China just bet $2 billion on fusion energy. The US must respond.

China has just placed a major new national bet on commercializing fusion energy, and now is the time for the U.S. to respond.
Chinese state and industrial leaders are positioning the country to lead the world in innovation. They're working to replicate the ecosystem of ideas and invention that has made the U.S. so special on the world's stage, touching billions of lives with core technologies like the automobile and the internet.
Doing so supports China's own economic development and extends the country's long-term geopolitical influence, the exact same advantages the innovation ecosystem brought to the U.S. over the last century. The Chinese effort is forward-looking, placing bets on the technologies that will dominate the global economy for generations.
That means funding both for basic research areas like life sciences, materials science, and quantum computing and for applied research in areas like semiconductors, electric vehicles, AI, batteries — and fusion, the last new energy source humanity will need.
This week, China took a major new step down that path of progress with about $2.1 billion in new funding that positions Shanghai-based company China Fusion Energy Co. as the central state-controlled commercialization vehicle for fusion in China. China Fusion Energy Co. links expertise from major universities, industrial powers and state-owned energy companies — several of which are investors in the new company. Their aim — develop a Chinese fusion industry. As one Chinese press report put it, 'the national team has arrived.'
This is a direct competitor to the company I co-founded and have been building for the last seven years. Like Commonwealth Fusion Systems, the Chinese effort aims to build a fusion device called a tokamak to generate electricity. Also like Commonwealth, this effort will use high-temperature superconductors, an approach that enables a more compact and therefore competitive power plant. It's highly validating that our technical approach is very promising, but it also shows that coordinated state action has now fully entered the race for fusion energy.
From afar, it can be hard to understand exactly what China's blend of government and private efforts is doing. It's clear, though, they are organized and well resourced. Some of their fusion work is significant enough that you can see the facilities from space. Add China Fusion Energy Co. to the list of signals that China understands the importance of fusion and is moving aggressively to lead the race to develop it.
'This is a clear signal that Beijing is consolidating its fusion efforts into a full-scale, nationally coordinated industrial strategy,' concludes RAND analyst Jimmy Goodrich, who tracks Chinese science and innovation efforts closely.
We've seen this movie before. China's manufacturing might, deep supply chains, workforce development and centrally driven development has let it dominate new industries like solar panels, batteries and electric vehicles. Many of these technologies were invented in the U.S.
In contrast, the U.S. government isn't keeping up when it comes to fusion. A recent report by the nonpartisan Government Accountability Office found that only about 1 percent of Department of Energy-funded fusion efforts supported commercialization — through the department's modestly funded Milestone-Based Fusion Development Program. If the U.S. is to compete with other nations in the race to commercialize fusion, the federal government needs to radically improve its commitment to deploying fusion.
We know other ways Congress and the administration could help fusion besides funding the Milestone program to match the ambition of China and other competitors. The Department of Energy Fusion Energy Sciences Advisory Committee in 2020 published a new long-range plan — ' Powering the Future: Fusion and Plasmas ' — that details the research facilities that could help all fusion energy companies deploy power plants and scale more quickly. But it's China, not the U.S., that's building these research test stands and facilities the U.S. fusion industry needs to accelerate fusion's deployment and rapid scaling.
Energy unlocks prosperity for people, businesses and nations. Whoever controls that energy commands an outsized impact on the world and on the future of everyone who lives on it. Right now Washington is focusing on American energy dominance, powering AI and improving energy security. It's clear what the government could do to cultivate that instead of its present course that fails to respond to Chinese energy dominance for fusion.

Fans celebrating the arrival of the WNBA to the City of Boston might want to temper their expectations in the short term. Recent reporting from the Boston Globe's Gary Washburn relates that the WNBA itself is throwing cold water on ta potential move of the recently-purchased Connecticut Sun to a new location. Former Boston Celtics minority owner and Bain Capital executive Steve Pagliuca recently purchased the team for a record $325 million, with another $100 million earmarked to build a dedicated practice facility for the team in Boston. But per Washburn, after news of the sale broke this week, the league sent the reporter a release pushing back on a potential move out of the Nutmeg state. "Relocation decisions are made by the WNBA Board of Governors and not by individual teams," related the WNBA to Washburn, also noting that "no groups from Boston applied for a team." This could put a bit of a damper on things, given Pagliuca would be one of the first names for an expansion team in the area, yet the former Celtics owner now finds himself the new owner (pending league approval) of a team the WNBA appears determined to keep in Connecticut. "Nine additional cities also applied for WNBA teams and remain under active consideration. Those other cities remain under consideration based on the extensive work they did as part of the expansion process and currently have priority over Boston," added the league. This course of action may have actually put the city behind the proverbial eight ball, as the WNBA may be looking to avoid following in the footsteps of the NBA with the highly unpopular move of the Seattle SuperSonics to Oklahoma City in the aughts. Interestingly, the release tendered to Washburn also notes that a "prospective Celtics owner has also reached out to the league office and asked that Boston receive strong consideration for a WNBA franchise at the appropriate time." Does this mean the ownership group helmed by Bill Chisholm currently in the process of securing final NBA approval to buy the Boston-based NBA ball club is also the leading group to secure a WNBA team in the same city? The agreement over the H20 chipsets, which are some of the most advanced technology being produced in Taiwan's industry-leading factories, comes in the same month that Trump reversed a ban that stopped Nvidia from selling to China over security concerns. Why It Matters The January launch of DeepSeek, a Chinese-made AI model, , sparked what may have called a "cold war" over artificial intelligence development. Researchers developed DeepSeek with a fraction of the resources but managed to produce an AI capable of rivaling ChatGPT. In April, the Trump administration barred top U.S. suppliers, like Nvidia, from selling topline silicon to China over "national security concerns." The ban mirrored the 2022 CHIPS Act passed by former President Joe Biden, which increased semiconductor manufacturing in the U.S. while also clamping down on chip companies investing in China and Russia, the biggest competitors in the industry. What To Know The White House reversed its ban after barely three months, giving Nvidia the all-clear in July to resume sales with China. Nvidia founder and CEO Jensen Huang on July 14 said the U.S. government had assured him it would restore the licenses to sell H20s in China. "General-purpose, open-source research and foundation models are the backbone of AI innovation," Huang said. "We believe that every civil model should run best on the U.S. technology stack, encouraging nations worldwide to choose America." Half a month later, and Chinese demand for Nvidia chips has surged, with the U.S. company looking to replenish its stock with an order of 300,000 H20 chipsets from TSMC, one of the largest manufacturers in the world. Getty Images The return of Nvidia chips to the Chinese market will be a boon to the country's rapidly expanding AI industry, but there's concern that the U.S. could fall behind in an AI "race", as OpenAI CEO Sam Altman describes it, using U.S. chips to do so. In May, a report from the Georgetown University's Center for Security and Emerging Technology shared with Newsweek found that two of China's leading AI institutes, headquartered in Beijing, have established branches in Wuhan to cooperate on sophisticated alternatives to the large generative AI models. The report described the new labs' aim to "springboard to artificial general intelligence", overtaking the U.S. by focusing on other forms of AI as opposed to the western focus on large statistical models. What People Are Saying Alexandra Mousavizadeh, CEO of Evident and creator of the Global AI Index, told Newsweek that there were two different approaches to China's AI development: "You can continue to try and contain access to chips and close the walls off. While you're doing that, you're doubling down on investment into data infrastructure, supporting the development of AI in the U.S. and being first in that race, "Or you open up completely and you say, 'Look, it's to the benefit of all that everyone has access to everything, because the collaboration between Europe, the U.S. and China in the past has been what has led to the ability to get to where we are today.' A spokesperson for the Chinese Embassy told Newsweek: "China has consistently advocated that the development of artificial intelligence should adhere to principles that are human-centered and promote benevolence. "China believes that AI development should be fair and inclusive, ensuring that all countries equally enjoy the benefits brought by AI, and has no intention of seeking dominance in this field." What Happens Next China will continue to be able to purchase from Nvidia and other U.S. chip manufacturers unless the White House alters its policy.

China is betting on a real-world use of AI to challenge U.S. control

SHANGHAI - As the United States and China vie for control over the future of artificial intelligence, Beijing has embarked on an all-out drive to transform the technology from a remote concept to a newfangled reality, with applications on factory floors and in hospitals and government offices. China does not have access to the most advanced chips required to power cutting-edge models due to restrictions from Washington and is still largely playing catch-up with Silicon Valley giants like OpenAI. But experts say Beijing is pursuing an alternative playbook in an attempt to bridge the gap: aggressively pushing for the adoption of AI across the government and private sector. 'In China, there's definitely stronger government support for applications and a clear mandate from the central government to diffuse the technology through society,' said Scott Singer, an expert on China's AI sector at the Carnegie Endowment for International Peace. By contrast, the U.S. has been more focused on developing the most advanced AI models while 'the application layer has been totally ignored,' he said. China's push was on full display in Shanghai at its World Artificial Intelligence Conference, which ran until Tuesday. Themed 'Global Solidarity in the AI Era,' the expo is one part of Beijing's bid to establish itself as a responsible AI leader for the international community. This pitch was bolstered by the presence of international heavyweights like Eric Schmidt, former CEO of Google, and Geoffrey Hinton, a renowned AI researcher often called the 'Godfather of AI.' During the event, Beijing announced an international organization for AI regulation and a 13-point action plan aimed at fostering global cooperation to ensure the technology's beneficial and responsible development. 'China attaches great importance to global AI governance,' Li Qiang, China's premier, said at the opening ceremony on Saturday. It 'is willing to share its AI development experience and technological products to help countries around the world - especially those in the Global South,' he said, according to an official readout. Just last week, President Donald Trump announced a competing plan in a bid to boost American AI competitiveness by reducing regulation and promoting global exports of U.S. AI technology. Washington has moved in recent years to restrict China's access to chips necessary for AI development, in part due to concerns about potential military applications of such models and degrading U.S. tech leadership. The Trump administration's approach to chip policy, however, has been mixed. Earlier this month, the White House reversed a previous ban on specific AI chips made by U.S. tech giant Nvidia being exported to China. This shift occurred amid trade negotiations between the world's two largest economies, which have been locked in an escalating tariff and export control war since Trump returned to the Oval Office earlier this year. There was nothing but excitement about AI in the vast expo center in Shanghai's skyscraper-rich Pudong district, where crowds entered gates controlled by facial recognition. Inside, thousands of attendees listened to panels stacked with Chinese government officials, entrepreneurs and international researchers, or watched demonstrations on using AI to create video games, control robotic movements and respond in real time to conversations via smartglasses. Chinese giants like Huawei and Alibaba and newer Chinese tech darlings like Unitree Robotics were there. DeepSeek was not present, but its name was spoken everywhere. The Hangzhou-based upstart has been at the forefront of Beijing's attempt to push the government use of AI since it released a chatbot model in January, prompting a global craze and driving home China's rapid AI advances. DeepSeek has been put to work over the last six months on a wide variety of government tasks. Procurement documents show military hospitals in Shaanxi and Guangxi provinces specifically requesting DeepSeek to build online consultation and health record systems. Local government websites describe state organs using DeepSeek for things like diverting calls from the public and streamlining police work. DeepSeek helps 'quickly discover case clues and predict crime trends,' which 'greatly improves the accuracy and timeliness of crime fighting,' a city government in China's Inner Mongolia region explained in a February social media post. Anti-corruption investigations - long a priority for Chinese leader Xi Jinping - are another frequent DeepSeek application, in which models are deployed to comb through dry spreadsheets to find suspicious irregularities. In April, China's main anti-graft agency even included a book called 'Efficiently Using DeepSeek' on its official book recommendation list. China's new AI action plan underscores this push, declaring that the 'public sector should take the lead in deploying applications' by embedding AI in education, transportation and health care. It also emphasizes a mandate to use AI 'to empower the real economy' and praises open-source models - which are more easily shared - as an egalitarian method of AI development. Alfred Wu, an expert on China's public governance at the National University of Singapore, said Beijing has disseminated a 'top-down' directive to local governments to use AI. This is motivated, Wu said, by a desire to improve China's AI prowess amid a fierce rivalry with Washington by providing models access to vast stores of government data. But not everyone is convinced that China has the winning hand, even as it attempts to push AI application nationwide. For one, China's sluggish economy will impact the AI industry's ability to grow and access funding, said Singer, who was attending the conference. Beijing has struggled to manage persistent deflation and a property crisis, which has taken a toll on the finances of many families across the country. 'So much of China's AI policy is shaped by the state of the economy. The economy has been struggling for a few years now, and applications are one way of catalyzing much-needed growth,' he said. 'The venture capital ecosystem in AI in China has gone dry.' Others point out that local governments trumpeting their usage of DeepSeek is more about signaling than real technology uptake. Shen Yang, a professor at Tsinghua University's school of artificial intelligence, said DeepSeek is not being used at scale in anti-corruption work, for example, because the cases involve sensitive information and deploying new tools in these investigations requires long and complex approval processes. He also pointed out that AI is still a developing technology with lots of kinks. 'AI hallucinations still exist,' he said, using a term for the technology's generation of false or misleading information. 'If it's wrong, who takes responsibility?' These concerns, however, felt far away in the expo's humming hallways. At one booth, Carter Hou, the co-founder of Halliday, a smartglasses company, explained how the lenses project a tiny black screen at the top of a user's field of vision. The screen can provide translation, recordings and summaries of any conversation, and even deploy 'proactive AI,' which anticipates questions based on a user's interactions and provides information preemptively. 'For example, if you ask me a difficult question that is fact related,' Hou said, wearing the trendy black frames, 'all I need to do is look at it and use that information and pretend I'm a very knowledgeable person.' Asked about the event's geopolitical backdrop, Hou said he was eager to steer clear of diplomatic third rails. 'People talk a lot about the differences between the United States and China,' he said. 'But I try to stay out of it as much as possible, because all we want to do is just to build good products for our customers. That's what we think is most important.' Kiki Lei, a Shanghai resident who started an AI video company and attended the conference on Sunday, seemed to agree with this goal. She said that Chinese AI products are easier to use than U.S. products because companies here really 'know how to create new applications' and excel at catering to, and learning from, the large pool of Chinese technology users. Robots, perhaps the most obvious application of AI in the real world, were everywhere at the conference - on model factory floors and in convenience stores retrieving soda cans, shaking disbelieving kids' hands, or just roaming the packed halls. At the booth for ModelBest, another Beijing-based AI start-up, a young student from China's prestigious Tsinghua University, who was interning at the company, demonstrated how a robot could engage with its surroundings - and charm its human interlocutors. Looking directly at the student, the robot described his nondescript clothing. 'The outfit is both stylish and elegant,' the robot continued.
