Chinese foreign minister elaborates on South China Sea issue

KUALA LUMPUR: Chinese Foreign Minister Wang Yi on Saturday (July 12) spoke to reporters about the South China Sea issue in response to questions while attending annual Asean Plus foreign ministers' meetings here.
Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said that the South China Sea issue is discussed every year at the meetings, and this year was no exception. "What struck me most this time is the clear temperature difference between regional countries and a few countries from outside the region."
At the China-Asean foreign ministers' meeting, the discussion on the South China Sea was held in a more calm and confident manner, becasse compared with other seas in the world, the South China Sea is clearly stable. There are no problems with freedom of navigation and overflight, Wang said
Some countries outside the region continue to make irresponsible remarks about the South China Sea. Although their tone has notably softened this year, they have not stopped, he said, adding tt seems they fear the South China Sea will not be chaotic. Regional countries are now well aware of these "old tricks."
Wang said he proposed that a new narrative should be built for the South China Sea. We should not always associate the South China Sea with friction, conflict, or confrontation, but with peace, stability, and cooperation. This should become the mainstream narrative in the future, stated the Chinese foreign minister.
China and Asean countries are working toward this direction, he said, adding there is still one country that seems out of sync with the others, but I believe it will come to eventually understand. Acting as a pawn for others will only lead to being sacrificed.
Wang said that China and Asean countries have agreed to upgrade the Declaration on the Conduct of Parties in the South China Sea (DOC) by formulating a Code of Conduct (COC) that is effective, substantive, and consistent with international law.
All sides also agreed to strive to conclude the COC as scheduled next year, he said. In the next stage, consultations will become more frequent, and the process will speed up. We have the confidence, capability, and wisdom to maintain stability in the South China Sea, remove external interference, and jointly build the South China Sea into a sea of peace, friendship, and cooperation.
Wang emphasized that during the meetings, he also elaborated on China's position regarding the so-called South China Sea arbitration case. This arbitration case has serious flaws in terms of fact-finding and application of law. It carried out actions that violated the United Nations Convention on the Law of the Sea under the name of the convention itself, and its damage to regional peace and stability as well as the maritime order has become increasingly evident.
Wang stated that we must ask: if compulsory arbitration can be abused, is there still value in diplomatic efforts? Should bilateral consultations be abandoned? Do commitments under the DOC still count? If territorial sovereignty and maritime demarcation issues are submitted for arbitration, should the exclusive declarations under the convention still be respected? Does an agreement between China and the Philippines to resolve disputes through dialogue still hold? And if all islands and reefs in the South China Sea are denied maritime entitlements, should the world's maritime map be redrawn?
In fact, this so-called arbitration case is a political manipulation and should be thrown into the trash heap of history, Wang said. - Xinhua

HONG KONG: Hong Kong's privacy watchdog said Tuesday (July 15) it has launched a criminal investigation into an AI-generated porn scandal at the city's oldest university, after a student was accused of creating lewd images of his female classmates and teachers. Three people alleged over the weekend that a University of Hong Kong (HKU) law student fabricated pornographic images of at least 20 women using artificial intelligence, in what is the first high-profile case of its kind in the Chinese financial hub. The university sparked outrage over a perceived lenient punishment after it said Saturday it had only sent a warning letter to the student and demanded he apologise. But Hong Kong's Office of the Privacy Commissioner for Personal Data said Tuesday that disclosing someone else's personal data without consent, and with an intent to cause harm, could be an offence. The watchdog "has begun a criminal investigation into the incident and has no further comment at this stage", it said, without mentioning the student. The accusers said in a statement Saturday that Hong Kong law only criminalises the distribution of "intimate images", including those created with AI, but not the generation of them. There is no allegation so far that the student spread the deepfake images, and so "victims are unable to seek punishment... through Hong Kong's criminal justice system", they wrote. The accusers said a friend discovered the images on the student's laptop. Experts warn the alleged use of AI in the scandal may be the tip of a "very large iceberg" surrounding non-consensual imagery. "The HKU case shows clearly that anyone could be a perpetrator, no space is 100 percent safe," Annie Chan, a former associate professor at Hong Kong's Lingnan University, told AFP. Women's rights advocates said Hong Kong was "lagging behind" in terms of legal protections. "Some people who seek our help feel wronged, because they never took those photos," said Doris Chong, executive director at the Association Concerning Sexual Violence Against Women, referring to cases at the group's crisis centre. "The AI generations are so life-like that their circulation would be very upsetting." Asked about the case at a Tuesday press briefing, Hong Kong leader John Lee said most of the city's laws "are applicable to activities on the internet". (KCNA/KNS/AP pic) BEIJING : Chinese President Xi Jinping told Russia's top diplomat today that their countries should 'strengthen mutual support', state media said, as foreign ministers gathered in Beijing for Shanghai Cooperation Organisation (SCO) talks. Meeting Sergei Lavrov in Beijing, Xi said the two countries should 'strengthen mutual support on multilateral forums', according to state news agency Xinhua. Beijing and Moscow should work to 'unite countries of the global south and promote the development of the international order in a more just and reasonable direction', Xi said, according to Xinhua. Russia's foreign ministry said in an earlier statement that 'a number of issues of bilateral political contacts at the highest and high levels were discussed'. They included preparations for President Vladimir Putin's visit to China to join an SCO summit and World War II anniversary celebrations. Russia's TASS news agency reported that Xi met Lavrov after the Chinese president held a 'general meeting' with SCO foreign ministers. Lavrov met Sunday with his Chinese counterpart Wang Yi to discuss Ukraine and relations with the US. The Russian foreign minister arrived in China following a visit to North Korea, where he received assurances of support in its conflict with Ukraine. Beijing, a diplomatic and economic ally of Moscow, claims to be neutral in the conflict between Russia and Ukraine. But China has never denounced Russia's more than three-year military campaign nor called for it to withdraw its troops, and many of Ukraine's allies believe that Beijing has provided support to Moscow. China regularly calls for an end to the fighting, while also accusing western countries of prolonging the conflict by arming Ukraine. Beijing has long sought to present the 10-member SCO as a counterweight to western-led power blocs such as Nato. It has pushed to strengthen collaboration between its member countries in politics, security, trade and science. Top diplomats from the SCO are convening in Beijing this week for a meeting of the council of foreign ministers, including Lavrov, India's Subrahmanyam Jaishankar and Iran's Abbas Araghchi. Xi noted today that 'political mutual trust among member states has deepened', according to state broadcaster CCTV. The SCO 'has successfully explored a path of regional cooperation that aligns with the trends of the times and meets the needs of all parties, setting a model for a new type of international relations', Xi said.
