionately affect part-time students, working students and community college students, who often balance jobs and caregiving responsibilities with school.
'Increasing the credit hour requirement from 12 to 15 for Pell Grant eligibility will affect 25% or more of students at community colleges and technical schools,' said Tom O'Hare, a college planning coach at Get College Going.
'Extending the credit hours will lower access to financing resources, resulting in an extended timeline to complete their programs, a double financial hit for a family or individual.'
The bill would impose lifetime borrowing caps on federal student loans: $50,000 for undergraduate students, $100,000 for graduate students and up to $150,000 for professional students, such as those in law or medical school.
These caps mean that students who reach the limit before completing their degrees will be forced to turn to private loans, which often come with higher interest rates, fewer repayment protections and less flexibility than federal loans.
The House and Senate versions differ slightly. The House would cap graduate borrowing at $100,000 total (or $150,000 for professional degrees). At the same time, the Senate allows a higher cap of $200,000 for professional programs but maintains the current undergraduate caps ($31,000 for dependent students and $57,500 for independent students).
'Families would need to look outside direct loan options, which could mean more borrowing in the private market,' said Jonathan Sparling, a director at CollegeWell, an educational platform that helps families plan and save for college.
According to the U.S. Department of Education, 'private student loans can have variable or fixed interest rates, which may be higher or lower than the rates on federal loans depending on your circumstances.'
The bill proposes eliminating subsidized federal loans for undergraduates, a key benefit that currently keeps borrowing costs lower.
Right now, subsidized loans don't accrue interest while a student is in school, during grace periods, or in deferment, effectively saving borrowers hundreds or even thousands of dollars.
'In practical terms, the elimination of the interest subsidy would mean immediate accrual of interest after loan disbursement, adding to total costs,' Sparling said.
This would directly increase the total amount students owe over the life of the loan. In addition, without this subsidy, students would leave school owing more than they do now before even making their first payment.
The legislation would scrap current repayment options and replace them with just two: A standard fixed-payment plan and a new income-driven plan called the Repayment Assistance Plan (RAP).
Under RAP, borrowers would pay 1% to 10% of their income, with a minimum monthly payment of $10. While this may lower monthly payments for some, it extends the repayment timeline: Loan forgiveness wouldn't kick in until after 30 years of payments, compared to 20 or 25 years under many current plans.
Dan Rubin, CEO of Yelo Funding, said eliminating some income-driven repayment plans like SAVE (Saving on a Valuable Education) and PAYE (Pay As You Earn) have allowed millions of borrowers to manage their loan repayments.
'Ending those options would remove the only federal safeguard that adjusts repayment to earnings,' Rubin said. 'Faced with the prospect of higher debt and fewer repayment protections, many students will be forced to delay, forgo or abandon their graduate studies altogether.'

Key Points Investors liked that the company's financial reporting will be more aligned with that of most publicly traded companies in the U.S. It has adopted the GAAP accounting standard. 10 stocks we like better than Nano Dimension › Usually, with publicly traded companies, a change in accounting regime doesn't have much of an effect on investor sentiment. That wasn't quite the case Thursday with additive manufacturing specialist Nano Dimension (NASDAQ: NNDM), which saw its share price bump almost 3% higher on news of such a shift. That rise contrasted rather well with the slight (0.4%) decrease of the S&P 500 index. Four important new initials The change is from International Financial Reporting Standards (IFRS) frequently used by companies overseas, to the generally accepted accounting principles (GAAP) heavily favored in the U.S. This move is pleasing to the many U.S. investors who either hold or track the stock, as from now the company's financials will be in line with some of the top businesses in this country. For anyone who isn't an accountant, IFRS and GAAP statements look fairly similar, with few significant disparities. As part of its shift, Nano Dimension published its 2024 annual results under GAAP standards. Not surprisingly, they matched the IFRS figures for the most part -- revenue was the same, at under $57.8 million, as were balance sheet items such as cash and cash equivalents, and inventory. Still deep in the red There were several differences worth noting, though, mainly in the profit and loss statement's bottom line. The company's net loss across 2024 was a touch steeper under the new standard, at just under $99.9 million; the IFRS-compliant deficit was $96.9 million. No line item experienced such a drastic change as to warrant concern, or shift anyone's take on Nano Dimension's performance. State of Freight for August: Market outlook remains murky

FreightWaves' State of Freight webinar painted a picture of an industry stuck in neutral as summer draws to a close. Founder and CEO Craig Fuller and Head of Freight Market Intelligence Zach Strickland described a market plagued by soft demand, economic uncertainty, and stubborn structural challenges. Here are five key takeaways: Freight demand remains historically weak Strickland noted that national truckload volumes are down 14% to 15% year-over-year, with demand even lower than 2019. 'A lot of the people I talked to in the shipping community, they're still dealing with some levels of uncertainty, not just from their procurement strategies for the raw inputs and things in the goods economy, but also from their consumers in the downstream, because there's still some level of, 'We don't know where this economy is going,'' Strickland said. Despite seasonal catalysts like back-to-school and hurricane season, volumes show little sign of rebound. 'It has not been the freight market that we hoped for. That's the freight market we've got,' Fuller said. Consumer spending shifts are reshaping freight flows Retailers with strong grocery and staples sales are holding up, while discretionary goods are faltering, Fuller said. 'If you're in a big-box retailer with groceries, you're probably doing okay. But when you get into discretionary spending items, that's where the challenge is,' Fuller said. 'Restaurant failures and weak housing turnover are adding more pressure.' Housing and autos remain critical weak spots Both sectors, which drive a large share of freight, continue to struggle. Fuller estimated that as much as 20% of trucking freight is tied to housing. Without a housing recovery, 'it's hard to believe that a freight market would come back,' he said. Automakers are also showing signs of stress, particularly in the electric vehicle segment. 'One of the core theses of the Biden administration was that electric vehicles should replace internal combustion engines. And a lot of Biden's infrastructure bill — the core thesis of that was decarbonization and electrification of the auto and power sector. That is no longer a core. It is obvious that that has changed,' Fuller said. 'The Trump administration is far more focused on moving back towards a multi-platform energy process.' Carrier capacity is shrinking, but not enough to spark a recovery Tender rejection rates are higher than 2019, not because of rising freight volumes, but due to carriers exiting the market. 'The outbound tender rejection index is actually up year over year. And it's significantly higher than it was in 2019, where we were covering right under 4% at this point in 2019,' Strickland said. Strickland said more carriers exiting the market through closures and bankruptcies has helped increase tender rejection rates across the country. 'We're going to continue to see bankruptcies,' Strickland said, pointing to the recent Carroll Fulmer collapse. Fuller added that the industry is in a 'range-bound' cycle where volumes and rates remain stuck. Uncertainty dominates business decisions Executives across sectors are pulling back on investment, delaying hiring, and prioritizing cost-cutting. 'It's the uncertainty element. And hiring people — when you don't know where things are headed, your natural inclination is to do nothing,' Fuller said. 'Once you resolve that things might get worse, you then resolve yourself to actually shrink, whether we're talking human capital or investments. That's what I think businesses have been doing for the last couple of quarters. That's why earnings look so great, because they're generating a lot of revenue and yet their costs are being turned out.
