Rajya Sabha proceedings were adjourned until 2 pm Wednesday, soon after the House commenced. After ministers laid papers on the table of the House, and an obituary was read out for former Jammu and Kashmir governor Satya Pal Malik, Deputy Chairman Harivansh said he would not admit 35 notices received under Rule 267.
This prompted Opposition members to stand up and protest, demanding that a discussion be held on important issues.
'Thirty-five notices have been received today under Rule 267. In view of my observation made yesterday, and since none of these notices are in adherence to the rules as enunciated in the past, I am not admitting any of the notices,' Harivansh said.
Opposition parties have repeatedly sought a discussion on the Election Commission of India's Special Intensive Revision (SIR) of electoral rolls in Bihar. Under Rule 267, MPs seek discussion on urgent matters.
Harivansh appealed to members to let the House function to conduct business during Zero Hour, to allow members to raise important public issues. 'Yesterday, many members came to me who wanted to raise issues during the zero hour. I expect you to allow people to speak and raise their issues during Zero Hour, which are important to the country. I urge all of you, give them an opportunity. Do you not want the parliament to function?' he said.
With members not relenting, the deputy chairman adjourned the proceedings till 2 pm.

News18 has learnt that the sports ministry is moving swiftly to frame rules for its implementation The Rajya Sabha on Tuesday passed the long-pending National Sports Governance Bill, 2025, despite loud protests and sloganeering from the opposition. The government, determined to push the reform through in the ongoing monsoon session, hailed it as a landmark step towards overhauling sports administration in the country. CNN-News18 has learnt that the sports ministry is moving swiftly to frame rules for its implementation. 'Eighty per cent of the work is already done, and the notification should be out in the next couple of months," a senior government source said. Once notified, the National Sports Board (NSB) will be constituted to recognise and regulate national and state-level sports federations. The bill also paves the way for a National Sports Election Panel to ensure fair, dispute-free elections across federations. This panel will be made up of members experienced in conducting federation polls, aiming to avoid legal entanglements that have plagued Indian sports bodies in the past. Athletes, especially women, will be central to decision-making, with mandatory Athletes' Committees in all federations. For the first time, a statutory minimum of four women on every Executive Committee. The bill proposes aligning Indian sports governance with the Olympic and Paralympic Charters, ensuring that the country is better positioned to host major international events, including a potential bid for the 2036 Olympics. India's sports landscape has long been plagued by controversies, from court battles over federation elections to mismanagement and a lack of athlete representation. Currently, more than 350 court cases regarding sports federations are pending, creating serious hurdles in governance and sports promotion. With Assam administration indicating that the State will soon be holding Special Intensive Revision (SIR) of electoral rolls, State Congress chief Gaurav Gogoi said that the party has begun the process of recruiting and training its Booth Level Agents (BLAs). The SIR is currently underway in Bihar and the Election Commission (EC) has indicated that it will be held across the country. 'So far we have registered close to 28,880 BLAs. We have also started a training programme for these agents. On Sunday, we concluded one round of training. At the end of the month, we will hold a week-long training programme. In the first module, we are briefing them on how voter list manipulation has been undertaken in Maharashtra and in Karnataka. We will show them the evidence that Rahul Gandhi's team had provided,' Mr. Gogoi told The Hindu. The party is also prepping up its legal team to support the BLAs to file objections and claims. The SIR exercise in Assam, Mr. Gogoi said, will be particularly difficult because of the demographic complexities, which he accused the BJP government of further complicating. 'NRC in limbo' 'The NRC (National Register of Citizens) remains in a limbo in Assam. The BJP government is not willing to address the issue of foreigners since they have no solutions to offer. Instead with the Citizenship Amendment Act, they have issued guidelines by which several Bengali speaking people have to give a written affidavit that they are from Bangladesh to apply under the Act,' he said. Instead of identifying illegal Bangladeshis as Prime Minister Narendra Modi had claimed, Mr. Gogoi pointed out that Chief Minister Himanta Biswa Sarma, today says that he is unable to address the issue. 'Instead of making Assam safe and secure, he is absolving himself of responsibility and wants to distribute guns to the people,' he said.
