Federal Minister Engr Amir Muqam Tuesday handed over huge consignments of relief goods to the relevant authorities for its distribution among flood victims of Swat.
Muqam met with flood victims and assured all-out support and assistance from the Federal Government.
He said that rehabilitation of floods affected population in K-P was a big challenge, expressing the hope that federal and provincial governments with the support of the nation will successfully handle it quickly.
Engr Amir Muqam said that politics on floods situation should be avoided, and that we irrespective of political affiliations need to work hard to help address suffering of the affectees. He said that Malankand division was largely affected by the natural calamity.
Engr Amir Muqam lauded the spirit of communities, NGOs and philanthropists for their generosity and assistance in this hour of needs. He said that floods have badly damaged agriculture, peach and apple orchards and communication infrastructure in Shangla, Buner, Swat and relief to affected farmers would be provided.
Amir Muqam noted that shopkeepers and traders were also suffered after goods were washed away. He said that the government's top priority was to rescue the stranded people, shift the injured to hospitals and provide relief and assistance till the rehabilitation of the last victim.
Engr Amir Muqam said that Prime Minister Muhammad Shehbaz Sharif was personally monitoring rescue and relief operations in Khyber-Pakhtunkhwa and huge consignments of relief goods were being dispatched to the flood affected areas.

Govt issues updated PFM Act 2019 with amendments
ISLAMABAD: The federal government has notified the updated Public Finance Management Act, 2019, incorporating amendments up to June 30, 2024, aimed at strengthening fiscal discipline, transparency and accountability in the use of public funds. Enacted originally in 2019, the legislation was part of broader fiscal reforms demanded by international lenders to plug loopholes in budgetary management, strengthen debt sustainability, and enhance oversight of public spending. The latest amendments expand the scope of fiscal responsibility and ensure that all government entities, including autonomous organisations and state-owned enterprises, remain accountable, while defining the roles and responsibilities of the Ministry of Finance, divisions, and public entities. As per the law, the federal government shall, in respect of every financial year, cause to be laid before the National Assembly, Annual Budget Statement consistent with Articles 80 and 81 of the Constitution including a statement of the purpose and estimates divided into [major objects]for each demand for grant. The Act mandates disclosure of all sovereign guarantees and contingent liabilities—a step seen as essential for regaining the confidence of international lenders. All government expenditures, whether from a recurrent or development demand for grant, shall be based on well-defined plans and the strategic priorities approved in budget strategy paper as per section 3. According to the revised statute, the Finance Division has been empowered to regulate budgetary processes, cash management, issuance of guarantees, and borrowing, with stricter reporting and disclosure requirements. It also binds the government to set medium-term fiscal objectives, improve debt sustainability, and ensure fiscal transparency, besides publishing comprehensive debt sustainability analyses on a regular basis. If monies have been appropriated by the National Assembly [for a fund established under any law or with the approval of the Federal Government], the Finance Division shall notify rules or regulations and issue directives for the management and control of such a fund. Any statutory instrument shall— (a) State the purposes for which the special fund has been established; (b) identify the principal accounting officer responsible for its operations; and (c) specify that the cash balances of such funds shall form part of Public Account of the Federation. Such funds shall be subject to audit by the Auditor General of Pakistan. The amendments expand oversight of public entities and autonomous bodies, requiring them to submit financial statements and refrain from unauthorized borrowing. The auditor general of Pakistan has been given greater audit powers, while the Public Accounts Committee (PAC) has enhanced authority for parliamentary scrutiny. The Act would help align Pakistan's fiscal framework with international best practices, improve investor confidence, and curb leakages in public spending. It also strengthens coordination between the federal and provincial governments for fiscal responsibility. The updated law comes at a time when Pakistan is under pressure from international lenders to enhance transparency in public finance and ensure prudent debt management. LJCP reaffirms commitment to equitable justice system
ISLAMABAD: The Law and Justice Commission of Pakistan (LJCP) reaffirmed its commitment to realising an accessible and equitable justice system for all citizens. The LJCP meeting, held at the Supreme Court on Monday was chaired by Chief Justice of Pakistan/ Chairman, LJCP Yahya Afridi. It emphasised the commission's unwavering dedication to judicial excellence and the establishment of a fair and just society in Pakistan. The commission reviewed the implementation status of its previous decisions taken in the 44th meeting, particularly the progress made by the Advisory Committee for law reforms comprising secretary Ministry of Law and Justice and eminent lawyers. The committee acknowledged the need and significance of reforms in family laws and the Code of Criminal Procedure, 1898. The commission applauded the commendable job done by the committee and hoped that in consultation with relevant stakeholders the committee will suggest viable recommendations for improving the service delivery of justice system with regard to family dispute and criminal matters. The commission approved the Annual Accounts of the Access to Justice Development Fund for FY 2024-25, and constituted a Committee to review the LJCP Employees Service Rules of 1992 and suggest reforms to enhance administrative efficiency and enable performance management. Meanwhile, the Governing Body meeting of the Access to Justice Development Fund (AJDF) on Monday was held at the Supreme Court under the chairmanship of the Chief Justice of Pakistan/ Chairman, LJCP. The governing body extended its deepest gratitude to the federal government for a grant of Rs2 billion to the fund. This landmark contribution will be utilised for advancing women-centric facilities in courts, solarisation of judicial complexes, provision of clean drinking water and establishment of e-libraries in courts across the country with special focus on underdeveloped and remote districts, ensuring broader access and inclusivity. In a unanimous decision, the forum verified annual accounts of the Fund for the year 2024-25 and approved significant projects and financial allocations aimed at strengthening justice sector across the country by focusing litigant's facilities. The governing body approved projects of the High Court of Sindh and High Court of Balochistan amounting to Rs631.579 million, with emphasis on establishing Women-centric facilities within court premises. This will provide a safe, accessible, and inclusive environment for female litigants. Approval was granted for projects of the Sindh, Lahore, Balochistan, and Peshawar High Courts under the Underdeveloped Regions (UDR) Window amounting to Rs317 million. These projects include the solarisation of courts to ensure uninterrupted power supply and the establishment of modern e-libraries in remote and underdeveloped districts. The governing body also sanctioned various training programmes for the federal and provincial judicial academies. In addition, standard operating procedures (SOPs) were approved to streamline the provision of free legal aid to deserving litigants, particularly for cases pending before the Supreme Court and High Courts. The forum approved proposed amendments to the AJDF Rules aimed at broadening the scope of the Judicial and Research Window and enhancing the overall effectiveness of the Fund. The chair appreciated the valuable input of the participants and reaffirmed the commitment of the judiciary to ensure that the resources of the fund are utilised for sustainable, inclusive, and accessible justice delivery across the country.
