Bengaluru: Enough is enough — or so he thought.
After 11 years of appeals, complaints, invoking of the RTI Act, and meeting several officials from multiple govt departments, Bengaluru resident Vijaykumar D V, 80, has filed a PIL in the high court against the state govt, BBMP and DULT, seeking to have enough footpaths in the city to make its roads safe for pedestrians.
In his PIL, Vijaykumar has urged the court that a special purpose vehicle or an empowered committee be created to enforce a judicial order to address the issue.
"Bengaluru's roads don't even guarantee the basic right to walk safely," he said. "This is not just about footpaths, it's about accessibility, equality, and dignity."
Vijaykumar had moved to Bengaluru from Chitradurga when he was 69. Once here, all he was looking forward to was the sombre somnolence of a superannuated man.
Instead, Vijaykumar was forced to risk his life and limb every single day -- just trying to get to the nearest bus stop on Tank Bund Road, Mico Layout, a walk that should ideally take no more than 10-15 minutes. With no proper footpath and only narrow drains covered haphazardly with stone slabs, Vijaykumar was forced to walk on the busy roads with traffic whizzing by.
"For more than a decade, I tried everything — from RTIs to meeting BBMP officials, but nothing changed.

Filing a PIL was my last resort," the Mico Layout resident said.
Sharing further details of the circumstances that led him to filing the PIL, Vijaykumar said: "Back in June 2014, near Binnypet Garden on Tannery Road, I saw a man using crutches and a visually challenged woman struggling to walk on the road because there was no footpath. That imagery never left me. I realised I was not alone, grappling with this ordeal."
In 2019, when he met the engineer in charge of the area and the then BBMP commissioner, the officials admitted in writing that construction of footpaths was not a discretionary matter, but a legal obligation.
Yet, nothing changed.
According to Vijaykumar, BBMP continues to prioritise projects for traffic movement. "They spend crores on roadworks, flyovers, and underpasses. But what about the basic right to walk safely? What about senior citizens and persons with disabilities? Even today, what passes for a footpath are just open drains, with some stone slabs thrown on top unevenly," he said.

The non-payment of wages for work performed constitutes a violation of the employee's human rights, particularly the right to livelihood and dignity as guaranteed under Article 21 of the Constitution of India and reaffirmed in international human rights instruments. The department's inaction amounts to an arbitrary deprivation of earnings, impairing the complainant's ability to support himself and his family, the bench said. Finding prima facie evidence of administrative negligence and violation of the complainant's rights, the commission directed immediate action to restore the employee's salary, correct all records, and ensure that no employee faces such an anomalous and unjust situation in the future. The commission has called for a report on necessary corrections to the complainant's Aadhaar record from the additional deputy commissioner, Rohtak, and the commissioner & secretary, citizen resources information department (CRID), Govt of Haryana, before the next hearing on Sept 23, 2025. Dr Puneet Arora, protocol, information & public relations officer, said the commission has directed officials of the public health engineering department to submit a detailed report within four weeks. This report should cover steps taken to correct the complainant's status in all official records, including Aadhaar; measures to ensure immediate disbursement of all pending salary dues; and departmental accountability for the delay and the hardships caused. RTI info on custodial deaths denied
Kochi: State police department denied details of custodial deaths over the last five years in response to an RTI query, stating that state crime records bureau (SCRB) was exempt from RTI Act. The department denied the data, stating that SCRB was exempt from providing information as per Section 24 (4) of RTI Act in matters other than those related to human rights violations and corruption. "Since the information sought doesn't fall under the categories of human rights violations and corruption, we are unable to provide the information sought in compliance with govt orders," said the reply from state public information officer of police department. The RTI query filed by activist Dhanaraj S sought district and police station-wise numbers of custodial deaths reported in Kerala from Jan 1, 2020, to July 31, 2025. He also sought details of custodial death cases forwarded to NHRC during the same period. Dhanaraj said that denial of information on the mentioned grounds was incorrect and contrary to law. "Custodial deaths are per se human rights violations under Article 21, so Section 24 provision applies and disclosure must follow state information commission approval within 45 days," he said. Haryana Rights Commission takes suo motu cognisance of employee declared 'dead' in Aadhaar records
CHANDIGARH: The Haryana Human Rights Commission has taken suo motu cognisance of a news report alleging that a Public Health Department employee was denied salary as his Aadhaar record wrongly showed him as "deceased." The report -- published in a leading daily on August 12 -- said Vijay Kumar, a resident of Valmiki Basti, Ramlila Parao in Rohtak, is alive and continues to perform his duties regularly. He has been reportedly deprived of his lawful remuneration due to the administrative lapse, it said. Upon review, the commission observed that the health department failed to update the employee's record on the Haryana Kaushal Rozgar Nigam Limited portal, despite being aware that the "deceased" status in Aadhaar was erroneous. The full bench of the commission, comprising Chairperson Justice Lalit Batra and Members Kuldip Jain and Deep Bhatia, in its order dated August 14, noted that such treatment appears contrary to Article 7 of the United Nations International Covenant on Economic, Social and Cultural Rights (ICESCR), which recognises the right to just and favourable conditions of work, including remuneration ensuring a decent living for workers and their families. The commission further noted that non-payment of wages for work performed constitutes a violation of the employee's human rights, particularly the right to livelihood and dignity as guaranteed under Article 21 of the Constitution of India and reaffirmed in international human rights instruments.
